STAY COOL! PATRIOTS!

M.J.'s Memo

Howdy,

Hope everyone is staying cool!

The hot weather didn't slow political activity down in SD24 when it came to 4th of July parades all across the district. On July 3rd Gillespie County Republican Party had a Grand Opening of their beautiful new headquarters. Bell County Republicans had an overflow crowd at Pints & Politics and elected a new Bell County Republican Party Chair - Addie Baird. In Copperas Cove and Gatesville, the 4's welcomed Texas National Committeewoman Toni Anne Dasheill and Ben Franklin showed up at their Pints & Politics! Gail Teegarden, TFRW SD24 District Director, was presented charters for the newly organized Coryell County Republican Women, accompanied by their president, Gay Lack and celebrated receiving the charter for Kimble County Republican Women at the TFRW Board Meeting. President George Studor, with the Gillespie County Republican Club hosted a Legislative Wrap-up Panel from Texas Public Polity Foundation. Those are just some of the highlights!

Great seeing so many of our county chairs and precinct chairmen at the TRCCA Training in Mason and the TRCCA Convention in Georgetown! Excellent training!

Congratulations to David Luther, new TRCCA President!

As we move toward the Primary, please take advantage of training

opportunities near you.

Andy has some very important information on upcoming dates! Be sure to read The Committeman's Corner.

WELCOME!

BELL COUNTY CHAIR

ADDIE BAIRD

The Committeeman's Corner

Andy Eller, SREC SD24 Committeeman

The “Dog Days of Summer” are here.  The Legislature is on a small break, and we are waiting to hear if Governor Abbott decides to call another Special Session.  This is also the time of year when local government entities are developing their budgets and setting tax rates for next year.  Finally, we are preparing for the quickly approaching Primary Election Season.

I want to encourage everyone to participate in your local municipality, county, and school board property tax rate and budget hearings.  Those hearings usually take place in August.  The recently passed property tax legislation will increase the amount the state pays for schools and will increase the homestead exemption.  In turn, this should decrease the amount of property taxes you pay.  However, do not be fooled into thinking your property taxes will actually go down.  History has shown that taxing entities set budgets and rates that bring in more money every year.  These taxing entities will show a decrease in the rate you pay, but will neglect to tell you that, due to your appraisal increase, even at the new lower rate you will be paying more in taxes.  Most entities will set rates that result in actual property tax increases that fall just below the state mandated maximum increase that would require a vote by the citizens.  The taxing entities play games with the numbers, so concerned taxpayers need to get educated on how property taxes really work.  Ask your taxing entities to adopt a “no new revenue” rate, or lower.  For more information on how the rates and process work, go to the Texas Comptroller’s website for Truth in Taxation - https://comptroller.texas.gov/taxes/property-tax/truth-in-taxation/index.php.  Until we eliminate property taxes in Texas, like our Platform Plank #90 requests, we need to work to reduce (or at least not increase) our property taxes as stated in Platform Plank #91.

Some key dates to keep in mind for the Primary Election Season and next year’s Republican Party Convention process are listed below.  It is important to begin planning and preparing now as these events will quickly be upon us, especially filing deadlines.

-       September 12 - First day to file for a place on the Primary ballot for Precinct Chair candidates

-       November 11 - First day to file for all other candidates for offices that are regularly scheduled to be on the Primary ballot

-       December 11, 6 pm - Filing deadline for Primary candidates

-       February 20, 2024 - First Day of Early Voting for Primary

-       March 1, 2024 - Last Day of Early Voting for Primary

-       March 5, 2024 – Primary Election Day

-       March 5, 2024 to March 23, 2024 – Precinct Conventions (Exact Date and Time set by your County Executive Committee)

-       March 23, 2024 – County/Senatorial District Conventions

-       May 20, 2024 to May 22, 2024 – State Convention Temporary Committee Meetings, San Antonio

-       May 23, 2024 to May 25, 2024 – State Convention, Henry B Gonzalez Convention Center, San Antonio

For those wanting to run for Precinct Chair or other offices, please pay attention to the dates for filing.  You do not want to miss your chance to file and run. Current Precinct Chairs still must file to run again.

Finally, for those that like to attend the State Republican Executive Committee (SREC) meetings, the next meeting is scheduled for September 22 and 23 in Corpus Christi at the Holiday Inn Downtown Marina.

No one can do everything, but everyone can do something.

The Republican Party of Texas’ Candidate Resource Committee (CRC) is asking for the combined effort of Republican clubs across Texas to help the CRC in its mission to support down-ballot Republican nominees each election cycle.

The Candidate Resource Committee is a standing committee of the State Republican Executive Committee and is composed of 12 SREC members and 6 non-SREC members. It has the responsibility of supporting down-ballot Republican candidates who are in competitive races against Democrats. By securing these local offices for the Republican Party, we are pushing back against Battleground Texas and the Democrat Party, as well as building up future leaders of our Party, state, and nation. We can only accomplish this important task with the help of Republicans across the great State of Texas.

The Republican Party of Texas released their Legislative Priorities for the 88th Session (2023-2024) of the Texas Legislature.

Chairman Matt Rinaldi said, “We are proud to be a grassroots led party and look forward to supporting these priorities next legislative session. These priorities indicate that Republican delegates want our legislature to prioritize protecting our rights, our borders, and our children.”

The Legislative Priorities for the 88th Session (2023-2024) of the Texas Legislature are:

  • Protect our Elections: Restore felony penalties and enact civil penalties for Election Code violations, which shall be enforceable by any Texas jurisdiction, including the Texas Attorney General. Require citizenship verification of each voter. Restrict the distribution of mail-in ballots to only disabled, military, and citizens that are out of county. Reduce the time allowed for early voting, and eliminate the three-day gap between early voting and election day. Establish closed primaries in Texas. As technology evolves, we encourage the passage of legislation that ensures the security of our elections.
  • Ban Democrat Chairs: To ensure all legislative Republican priorities are given a fair opportunity to become law, the Republican-controlled Texas legislature shall adopt a rule that would end the practice of awarding committee chairmanships to Democrats.
  • Abolish Abortion in Texas: Abolish abortion by ensuring the right to life and equal protection of the laws to all preborn children from the moment of fertilization, including adopting effective tools to ensure the enforcement of our laws to protect life when district attorneys fail to do so.
  • Stop Sexualizing Texas Kids: Repeal Texas Penal Code “Obscenity Exemption” 43.24(c), which allows children access to harmful, explicit, or pornographic materials and 43.25(f)(2 3), which allows sexual performance by a child. In addition, prohibit teaching, exposure, and/or discussion of sexual matters (mechanics, feelings, orientation, or “gender identity” issues), and prohibit use or provision of related books and other materials using criminal, civil or other enforcement measures.
  • Ban Gender Modification of Children: Texas must ban chemical castration, puberty blockers, cross-sex hormones, genital mutilation, bodily alteration surgery, psychological/social transitioning, and any other methods applied to or performed on children.
  • Secure the Border and Protect Texans: Texas shall immediately deny all taxpayer funded services and subsidies to illegal aliens. We call upon the Governor to assert his duty under Article 1, Section 10, Clause 3 of the US Constitution to declare an invasion on our Texas border and do everything in his power to protect Texans from this invasion. The legislature shall direct the Governor to enter into an Interstate Compact with one or more states for Border Security.
  • Parental Rights and Educational Freedom: Parents are the primary decision makers for their children in all matters. This authority shall be protected as an inalienable right. This shall include the choice of schooling where the money follows the child without strings attached, and enforcement and penalty mechanisms when parents’ rights are violated. The right to education shall be free from any social theories.
  • Defend Our Gun Rights: Protect our gun rights against threats, such as red flag laws, federal, state or other restrictions, by strengthening and preserving our inalienable rights under the second amendment to protect our life, liberty and property. The Texas Legislature should eliminate gun-free zones.

These priorities were chosen by over 5,000 voting delegates at the state convention, June 13-18 in Houston Texas. Delegates were presented with a list of 15 topics selected by the Legislative Priorities Committee after a comprehensive review of resolutions passed at the precinct and senate district levels of the convention process. Delegates were allowed to vote on 8 topics, which became the official Legislative Priorities of the Republican Party of Texas.
