National Safety Council Observes Distracted Driving Awareness Month

Each April, the National Safety Council (NSC), USDOT, and others observe Distracted Driving Awareness Month to bring attention to the dangers of distracted driving and share simple steps drivers can take to avoid it. This year, NSC is offering a variety of free resources to help keep yourself and others safe on the road, including:

Become a Champion for Road Safety in Your Community

The Road Safety Champion Program (RSCP) is a nationally-recognized certificate program designed to build a knowledgeable, safety-minded workforce, responsible for operating, maintaining, and designing local roads. Road Safety Champions prioritize safety and are motivated to implement safety improvements that reduce fatalities and serious injuries on rural and local roads. Aspiring Road Safety Champions take core courses as well as trainings specific to their line of work. When all requirements are met, participants will be awarded a Road Safety Champion Program Certificate.

Most Road Safety Champion Program webinars are held via Zoom from 9:00-11:00am. Road Safety Champion Program Zoom webinars are approved by the Departments for Local Government (DLG) for the County Elected Officials Training Incentive Program. Webinars are worth two credit hours.

The safety analysis process, as part of the FHWA Safety Toolkit, is a systemic process for identifying the factors that can contribute to crashes and implementing effective countermeasures. It is a best practice method that is flexible and can be used to fit your needs. This two-hour training will cover the seven-step process and discuss how it can be applied using two different complementary analysis methods: the traditional site safety analysis and the systemic analysis. Additionally, case studies will be utilized to practice applying the process.

The 2024 Safety Summit will be the first time that all transportation safety topics for travelers and workers alike will be combined into a single state conference. It will bring together a combination of engineering, education, emergency services, enforcement, and transportation safety warriors to share best practices, research, and proven innovations. The Summit will provide information on both successful programs and emerging issues to individuals who work to prevent fatalities and injuries on Kentucky's roadways, increase safety awareness, prevent injuries and incidents with employees, and provide opportunities for networking, discussion, and information sharing.

The Kentucky Office of Highway Safety website received a facelift, allowing KYTC to showcase safety programs, resources, and relevant news for road users and workers. The new website has many useful highlights on the front page, including links to upcoming events and important information, statistics on roadway fatalities in recent years, and helpful resources for data collection. A prominent banner also directs users to resources for obtaining current travel and traffic conditions.

Michelle Adams Memorial Scholarship Applications Due by April 30

The Snow and Ice Removal training course at T2 is dedicated to the memory of Michelle Adams, former employee of KTC. Michelle lost her life in a vehicle crash resulting from dangerous road conditions outside of Indianapolis, IN in 2011.


In honor of her memory, Michelle's parents support an annual $1,000 scholarship to a student who meets the following criteria:

  • is an incoming freshman enrolled full time at the University of Kentucky;
  • is the child of either an attendee of the KTC Snow & Ice Removal course or any public works employee in the state of Kentucky; and
  • demonstrates financial need.


The deadline to apply is April 30, 2024.

FHWA Releases Guidance for Local Governments Regarding BIL

FHWA announced new training to assist local and Tribal agencies with applying for transportation funding under the Bipartisan Infrastructure Law (BIL). Approximately $567 billion is available across all transportation modes with about $351 billion of that for highway-specific programs.


An introductory training webinar was held in September 2023. Additional resources have been developed by FHWA to assist with applications for this funding opportunity.

KTC Research:

Online Instructional Tools for Motor Carriers

Commercial motor carrier customers on Kentucky highways must register and pay taxes for licensing and credentialing requirements. The Kentucky Transportation Cabinet (KYTC) provides an online Motor Carrier Portal that offers information and instructions on meeting these requirements, but customers have increasingly resorted to calling the help desk, putting a strain on personnel resources.


KTC researchers used a three-phase approach to determine the feasibility and requirements for instructional videos. Using this approach, KTC successfully developed three priority instructional videos for KYTC including (1) IRP Requirements and Account Creation, (2) KYU Account Creation, and (3) KYU Account Reactivation.
