This report outlines the current data on the state IT workforce and focuses on innovation, best practices and recommendations. Capitals in the Clouds Part VII - A Case Study of Cloud Procurement: California's Cloud Infrastructure 
NASCIO partnered with the National Association of State Procurement Officials (NASPO) for a case study on California's Cloud Infrastructure Initiative. The publication was released March 26 and includes information and advice from California officials. It is the first in a series of planned publications to be released by NASPO and NASCIO that will examine information technology procurement projects in the states.

Congress Moves Forward on Info Sharing, Data Breach Legislation
Key congressional committees are marking up information sharing and data breach legislation over the week of April 13. The Data Security and Breach Notification Act is moving particularly quickly in the House, where the Energy and Commerce Committee is marking up the legislation. The bill would preempt state data breach laws. In addition, there could be a significant level of impact regarding how data breaches of state information held by vendors or other non-state actors are handled. NASCIO is currently reviewing this in coordination with key strategic partners.

Information sharing legislation that would allow private sector entities to share information with intelligence agencies or the Department of Homeland Security continue to move forward, despite some protests regarding privacy restrictions and liability protections provided to private sector entities sharing information.

FirstNet Extends Public Notice Period until April 28
The First Responder Network Authority (FirstNet) extended the comment period for its Second Notice through April 28, 2015. This occurred after several states and territories requested additional time to provide responses. NASCIO is currently drafting a response. FCC Net Neutrality Order Released
The FCC's net neutrality order was published in the Federal Register on April 14. Law suits challenging the new rules are likely to follow. Unlike many intrastate interconnection rules, the current order does not provide a role for state or local governments, stating specifically that the order "reaffirm[s] the Commission's longstanding conclusion that broadband Internet access service is jurisdictionally interstate for regulatory purposes." The order also reasserts Congress' authority in prohibiting new state and local taxes on internet connectivity (already in existing law) and prohibits a "state from imposing any new state USF contributions on broadband-at least until the Commission rules on whether to provide for such contributions." Read the order, published online Friday for public inspection.

Committee and Working Group Updates
The Enterprise Architecture and Governance Committee
held its monthly call on March 9 and discussions focused on a survey of the state enterprise architecture programs. Survey questions were developed by the state of New York enterprise architecture team and reviewed by the committee. Each responding team has been asked to complete the survey and upload their responses to the online library.
The Health Care Working Group last  met March 25 and heard a summary from Stuart Fuller, state of Montana, about the State Healthcare IT Connect Summit. The working group also received an update from Jessica Kahn of the Centers for Medicare and Medicaid Services.
The Security and Privacy Committee 's March meeting featured Karen Evans, national director, US Cyber Challenge, who spoke on the topic of CyberCompEx.
The  State IT Procurement Modernization Committee's  April meeting featured Stu Davis, Ohio CIO and NASCIO president, who spoke on Ohio's cloud procurement projects.
