Once registered, make certain you schedule your own legislative meetings from 11:30am to 1:00pm to discuss issues important to your municipality and all Wisconsin municipalities. If you’ve never scheduled meetings in the State Capitol, the League’s website has a list of frequently asked questions that may help. The page also includes a link on how to find which state legislators represent your municipality.

Recently Introduced Bills of Municipal Importance

The following bills were recently introduced in the Wisconsin State Legislature and have been added to the list of those being monitored by the League. Unless otherwise indicated, no formal position has been taken on these proposals to date.

  • Senate Bill (SB) 180: Modifications to the Housing Loan Programs - Sens. Quinn (R-Birchwood), Feyen (R-Fond du Lac), and Jagler (R-Watertown) and Reps. Armstrong (R-Rice Lake) and Brooks (R-Saukville) - Last session, with the League as one of a handful of groups at the table, the state made a historic investment of $525 million for the development of housing across Wisconsin through three low-interest loan programs at the Wisconsin Housing and Economic Development Authority (WHEDA). However, an 11th hour amendment added to those bills made implementation problematic for developers. Despite some early successes, the problems created by the amendment last session became increasingly evident. As a result, this subsequent legislation is needed to address the significant barriers to these programs and unlock additional housing opportunities throughout the state. This includes allowing loans to be stacked with active tax incremental districts and increasing the maximum loan amounts. A full list of changes is included in the attachment linked in the button below. The League has registered in-favor of this legislation.

  • SB 173: Rural Creative Economy Grant Program - Sen. Quinn (R-Birchwood) and Rep. Novak (R-Dodgeville) - This legislation creates the Rural Creative Economy Development Grant Program at the Wisconsin Economic Development Corporation (WEDC) to award funding to cities, villages, towns, counties, tribal governments, economic development organizations, and nonprofit organizations. The grants must be used to develop or implement a plan to increase tourism, enhance visitor experiences, or bolster community development in rural areas of the state by developing or promoting creative enterprises. Grants may also be used to market, brand, and promote local creative enterprises, public arts performances or exhibitions, or public spaces. Grants may not exceed $50,000 and must be matched by the recipient. The League has registered in-favor of this legislation.

  • SB 170: Rehiring of WRS Annuitants - Sen. Marklein (R-Spring Green) and Reps. Wittke (R-Caledonia), Kitchens (R-Sturgeon Bay), and Rodriguez (R-Oak Creek) - Under current law, if a person is receiving an annuity from the Wisconsin Retirement System (WRS), they must suspend that annuity to be rehired by a WRS participating employer. This legislation allows annuitants rehired by a WRS-participating employer to avoid suspending their annuity for up to 60 months (5 years) if they retired on or after July 2, 2013, separate from employment for at least 75 days, did not have an agreement for employment upon retiring, and elect not to be a participating employee. The employer is required to make contributions for the employee as if they were a WRS participant. This legislation is the third proposal this session to address rehired annuitants, but the previous two only applied to certain public safety employees where this legislation applies to all local government employees. The League has registered in-favor of this legislation.

Upcoming Hearing on Housing Loan Program Modifications

The Senate Committee on Insurance, Housing, Rural Issues and Forestry is holding a public hearing this Thursday, April 17, on two bills notable for municipalities. Senate Bill 180 makes modifications to the state’s new housing loan programs, and Senate Bill 178 makes three changes to the Low-Income Housing Tax Credit Program. Details on the changes proposed in both bills are included in the League’s Summary of Bills Introduced in the Past Two Weeks linked in the section above. The hearing will begin at 10:00am in room 201 Southeast of the State Capitol and is scheduled to be streamed live on WisconsinEye.

Agency Anecdotes

DOR Publishes MOE Forms

Act 12, last session’s historic state investment in local government funding, required that local governments comply with Maintenance of Effort (MOE) obligations to continue receiving their full shared revenue payments. Municipal clerks have already filed their baseline report for 2024 and should now begin preparing to file the 2025 report which is due on July 1.

The Wisconsin Department of Revenue (DOR) has published the forms that must be completed by persons in change of providing law enforcement, fire service, and emergency medical services on its website. These forms should be completed and submitted to the municipal clerk by June 16 to allow the clerk to submit the full MOE Report by July 1. Complete and accurate reports must be received by DOR by July 1 to avoid being assessed a 15% shared revenue payment reduction penalty.

DOR has a number of helpful webpages for municipal officials, including a page with all the necessary forms, a frequently asked questions page, and a one-page summary of report instructions. Municipal officials with questions may also reference the League’s MOE webpage and watch this webinar hosted by the League which features DOR. Questions may be directed to DOR at lgs@wisconsin.gov or to League Government Affairs staff at the email addresses listed at the end of this Bulletin.

Supplemental EMS Payments Information

Three recent trainings hosted by Public Consulting Group on the Wisconsin Medicaid Supplemental Payment Program for Public EMS Providers were well attended by municipal officials. Clearly there’s a lot of excitement over this new program to help close the gap between current Medicaid reimbursement rates and the true cost of providing emergency care and transportation to Medicaid recipients!

If you were unable to attend one of these trainings, or if you attended but want to watch the training again, a recording of the webinar is available here. Additionally, Public Consulting Group has prepared a Provider Readiness Desk Reference for Reporting Allocated Direct Costs Data to assist in the calculations necessary to comply with the extra reporting requirements. The reference is available here.

⭐Payments for this new program are retroactive to January 1, 2023, but EMS providers must opt in to this program as participation is not automatic nor mandatory. Learn more about the new program on the Wisconsin Department of Health Services’ website.

CDBG Webinar Recording Available

The Wisconsin Department of Administration (DOA) hosted trainings earlier this year for the Community Development Block Grant’s (CDBG) Planning and Public Facilities Programs. Municipalities with populations under 50,000 that are interested in applying for grant funding from these two CDBG programs are encouraged to watch the webinar recording prior to submitting your 2025 application. The slides and recording are available on DOA’s website.

CDBG - Planning Program is an open submission process with no due date, but applications for the CDBG - Public Facilities Program are due by 4:00pm on May 15.

Judicial Privacy Act Information

As mentioned in the League’s Summary of Bills Introduced in the Past Two Weeks linked above, the Judicial Privacy Act, 2023 Wisconsin Act 235, took effect on April 1, 2025. Generally speaking, this new law allows certain judicial officials to request that local governments do not share their personal information with the public or publicly post the personal information.

The Director of State Courts recently published Informational Bulletin (IB) 25-03 which elaborates on the process that judicial officials must complete to receive these protections. These requests may have been or will soon be received by some municipal officials. IB 25-03 may be read here. A full summary of Act 235, including a list of frequently asked questions, is available here.

Reminders

League Transportation Funding Survey

On Wednesday, April 9, municipal officials, including chief executives, administrators, finance directors, and public works directors, received an email requesting that your municipality takes part in a brief survey (only nine questions) on the state of local transportation funding in Wisconsin. A huge thank you to the 98 municipalities that have already completed the survey!

For those yet to complete the survey, we ask that you please take a few minutes to submit your information by the close of business on Thursday, May 1. You should have received the survey link via email, but if you cannot locate the email, let Toni and Evan from the League know by contacting us at the email addresses listed at the end of the Bulletin.

Time is Running Out for Innovation Planning Grants

In 16 days, the application period for the Innovation Planning Grants will close. More than $1.2 million in funding is still available for municipalities with a population under 5,000 to receive a grant of up to $100,000 to explore the transfer of one or more allowable services to another entity. To learn more about the Innovation Planning Grants, please visit the Department of Revenue's website and watch this webinar hosted by the League.
