Alberta Energy: Drilling and Completion Cost submission 
Under the Modernized Royalty Framework (MRF), companies are required to submit actual Drilling and Completion Cost to Petrinex by April 30, 2021 for all wells that have an active status in 2020 and were drilled and completed, re-entered or re-completed in 2020.

The AER released the new Directive 087: Well Integrity Management on March 4, 2021. It contains testing, reporting, and repair requirements for isolation packers, surface casing vent flows (SCVFs), gas migration, and casing failures.

The new directive replaces Interim Directive ID 2003-01: 1) Isolation Packer Testing, Reporting, and Repair Requirements; 2) Surface Casing Venting Flow/Gas Migration Testing, Reporting, and Repair Requirements; 3) Casing Failure Reporting and Repair Requirements and incorporates guidance previously given in Bulletin 2009-07 and Bulletin 2011-35.

Important changes introduced by this new directive include the following:
  • Isolation packers in class II injection and disposal wells can be tested triennially with additional mitigations in place, instead of annually.
  • Nonserious SCVFs can be tested in years one, two, and six with additional mitigations in place, instead of every year for five years.
  • Nonroutine repairs need approval after three failed attempts with additional mitigations in place, instead of after one failed attempt.

AB: Directive 056 and Manual 012 Updated to Align with OneStop

Enhancements to well licensing that are scheduled to come into effect with the next OneStop wells release have also been included in the changes.

The modifications include the following key areas: 
  • new well licenses
  • amendments to well licenses
  • information update submissions on select well license data to increase integrity
  • re-entry, resumptions, and deepenings
  • cancellation of approvals

Applications of a licensee to resume activities in its abandoned well or to conduct additional drilling to a new formation after the initial rig release must still be submitted through the Digital Data Submission system.
