Patient Protection and Affordable Care Act (PPACA)  

Health Care Reform PPACA generally imposes a penalty (the "pay or play" penalty) on employers with more than 50 full-time employees who do not offer affordable health coverage.   This penalty has been delayed until 2016 for employers who meet four requirements.  Those requirements are:

 1.  The employer must employ on average less than 100 full-time employees on business days in 2014;

 

 2.  The employer must maintain its workforce for the remainder of the year through December 31, 2014;

 

 3.  The employer must maintain its health coverage through the end of 20015; and

4.  The employer must certify that it has met the three other requirements on a form prescribed by the government, which will be issued at some point in the future.

     When planning for 2015, employers that are close to 50-employee or 100-employee thresholds will need to carefully assess their ability to take advantage of the delay in the pay or play rules.

 
BICYCLE DUIs
Can you get a DUI on a bicycle?  The answer is Yes.  The Ohio Revised Code as defined "vehicle" to mean any device that can carry persons or property on a highway, but excludes motorized wheelchairs (and the like), devices using trolley wires or tracks, and non-bicycle devices moved by human power.  Therefore the only kind of human-powered device which is vehicle for DUI purposes is a bicycle.
 
Can you get a DUI while walking a bicycle? 
The answer is Yes.   The Ohio Revised Code defines "operate" to mean to cause or have caused movement of a vehicle.
 
Where can a bicycle DUI take place?  A cyclist on a highway or exclusive bike path can violate any traffic law, including DUI.
