Greetings Ashburn/Lansdowne!


In this issue, I’d like to bring you up to speed on an action I took at the May 19th Board of Supervisors meeting that has evolved into one of the most productive planning initiatives I’ve seen during my time on the Board. It was unplanned with unintended but positive outcomes.

 

Early in the meeting on the 19th, one of my colleagues made a motion to approve the Aspen substation, part of Dominion’s grid reliability loop to add capacity to our electric grid. The motion passed 5-4, however 35 min. later, I made a motion to reconsider the approved motion and changed my vote to “no” effectively denying the application. The Board then deferred another vote on the Aspen Substation until the June 2nd meeting.

 

During my comments on May 19th, before changing my vote, I expressed my frustration that the Board is being repeatedly asked to make critical votes like these regarding our strategic power infrastructure needs with very little community involvement, very little explanation and very little involvement in the planning process. While I understand electrical infrastructure falls under the responsibility of our utility companies, I expressed my strong belief that Loudoun County has an obligation to seek out innovative solutions and to create a holistic strategic planning process involving key community and industry stakeholders.  


At the June 2nd meeting, I made a motion directing staff to establish a stakeholder working group. This task was assigned to the County Attorney who quickly formed the group comprising representatives from the community, county staff, Board members, Dominion Energy, NOVEC and the data center community. This is not a decision-making body. Rather it is a convening of subject matter experts and representatives from each of the stakeholder groups to offer ideas, obtain feedback, and recommend new approaches for better grid planning benefiting the entire community. These ideas will then be presented in the public process for the Data Center Standards and Locations Phase 2 CPAM/ZOAM Project for further public input. The past several stakeholder meetings have resulted in a much greater understanding by all participants of our unique needs here in Loudoun County, available options for future planning and of how the power grid functions. As an example, the group has recommended developing standardized electric substation design templates incorporating community, county staff and Board inputs and establishing a regular process for obtaining community feedback on all power grid developments early in the process. 


The universal belief among the members of the stakeholder group is that these meetings have been uncommonly candid, productive and beneficial, yielding a greater understanding of grid planning and generating several ideas of how to make substations and power lines less intrusive on surrounding communities. I’ve not been involved in a county planning process that has generated so much positive feedback from all participants.

Loudoun Hosts Monthly Virtual Foster Care Information Sessions July - September

Starting July 1, 2026, applications for commercial demolition permits in Loudoun County must include dust mitigation information. In addition, all commercial and residential demolition permit applications must include information about notifications to adjacent property owners. The Virginia Uniform Statewide Building Code allows localities to request dust mitigation information from permit applicants.

County Purchases Two Buildings for New Eastern Loudoun Services Center & Internal Operations Support

Loudoun County has purchased two office buildings with one to eventually serve as the new location for the Eastern Loudoun Service Center and the other supporting the county’s internal operations. The buildings, located at 21345 and 21355 Ridgetop Circle, are part of the Lakeside at Loudoun Tech development in Sterling. The county refers to these buildings respectively as Lakeside II and Lakeside III.

Luck Stone Leesburg Plant

Application Number LEGI-2023-0084

Description: "Luck Stone Leesburg Plant" is a Zoning Concept Plan Amendment (ZCPA) Application to amend proffers and development conditions to allow for expansion of mining operation in quarry B, on the east side of Goose Creek, underneath the current processing plant, resulting in the processing plant and point of sale to move to the west side of the property. On the west side of Goose Creek, the application is amending the development conditions to allow for Stonewater Lane to be used for shipping mined materials off-site and to rezone a portion of Luck Stone’s property to allow for data center uses. According to Luck Stone, if this application is approved, the timing of the relocation of the point of sale to Stonewater Lane and the expansion of mining operations in quarry B is subject to several variables but is not currently anticipated for approximately 25 years.

Significant By-Right Developments in the Ashburn District

By-right: A "by-right" development is an application that does not require approval from the Board of Supervisors. The approval/denial of applications for by-right developments are managed administratively by county staff and must conform to the current zoning ordinance.

CyrusOne Broadlands Data Center

Application Number: STPL-2023-0041

(By-right Application)

Description: “CyrusOne Broadlands Data Center” is a by-right application which plans to build a 41,000sf data center on 58 acres. The underlying zoning in Planned-Development Industrial Park (PD-OP). Data Centers are allowed by-right on PD-OP zoned land.


New Update: On June 11, 2025, county staff confirmed conditional approval of the site plan submitted through the by-right application process.

Belmont Landbay KK Data Center

Description“Belmont Landbay KK Data Center” is a by-right site plan approval request to develop data centers on approximately 51 acres that is zoned for Planned Development Office Park (PD-OP). The applicant proposes developing two data center buildings, one substation and one office building. 


Update remains the same as the 11/03/2025 newsletter: On October 6, 2025, county staff confirmed conditional approval of the site plan submitted through the by-right application process.

Road Improvements in the Ashburn District

Waxpool Road & Faulkner Parkway Roundabout

Application Number: CPAP-2021-0039

(Road Improvement)

CPAP.Ashburn.Faulkner

Description: CPAP-2021-0039 is a construction plan profile (CPAP) for the design of a two-lane roundabout, to be built at the T-intersection of Waxpool Road and Faulkner Parkway. This roundabout was proffered as a part of the Waxpool Crossing application (ZMAP-2019-0020), which was approved by the Board of Supervisors in 2021.


Status remains the same since the 09/07/2025 newsletter: A groundbreaking for the Waxpool Road and Faulkner Parkway Roundabout construction was held on July 29, 2025.


Previous Update: The Construction Plans and Profiles (CPAP-2021-0039) for the Waxpool Road and Faulkner Parkway Roundabout have received final approval from Loudoun County on November 4, 2024. Please see above for a photo of the final plan. The project, which includes a two-lane roundabout at the intersection, is now ready to proceed, with the following remaining permit requirements:


  • Soil Tests & Pavement Approval: Soil tests must be conducted on the constructed subgrade to determine actual CBR values and must be approved before paving.
  • Grading Permit: If offsite grading is required, letters of permission must be obtained before submitting the grading permit application.
  • VDOT Permit: Any work within the VDOT right-of-way requires a permit from the Leesburg VDOT office before construction begins.


  • Previous Update: The applicant is working to secure permits for this project, as well as acquiring easements from adjoining property owners, and coordinating utility relocations with Dominion Energy, Verizon and Washington Gas. The outstanding permits for this project are a grading permit, a VDOT Right of Way (ROW) permit, as well as VDOT's approval of the proposed Maintenance of Traffic Plan.
  • Previous Update: Engineering plans have been approved. County staff is working with the applicant to complete any outstanding items that remain.
  • Previous Update: Engineering plans were submitted by the applicant and are being reviewed by county staff from multiple county departments.

LandMARC Progress Update

On August 14, 2023, Loudoun County launched LandMARC (Land Management, Applications, Research, Coordination). LandMARC is the county's online land management system. More information about LandMARC can be found here


Stay Informed 


Beginning September 26, 2023 there will continue to be twice-weekly updates to share the progress in processing permits. These updates will be posted online at Loudoun.gov/bdpermits. The link to this information is also posted in the LandMARC self-service portal. Loudoun.gov/LandMARC remains the landing page for all industry to get information about the system, including system status, help and how-to guides, and read important updates on the LandMARC blog.

511 provides users with real-time, accurate traffic information from the Virginia Department of Transportation (VDOT) about road conditions, traffic congestion, and highway construction anywhere you are, anytime you need it.

Online Process for Building Permits, Land Development Applications 


Homeowners and residential contractors can submit their completed application form and supporting documentation, including drawings and plats, in PDF format for most residential construction projects to the Department of Building and Development online. Residential Traffic Calming Guide


Loudoun County’s Department of Transportation and Capital Infrastructure (DTCI) manages an eight-phase process to address traffic calming, which considers residents’ concerns regarding speeding, safety and overall quality of life on publicly-maintained residential streets.

VDOT created an easy to use online form to report unsafe and hazardous road conditions. Similarly, work requests for state-maintained roads can also be made here.
