Arlington Enters Phase One on Friday; Temporary Outdoor Seating
Phase One Begins Friday
Governor Northam announced that Arlington and the rest of Northern Virginia will begin Phase One of the Forward Virginia reopening plan on Friday . Phase One allows some business to reopen with social distancing and safety restrictions. Phase One guidelines include:
Temporary Outdoor Seating Areas for Restaurants
Recognizing the severe impacts that the coronavirus pandemic has had on our restaurants, the Chamber championed a flexible approach to expanding outdoor dining . In response, Arlington County has approved a program for Temporary Outdoor Seating Areas (or TOSAs).

Restaurants can apply for these administrative approvals with no fee, and can begin serving in TOSAs on private property as soon as Arlington County acknowledges receipt of the application. The acknowledgement of receipt will count as “written approval from the locality” for restaurants to obtain a temporary outdoor ABC license.

Arlington Economic Development BizLaunch , in partnership with the Arlington Restaurant Initiative (ARI), will host an interactive webinar to provide information about mandatory requirements for Phase One, highlight best practices for the health and safety of customers and employees, and explain the process for applying for temporary outdoor seating areas. A cross-departmental team from Arlington County and the Virginia ABC will present on:
