Howdy,

November was full of activity from the four corners of our district. It is the beginning of a very busy time for our County Chairs.

I hope our patriots in each county will ask their County Chair if they need help during the next few months by volunteering for unfilled positions for the Primary. Also, a word of encouragement would be helpful and appreciated by all these hard working County Chairs working to give SD24 Republicans a Primary Election.

We have 3 gentlemen campaigning to be our next State Senator.Have you met them yet? Many counties along with Republican Clubs, TFRW Clubs, Tea Parties, etc. are organizingopportunities so please take advantage of meetings or candidate forums to greet them and ask questions. Scoll down to find links to each campaign.

A shout out to each of our TFRW Clubs in our district. Each have amazing leadership! The memberships are up and each club will be a vital help to their county filling election clerk, election judge, poll watcher, EVBB, and other positions need for the Primary.

Is it too early to mention your Precinct, County and State Conventions?
No it is not. Start thinking about attending as a delegate to have an active role in the Republican Party of Texas.

Williamson County will be new to our SD. Congratulations to Mike McCloskey for being recognized as the first Mike McCloskey Volunteer of the Year Award recipient by the Williamson County Republican Leaderships organization. That's Mike pictured with my traveling buddy, SD24 TFRW District Director, Gail Teegarden, at the SREC meeting.

The SREC meeting was held in San Marcos on Friday and Saturday. It is always a pleasure to serve alongside Chip Howell in Jack's absence. Jack had a family medical emergency and was unable attend. It was great to have Andrew, David from Bell County, Butch from Bandera County and Mike from Williamson County for sacrificing their time and money to be involved in their state party.Thank you.

Election Integrity – Melissa Conway hired to deal with issue.  Drew, Quinton, Toni Ann & I giving her help.  60% of black voters believe in ID.  By 33% margin believe voting is easy.  Want to ensure the elections are Fair, Free, 
78% voters principle – ID, clean voter roles, ballot harvesting, signature verification
Law suits in Vermont to stop citizen voting.& Arizona
HR1 has failed.  With Democrat congress, HR1 is always an election bill.  If federalize elections that Dem would always win.

            Rinaldi – having special committee with bylaws does restrict group.
            Rolando Garcia – Officials committee created Vaccine mandate committee, Convention Contingency, etc without the full body.  More scrutiny for this committee than any other.
            Steve Evans – against referring to rules.  Bylaws already don’t allow endorsement without full vote of SREC.

            Rinaldi -time or manpower are resources to be utilized

Propositions and Resolutions
Republican Primary Ballot Propositions 2022
SREC Resolutions Committee

1.         Border Security 61-0-2
In light of the federal government’s refusal to defend the southern border, Texas should immediately deploy the National Guard, Texas Military Forces, and necessary state law enforcement to seal the border, enforce immigration laws, and deport illegal aliens.

2.         Eliminate Property Tax 57-3-3
Texas should eliminate all property taxes within ten (10) years without implementing a state income tax.

3.         Vaccine Mandate 61-1-0
Texans should not lose their job nor students be penalized for declining a COVID-19 vaccine. 

4.         Parents’ Rights and Critical Race Theory 60-0-1
Texas schools should teach students basic knowledge and American exceptionalism and reject Critical Race Theory and other curricula that promote Marxist doctrine and encourage division based on creed, race, or economic status.

5.         Right To Life 61-0-1
Texas should enact a State Constitutional Amendment to defend the sanctity of innocent human life, created in the image of God, from fertilization until natural death.

6.         Committee Chairs 61-1-0
The Republican-controlled Texas Legislature should end the practice of awarding committee chairmanships to Democrats.

7.         Election Integrity 58-0-2
Texas should protect the integrity of our elections by verifying that registered voters are American citizens, restoring felony penalties and enacting civil penalties for vote fraud, and fighting any federal takeover of state elections. 

8.         Gender Modification 59-1-0
Texas should ban chemical castration, puberty blockers, cross-sex hormones, and genital mutilation surgery on all minor children for sex transition purposes.

9.         Parental Educational Relief 57-0-0
Texas parents and guardians should have the right to select schools, whether public or private, for their children, and the funding should follow the student.

10.       Freedom of Conscience 45-7-1
Texans affirm that our freedoms come from God and that the government should have no control over the conscience of individuals.  

Uniform Submissions of County and Senatorial District Convention Reports 54-0-0

WHEREAS, the 2020 State Republican Convention established Rule 32(a) pertaining to the Certified List of Delegates, allowing the SREC to specify a standard format and method of submission for the lists, resolutions, and other records from the 2022 County and Senatorial District conventions; and

WHEREAS, accurately processing the large volume of data collected from the County and Senatorial Conventions – 287 in 2020 – is a monumental task; and 

WHEREAS, the entry of documents that are not entirely in digital format with selectable text is needlessly time-consuming for staff and volunteers, creates a potential for errors, and delays both convention planning and the work of the State Convention Committees; and

WHEREAS, implementing a uniform format would greatly facilitate and expedite the work of Republican Party of Texas and the State Convention Committees; now

THEREFORE, BE IT RESOLVED that pursuant to RPT Rule No. 32(a), the SREC authorizes RPT staff to specify a standard format and method of submission of all reports and exhibits originating from the 2022 County and Senatorial District conventions; and

BE IT FURTHER RESOLVED that the SREC requests that RPT staff work with the County and Senatorial District permanent convention chairs in submitting their reports using the specified format within the required deadlines; and

BE IT FURTHER RESOLVED that the SREC commits to work with RPT staff to help educate County and Senatorial District Convention Chairs about the specified format, and offer to assist the Convention Chairs with compliance, if necessary; and

BE IT FURTHER RESOLVED that a copy of this resolution be distributed to Republican County Chairs in Texas.

Resolution to Encourage the Texas Association of School Boards (TASB) to Terminate any Affiliation with the National School Boards Association (NSBA) 49-0-1

WHEREAS, the National School Boards Association (NSBA) has made statements equating parents’ public actions and comments opposing the teaching of Critical Race Theory (CRT) in our public schools with “domestic terrorism and hate crimes” in a letter to President Biden; and

WHEREAS, this letter, which NASB has since retracted, spurred the state school board associations of Louisiana, Missouri, Ohio, Pennsylvania, and Tennessee to terminate their affiliation with NSBA; and

WHEREAS, TASB admitted in a letter that the NSBA letter to President Biden “missed the mark” but only committed to working more diligently with NSBA; and

WHEREAS, organizations like TASB, which has allowed the erosion of Texans’ parental authority, should not take direction from NSBA; now

THEREFORE, BE IT RESOLVED that the Republican Party of Texas firmly believes that local Independent School Districts (ISDs) should sever their ties with TASB in order to protect Texas children and the voices of parents; and

BE IT FURTHER RESOLVED that the Republican Party of Texas opposes tax dollars being sent by local ISDs to TASB and NSBA, which both have promoted Critical Race Theory and have opposed Parental Rights; and

BE IT FURTHER RESOLVED that this resolution shall be sent to all members of the Texas Legislature and to the President of the Texas Association of School Boards, posted on the Republican Party of Texas website, and shared by the SRECs with the ISDs in their respective Senate Districts.

Resolution Regarding Pride Coalition Formation 47-7-1

WHEREAS, the Republican National Committee announced a Pride Coalition and hired a Pride Engagement Director, an action which denotes advocacy rather than engagement; and

WHEREAS, the Republican Party of Texas believes that the path forward to save our country from the extremism of the Democrat Party involves rejecting identity politics; and

WHEREAS, the extremism of the Democrat party works to divide our nation by race, by gender, by social class, or by vaccination status to create a culture of fear and mistrust to win elections; and

WHEREAS, the ideal way to build a strong community and a strong political movement is to work and fight for coalitions of families, parents, and individuals who value freedom and individual liberty; and

WHEREAS, the Republican Party of Texas pledges fidelity to our Party platform and affirms its stand that the most basic and fundamental building block of any society is marriage between one man and one woman; now

THEREFORE, BE IT RESOLVED that the Republican party of Texas does not believe that building GOP versions of left-wing movements furthers our cause and does not support this action by the Republican National Committee; and

BE IT FURTHER RESOLVED that the Republican Party of Texas encourages the Republican National Committee to strengthen and broaden its engagement and its relationships with conservative and evangelical organizations who have provided infrastructure, strength, and electoral victories for the Republican Party for decades.
