It is a flurry of activity in St. Paul ahead of the May 23 session deadline. The buzz around the budget surplus is front and center. For the record, this is not a budgeting year. The surplus does not need to be spent or allocated before the close of the session. However, with the size of this unprecedented surplus, everyone seems to have an idea how to spend it. This is the ninth year the State has recorded a budget surplus. It is time for permanent tax cuts providing real, long term relief for tax payers.

We are closely watching the Omnibus state government finance bill. The Senate proposal ( SF3407) includes language to fund a feasibility study to develop a United States Amateur Sports and Training Center in Dakota County.

The MN Amateur Sports Commission would partner with Inver Grove Heights and Eagan on the study. The concept is similar to the Blaine Sports Center and the study would determine (among many other things) potential users (i.e. what sports ) of the center. This bill was authored by Sen. Duckworth, Sen. Klein, Rep. Reyer and Rep. Richardson.

FRONT LINE WORKER BONUS

The MN Legislature passed a bill to provide $750 bonuses to pandemic front line workers. Details of the program, including the application process and timeline, are online at frontlinepay.mn.gov. Visit the website to sign up to receive emailed updates about Frontline Worker Pay.

Here is what you need to know:

DLI is building a website to accept online applications. Eligible workers will have 45 days to apply.
Employers: Identified front line sector employers must provide notice to all current workers who may be eligible for this payment. DLI is creating a form directing employers of their obligation to notify their employees about this payment.

The following industries have been identified as frontline sector bonus eligible:

long-term care and home care;
health care;
emergency responders;
public health, social service, and regulatory service;
courts and corrections;
child care;
schools, including charter schools, state schools and higher education;
food service, including production, processing, preparation, sale and delivery;
retail, including sales, fulfillment, distribution and delivery;
temporary shelters and hotels;
building services, including maintenance, janitorial and security;
public transit;
ground and air transportation services;
manufacturing; and
vocational rehabilitation.
