Miami Beach Stands with Ukraine

The City of Miami Beach is collecting donations for the people of the Ukraine who have been under siege and forced to flee their homes in what has been described as the largest humanitarian crisis since World War II.
 
Those who wish to help, can visit www.goodnation.io/odessa-peace-fund to make a donation to the Odessa Peace Fund, which is sending resources directly to the Ukraine. 
 
One hundred percent of financial donations will be used to pay for meals, clothes, medicine and other essentials for Ukrainian seniors, orphans, people with disabilities and their pets. The goods will be distributed first in the Ukrainian city of Odessa and then to other parts of the war-torn nation.

Spring 2022 Issue Out Now

Spring is blooming all over Miami Beach which means there’s no better time of year to experience the Collins Park walking tour with your family. The self-guided tour starts at the Miami Beach Botanical Garden and takes about two hours from start to finish with a total of 25 audio recordings that can be activated via smartphone through a series of QR codes as you’ll see in our article: “Discover Miami Beach in all its Leafy Splendor.”

This issue also brings you a behind-the-scenes look at Memorial Day Weekend’s Hyundai Air & Sea Show. As the story explains, there was a time between 1942 and 1945 when half a million members of the Army Air Corps passed through Miami Beach on their way to far-flung corners of the world to fight for freedom during World War II.

Finally, MB explores the challenges of homelessness in Miami Beach. We’ll introduce you to a supervisor in the Office of Housing and Community Services who has a remarkable story to share that you won’t want to miss.

SR 112/Arthur Godfrey Road/West 41 Street
At least one eastbound/westbound lane of SR 112/Arthur Godfrey Road/West 41 Street will be closed (as needed) from Alton Road to Meridian Avenue through Sunday, April 10, between the hours of 8 p.m. and 6 a.m. due to signalization and concrete work scheduled to take place.

SR 112/I-195/Julia Tuttle Causeway
Beginning Sunday, April 10 through Friday May 6, two travel lanes will be closed nightly along SR 112/I-195/Julia Tuttle Causeway. Bridge work will take place along the western side of Biscayne Bay, in the City of Miami. The lane closures will be approximately one mile, beginning near Martell Park. Lane closures will occur in one direction at a time, beginning with the eastbound lanes and then followed westbound lanes. Between Sunday, April 10 and Friday, April 22, two eastbound lanes will be closed from 11 p.m. to 6 a.m. A single lane may be closed as early as 9 p.m. to establish the work zone. All lanes will reopen by 6 a.m.

Biscayne Bay is one of the most valuable natural resources in South Florida. It is an important estuary that provides critical habitat and other ecological, environmental, and economic benefits to the region. Biscayne Bay also welcomes several species of sea turtles including the Atlantic Green Turtle, the Atlantic Hawksbill, the Leatherback, the Atlantic Ridley and the Loggerhead
 
The seagrass beds throughout Biscayne Bay also support important fisheries such as shrimp, lobster, and fish. The seagrass also helps to stabilize sediments in the Bay and attenuate wave energy from hurricanes and other storms. In addition to providing critical habitat, the Bay’s clear waters support the regional economy, recreation and tourism.

Sea Turtle Season

Sea Turtle season is officially here. It runs from April 1 through Oct. 31. Multiple city departments are collaborating to help protect our favorite marine friends.
 
The community is encouraged to reduce the impacts on sea turtles by switching to sea turtle-friendly lighting, closing blinds or curtains at night, and keeping a distance from sea turtles and their nests.

Gas-Powered Leaf Blower Ban
 
The Miami Beach City Commission voted unanimously on Thursday, Jan. 20 to phase out gasoline-powered leaf blowers as part of the city’s commitment to achieve carbon neutrality by 2050. 

Similar to the city’s regulation on polystyrene and plastic straws/stirrers, the new ordinance will follow a phased implementation approach. This includes a nine-month educational period from Feb. 1 – Oct. 31 followed by a nine-month warning period from Nov. 1 to Jul. 1, 2023. Full enforcement will commence on Aug. 1, 2023.

Swap Out Single-Use Straws
 
Did you know plastic straws and stirrers are no longer allowed in the City of Miami Beach? Ordinance 2019-4295 extends the single-use plastic straws/stirrers ban citywide to food service providers and retail stores. This is in addition to an existing ban from beaches, city properties, including marinas, parks, piers, docks, boat ramps, special events, and sidewalk cafes. Alternatives must be made of natural or reusable materials such as bamboo, wood and metal, among others.
 
Remember corn based plastics and other non-biodegradable plastics are not allowed!

Of the 55 miles of seawalls in Miami Beach, only four miles are publicly owned. Private properties play a crucial role in the city's seawall program. Properties that experience tidal flooding or are proposing new construction and major renovations are required to upgrade their seawalls to be built at an elevation of 5.7 feet NAVD.

60-Day Notice of Substantial Rent Hikes Required
 
Fair notice is the law. The Miami Beach City Commission unanimously approved an ordinance requiring residential landlords to give their tenants at least 60 days written notice before imposing a rent increase greater than 5%.

The measure applies to residential leases that are expiring after a set period, such as 12 months. It also applies to tenancies without a set duration such as month-to-month tenancies.

There is a spread of Canine Infectious Respiratory Disease Complex (CIRDC), which affects dogs. The virus is highly contagious and can pose serious health risk to dogs. Free GED® and ESOL Classes

The City of Miami Beach is funding one class of either
ESOL (English for Speakers of Other Languages) or GED® (General Educational Development, available in English or Spanish) for Miami Beach residents.

Classes are offered virtually by the Miami Beach Adult and Community Education Center, and are offered Monday through Thursday in the morning, afternoon and evening.

PulsePoint is a smartphone app that alerts users who are trained if someone nearby in a public place has called 9-1-1 with an emergency that requires CPR. Only users within a .25 mile radius are notified. Only incidents that happen in a public place trigger a notification.

Water Meter Installation
 
New Advanced Metering Infrastructure (AMI) water meters are being installed across the city. We have contracted with Badger Meter and Utility Metering Solutions (UMS) to perform the installations. The new technology will allow our Public Works team to easily identify potential leaks throughout the system while providing access to more up-to-date consumption information online.

CERT
 
The Community Emergency Response Team (CERT) training is a FEMA-funded program offered free of charge to interested residents, organizations, faith-based, as well as many others. CERT training provides disaster preparedness skills for the hazards that may impact your area. Sixteen hours are offered online and 8 hours are an in-class skills check. You are trained in basic disaster response skills, such as fire safety, light search and rescue, team organization, and disaster medical operations. You will acquire the skills needed to assist others in your neighborhood or workplace after an incident when professional responders are not immediately available to help. As a CERT member, you support emergency response agencies by taking a more active role in emergency preparedness projects in your city.
 
A workplace CERT program, designed to operate in any type of workplace environment, can support and enhance existing capabilities. CERT-trained employees can participate in efforts to increase the preparedness and resilience of the workplace and community. The Basic CERT training is a FEMA-funded program offered free and covers disaster preparedness for hazards that may impact the workplace and area. Sixteen hours are offered online and 8 hours are for an in-class skills check. Citywide FREE Trolley
 
Miami Beach’s FREE trolley provides a reliable transportation alternative complementing the existing transit network and providing connection to regional transit routes, improving the mobility and the quality of life of residents and visitors alike.
 
The citywide trolley service currently operates 15 hours a day, from 8 a.m. to 11 p.m., seven days a week at frequency rates of approximately 30-minutes.

COVID-19 Testing and Vaccinations

As of Feb. 11, masks are optional in city facilities, but are still encouraged.

NOMI Health continues to operate two free COVID-19 testing and vaccination sites in Miami Beach:

  • The site on the first floor of the Pennsylvania Garage on 17 Street and Pennsylvania Avenue operates seven days a week with no appointment necessary. Vaccines are administered from 8 a.m. - 5 p.m. PCR testing is available from 8 a.m. - 6 p.m. and rapid testing is available from 8 a.m. - 5 p.m. The site is also administering the COVID-19 vaccine for children ages 5-11 and offering the single booster dose of the Pfizer-BioNTech and Moderna COVID-19 vaccines to those eligible.
  • The site at 8400 Collins Avenue operates seven days a week from 8 a.m.- 7 p.m. with no appointment necessary and they offer the Pfizer, Moderna and Johnson & Johnson vaccines for adults and children. For testing, the nasal swab PCR turnaround time averages less than 24 hours from when the sample is taken. 

On Tuesday, March 29, 2022 the FDA authorized a second booster dose of either the Pfizer-BioNTech or the Moderna COVID-19 vaccines for older people and immunocompromised individuals. The additional booster doses are available at both Nomi Health sites in Miami Beach. Click here for more information.

Homebound individuals 12 years of age or older can call 888.201.5490 or email [email protected] to schedule an appointment at home to be vaccinated. Homebound individuals may call 305.614.1716 (Monday - Friday from 8:30 a.m. to 5 p.m.) to schedule a homebound COVID-19 testing appointment.
