The Washington County Arts Council was pleased to have been a partner with the City of Hagerstown to bring Washington County's first public art grant from the Maryland State Arts Council to our community.
The Fishing Lesson Public Art Project has truly been a collaborative effort with the City of Hagerstown, the Barbara Ingram School for the Arts, the Washington County Museum of Fine Arts and the Valley Art Association. All along with artist, Paul Rhymer, joined in the initiation and visioning; the supervision; and the fundraising to bring The Fishing Lesson bronze sculpture to City Park for the enjoyment, benefit and education of the community.

Each of these partner organizations attempts to make art accessible to the public. They open their doors free of charge to all, through a strong commitment by their boards and supporters. Public art is an extension of that commitment. Art is placed in public sites where it can be viewed and enjoyed by all. It has been said that public art expresses community values, enhances our environment, transforms a landscape, and heightens our awareness.

How fitting, therefore, that this first Maryland State Arts Council public art project be placed in Hagerstown City Park...itself an example of public art with its history, man-made lakes, walking trails, recreation facilities and beauty....accessible to all.
