Greetings Ashburn/Lansdowne,

This week, I’m happy to highlight the truly outstanding contributions of Loudoun youth and the contributions of one Loudoun young woman in particular who has been a wonderful member of my team. Last week, I had the privilege to serve as a judge at this year’s Loudoun Step Up competition. The Loudoun Step Up competition encourages middle and high school youth across the county to identify an issue in their school, neighborhood or community, create a plan to address that issue, and implement the plan. The goal is to encourage, support and reward the youth of Loudoun County for making positive changes in their own lives and the lives of others. You can read more about this year’s competition here.

It is also with very mixed feelings we say farewell and the very best of luck to my Assistant Legislative Aide, Tia Reese, who has worked for me since last Fall. I make a point of not referring to my interns as “interns” but instead giving them the title of Assistant Legislative Aide and fully integrating them into our daily constituent activities. Tia has been nothing less than spectacular in that role. On her own, she organized a mock land application exercise at Broad Run High School, her alma mater, in which several classes came together to study, discuss and advocate a position for a real land-use application coming before the Board of Supervisors. One third of the class were members of the neighborhood, one third represented the developers, and nine students formed the Board of Supervisors. The seminar was a huge success, and the teachers loved it. She has written several introductions for the Flyer, attended numerous events supporting me, and has just truly been an All-Star. She has applied for the George Washington University International Business Program and will be working on the PGA Tour this summer. We will miss her greatly—thank you, Tia, for your service to Loudoun County and to our team! Here’s a message from Tia:

"Greetings Ashburn/Lansdowne,

My name is Tia Reese and I’ve had the pleasure of working for Supervisor Turner’s office as an Assistant Legislative Aide for the past seven months. I want to share with you all some of the things I’ve learned and experienced as a member of the Ashburn team and give you some insight into what the Ashburn District staff does daily.

Throughout my internship, I’ve prepared required disclosure documents for Board of Supervisors Business Meetings, composed the Ashburn District Newsletter and 2022 Infrastructure Update, and extended our office’s community outreach to include visits with students attending in-district high schools.

I also had the opportunity to sit in on meetings with officials from multiple levels of government, county staff, local residential developers, as well as international business leaders in the technology industry. These meetings taught me the importance of building and maintaining relationships between county government and businesses, big and small.

I'm now following my passion for sports and moving to Rochester, NY to intern at the PGA Championship. This fall, I'll plan to study finance and international studies at Virginia Tech and (hopefully) work with local legislators and fellow students as a member of the VT Student Government.

Loudoun County Environmental Commission
Members of the community are encouraged to learn and engage about Loudoun County’s efforts to increase environment and energy sustainability by attending the Energy and Environment Forum Thursday, May 11, 2023, 5:30 – 8:00 p.m., at the Academies of Loudoun, 42075 Loudoun Academy Drive, Leesburg. The forum will be hosted by the Loudoun County Environmental Commission, which was created by the Board of Supervisors in 2021 to advise the Board on policies and practices dealing with the environment, sustainability and the management of energy. 

The forum will feature information stations where members of the public may learn about ongoing activities in the areas of energy and the environment and provide comments. Topics will include:
 
  • The Loudoun County Energy Strategy
  • Energy Equity
  • Solar Ordinances
  • Tree Protection
  • Wildlife Corridors
  • Watershed Management

Presentations on local energy and environmental topics are scheduled to include Board of Supervisors Chair Phyllis J. Randall, Environmental Commission Chair Gem Bingol, NAACP Virginia State Conference Environmental and Climate Justice Committee Chair Karen Campblin and Catoctin Creek Distillery owner Scott Harris.

The forum is intended to be an annual event to provide members of the public with the opportunity to learn more about these topics and provide comments on what the county’s role should be in regard to energy and environmental sustainability. Transit & County Facilities Update
Please be advised that the County General Services Department has contracted for painting and maintenance work on the historic old courthouse on the courthouse grounds this week. Your path to and from various court buildings may be obstructed so please be aware for your safety and access to the law library and main entrance to the courts complex. To avoid any issues, you are encouraged to walk on the outside perimeter of the courthouse grounds to access the main entrance to the courts complex from the King Street location. 
Loudoun County invites members of the public to attend a topping out ceremony for the Ashburn Recreation and Community Center, on Tuesday, April 25, 2023, at 3:00 p.m. The ceremony—a tradition in construction—symbolizes the completion of structural steel installation, which is marked by invited guests signing the final steel beam that is then placed into the structure. The event will take place at the end of Van Metre Drive near the Ashburn Recreation Center construction site in Ashburn. 

Members of the Board of Supervisors and representatives of the Department of Transportation and Capital Infrastructure, which is building the facility, and the Department of Parks, Recreation and Community Services (PRCS), which will manage the facility when construction is completed, will be on hand for the celebration and to sign the steel beam. 

The project will construct a 117,000-square-foot recreation and community center on Broadlands Boulevard, west of the intersection with Claiborne Parkway. The two-story facility will feature a 50-meter competition pool with spectator seating, leisure pool, spa, full-size gymnasium, large fitness area, running track, soft sensory playroom, multipurpose room with a catering and teaching kitchen, classrooms, offices and meeting spaces. 

The gymnasium will be the largest in the county’s PRCS system and will include game line markings for basketball, volleyball and pickleball courts. Outside, the center will include a multi-use trail around the property, a large courtyard with seating, a splash play area and playground equipment. Construction is currently estimated for completion in Summer 2025.

Metro today announced travel alternatives to help customers prepare for the 2023 Major Construction scheduled for this summer. Starting Friday, May 12, Metro will begin a four-part construction effort focusing on system maintenance and modernization- including rail replacement, fiber optic cable installation, and improved station facilities.

This major construction will result in rolling service impacts on the Orange, Silver, and Green lines over the summer months. Free shuttle bus service will be available for customers during all station closures. Customers are advised to plan extra time for their travel.

"Continued maintenance work is essential to safe and reliable rail service," said Chief of Infrastructure Andy Off. "We are working strategically to target maintenance locations and minimize the impacts on customers as we conduct this critical work to upgrade systems, improve reliability, and modernize station facilities."

Customers will continue to have normal or near normal service outside of the work zones, with frequent service on the busiest parts of the system in the downtown core area with stations served by multiple lines. Between Rosslyn and Stadium-Armory and between L’Enfant Plaza and Mt Vernon Sq trains will arrive at stations every 4-6 minutes all day.

Service Impacts and Travel Alternatives 

Cheverly - Minnesota Ave: May 12 - 21
As part of the platform rehabilitation and station improvements last summer, Metro will complete structural work and waterproofing on the canopies at the Minnesota Ave, Deanwood, and Cheverly stations. This work required collaboration with Pepco to complete. The Pepco lines are within 15 feet of the canopy structure; therefore, to safely complete the work, Pepco will need to de-energize critical transmission lines above these stations which could not be done during high demand summer months. To avoid station closures, trains will operate on a single track during the work.

Station Closures: None

Free Shuttle Service: No shuttles provided when all stations remain open for customers

Rail Service:

  • Weekday rush hour (6-9 a.m., 3-6 p.m.)
  • Trains will single track between Stadium-Armory and Cheverly.
  • Orange Line trains every 12 minutes between Vienna and Stadium-Armory.
  • Orange Line trains every 24 minutes between Stadium-Armory and New Carrollton.
  • Orange Line+ trains every 24 minutes between Stadium-Armory and Downtown Largo.
  • All other times of the day and weekends

  • Trains will arrive every 4 minutes during between L’Enfant Plaza and Mt Vernon Sq trains during rush hours (6-9 a.m. and 3-6 p.m.) and every 5-6 minutes all other times.

  • Between Stadium-Armory and Largo, served by the Blue, Silver and Orange+(rush hours only) lines, trains will arrive at stations during rush hours (6-9 a.m. and 3-6 p.m.) every 5-6 minutes, every 7-8 minutes all other times.

Vienna - Ballston-MU: June 3 - 25
Metro will replace the original 40-year-old steel rail between Ballston-MU and Vienna stations . Replacing the track in this section is a top priority to ensure safety and increase reliability. Crews will also install fiber-optic cables during this shutdown.

Station Closures: Vienna, Dunn Loring, West Falls Church, East Falls Church

Free Shuttle Service: Free local, express, and limited-stop shuttles will be available.

  • Orange Line Shuttle: Local service between Vienna, Dunn Loring, West Falls Church, East Falls Church, and Ballston-MU stations during normal Metrorail operating hours.
  • Every 5 minutes during rush hours. (6-9 a.m., 3-7 p.m.)
  • Every 10 minutes all other times. 

  • Silver Line Shuttle: Local service between McLean, East Falls Church, and Ballston-MU stations during normal Metrorail operating hours.
  • Every 5 minutes during rush hours. (6- 9 a.m., 3-7 p.m.)
  • Every 10 minutes all other times.
  • Orange Line Express: Express service between Vienna and Rosslyn stations.

Vienna - West Falls Church: June 26 - July 16
Crews will continue rail replacement and fiber-optic installation between Vienna and West Falls Church only.

  • Orange Line Shuttle: Local service between Vienna, Dunn Loring, and West Falls Church during Metrorail operating hours.
  • Service every 5-10 minutes on weekdays.

  • Green Line Shuttle: Local service every 10 minutes between Greenbelt, College Park, Hyattsville Crossing, West Hyattsville, and Fort Totten.
  • Greenbelt-Georgia Ave Limited: Limited-stop service every 8 minutes between Greenbelt, College Park-U of Md, Fort Totten, and Georgia Ave-Petworth.
  • Hyattsville Crossing-Georgia Ave Limited: Limited-stop service every 8 minutes between Hyattsville Crossing, West Hyattsville, Fort Totten, and Georgia Ave-Petworth.

Rail Service:

  • Red Line service, which connects to the Yellow and Green lines at Gallery Place, will remain open at Fort Totten.

Greenbelt - Fort Totten: July 24 - Sept. 4
This shutdown will focus on installing fiber-optic cables to improve rail network technologies. Once installed, the fiber-optic cables will allow Metro to get more updates done during non-customer hours, which means less downtime in the future.

While Green Line customers in this location experienced a recent summer shutdown for station improvements, the installation of fiberoptics was unable to be addressed at that time due to the use of the tracks to move equipment.

Station Closures: West Hyattsville, Hyattsville Crossing, College Park-U of Md, Greenbelt

Free Shuttle Service:

Free local and limited-stop shuttles available during Metrorail operating hours.

  • Green Line Shuttle: Local service every 8-10 minutes between Greenbelt, College Park-U of Md, Hyattsville Crossing, and West Hyattsville.
  • Greenbelt-Fort Totten Limited: Limited-stop service every 5-10 minutes between Greenbelt, College Park-U of Md, and Fort Totten.

  • Daytime and weekends: Green Line trains every 8 minutes between Fort Totten and Branch Ave.

In coordination with Federal Highway Administration, Virginia Department of Transportation (VDOT) and Northern Virginia Transportation Authority (NVTA), Loudoun County invites members of the public to attend a “pardon our dust” meeting about the Northstar Boulevard extension from Evergreen Mills Road to Route 50 on Monday, May 15, from 6:00 to 7:00 p.m. at Arcola Elementary School, 41740 Tall Cedars Parkway, Aldie. At this meeting, the public will receive a broad overview of the project timeline and learn about the stages of construction. 

This project will design and construct a new four-lane, median-divided segment of Northstar Boulevard from Evergreen Mills Road (formerly Shreveport Drive) to U.S. Route 50. The project includes a 10-foot-wide, shared-use path on both sides of the roadway and a traffic signal at Evergreen Mills Road. At the northern end of the project, a new bridge will carry Northstar Boulevard over North Fork Broad Run. Arcola Mills Drive will then be realigned to the south to intersect with Northstar Boulevard. 

Northstar Boulevard is part of the North/South Corridor of Statewide Significance as designated by VDOT, addressing congestion and mobility on parallel north/south routes between I-95 and Dulles International Airport and connecting travelers to activity centers in Loudoun County and beyond. It is part of what will be a 14-mile-long corridor extending from Route 7 south to the Prince William County line. 

The county is currently constructing the segment of Northstar Boulevard from Route 50 to Tall Cedars Parkway, which will join this segment with the existing roadway in the Brambleton area. 

Funding for the Northstar Boulevard Phase 1 project is provided by an FY 2017 Transportation Investment Generating Economic Recovery (TIGER) discretionary grant from the U.S. Department of Transportation, VDOT, NVTA and county funds. Construction is expected to be completed by winter 2025.

Loudoun County invites members of the public to attend a public information meeting to learn more about the county’s current and future plans for the recently purchased Westpark property. The information meeting will be held Wednesday, April 26, 2023, from 6:00 to 7:00 p.m., in the Board Room of the Loudoun County Government Center, 1 Harrison St. SE, Leesburg.

The purpose of the meeting is to provide interested residents with an update on the interim maintenance that the county will conduct until the future park improvements are complete. In addition, the county will provide a preview of the upcoming improvement project schedule and future public input process that will begin in the coming months. 

The county allocated funding this year and in fiscal year 2024, which begins July 1, 2023, for professional services that will help the county begin to plan a future passive park. This process includes conducting various assessments. Additionally, later this year the project team will begin to engage the community for input on the design of the future park. Funding for the project in the amount of $13.4 million is included in the county's Capital Improvement Program (PDF). The project has an estimated completion date of 2027.

In August 2022, Loudoun County purchased 134 acres of the former Westpark Golf Course that was located along Country Club Drive in Leesburg. The county-owned land has been placed into a conservation easement, which will preserve the natural landscape. The Westpark improvements project includes the design and construction of a passive park. A typically passive park may consist of walking and biking trails and include many natural and minimally disturbed areas. Once the project begins later this year, residents will have an opportunity to provide input on the design of the future park.

Improvements to the Intersection of Claiborne Parkway & Marshfield Drive
Through Loudoun's Intersection Improvement Program, the county plans to make modifications to the intersection of Marshfield Drive/Claiborne Parkway. The purpose of this project is to transform this intersection into a “right-in, right out, left-in” configuration at Marshfield Drive as well as installing a U-turn lane for traffic traveling north on Claiborne Pkwy (heading towards the intersection of Wayside Circle/Claiborne Pkwy).

The design team has completed 90% of the design plan and working with VDOT to receive feedback.
Loudoun County News
The Board of Supervisors has adopted the 2023 Loudoun County Energy Strategy, which provides a blueprint to achieve the county’s long-term vision for a community that uses less energy and has lower greenhouse gas emissions while ensuring that energy is clean, reliable and affordable for all residents and businesses in Loudoun County. 

The strategy includes three goal areas:

  • Leading by example in county government operations: Includes actions the Loudoun County government can undertake with its own energy practices.
  • Supporting clean energy development in the county: Facilitating more use of solar and other types of renewable energy.
  • Stimulating communitywide action: Ensuring energy equity and reducing emissions from the transportation, residential and commercial sectors.

The 2023 Loudoun County Energy Strategy, which updates the county’s previous energy strategy adopted in 2009, was developed after a comprehensive public process that involved input from a variety of stakeholders including members of the Board of Supervisors and the Board-appointed Environmental Commission, local and regional partner organizations and the general public. 


Energy Strategy Implementation

Implementation of the 2023 Energy Strategy is expected to be phased in over several years and will be led by the Loudoun County Department of General Services, which will provide regular progress reports to the public and Board of Supervisors, including plans to implement the recommended actions in the strategy.

The Loudoun County Environmental Commission has announced the winners of its inaugural Environmental Excellence Awards. The awards were presented during the Board of Supervisors’ April 18, 2023, meeting. The awards honor individuals, businesses, nonprofit organizations and educators for their leadership on environmental issues. 

The 2023 winners and categories are:

  • Citizen or Community Group: Loudoun Wildlife Conservancy’s Stream Monitoring Program, which supports stream health in the county.
  • Government Employee or Program/Team: Michele Seib, member, Loudoun County Department of General Services’ Stormwater Team, for a constructed wetland project.
  • Small Business: Little Tree Huggers, which is a nature-based preschool.
  • Student: Eyasu Neale, Tuscarora High School junior, for a project that encourages reducing waste caused by the mass production of clothes known as “fast fashion.” 
  • Lifetime Achievement: Joe Coleman, founding member of Loudoun Wildlife Conservancy.
  • Lifetime Achievement: Shirley Pearson, longtime Keep Loudoun Beautiful volunteer.

The Environmental Commission was created by the Board of Supervisors in 2021 to advise the Board and make recommendations on policies and practices related to the environment, sustainability and energy management. Members of the commission include representatives from the community, industry and higher education.

Loudoun County is accepting applications from first-time homebuyers for funds made available through the Virginia Housing (VH) Sponsoring Partnerships and Revitalizing Communities Program (SPARC). The program provides lower interest rates on homeownership loans in Loudoun County. 

To qualify for the program, the prospective homebuyer must meet the following criteria:

  • Have an annual household income maximum of:
  • $162,000 for a household of two or fewer people ($129,600 if using a VH Down Payment Assistance or Closing Cost Assistance Grant). 
  • $189,000 for a household of three or more people ($151,200 if using a VH Down Payment Assistance or Closing Cost Assistance Grant).
  • Be a first-time homebuyer, which is defined as someone having had no ownership interest in real property in the past three years.
  • Currently live and/or work in Loudoun County for a minimum of six months immediately prior to submission of the application.
  • Purchase a new or existing home for $665,000 or less, located in Loudoun County.
  • Receive a mortgage loan from a VH-approved lender participating in VH mortgage loan program.

Homebuyers do not have to participate in Loudoun County’s homeownership programs to use this VH program. Program participation is subject to availability and approval.

The Loudoun County Board of Supervisors approved annual awards for funding to community nonprofit organizations during its April 18, 2023, meeting. Funding opportunities were made available to tax-exempt, private, nonprofit 501(c)3 organizations that provide a wide variety of services to Loudoun County residents. These services include health and human services and related infrastructure of care services, particularly for underserved residents in the areas of need identified and approved by the Board of Supervisors for Fiscal Year 2024 (FY 2024), which begins July 1, 2023.

The areas of need are:

  • Prevention and Self-Sufficiency: Services focused on assisting individuals and families in becoming and/or remaining independent and stable, and providing tools, skills, strategies and resources to individuals and families.
  • Crisis Intervention and Diversion: Services provided to individuals and families in crisis to overcome immediate problems, and reduce or prevent the need for more restrictive and expensive higher-level services. 
  • Long-Term Support: Services that focus on assisting individuals who have continuing, long-term support needs to remain healthy, safe and independent in the community. 
  • Improved Quality of Human Services: Services and opportunities provided to individuals, organizations and communities that enhance the quality, accessibility, accountability and coordination of services provided by community organizations.

The county’s FY 2024 Adopted Budget includes a $2,369,818 allocation for this year’s competitive grant process and the mini-grant process in addition to $2,859,351 in funding for core human services and partnership grants.

Time Well Spent: VCE Loudoun Recognizes Master Gardeners, Master Food Volunteers and 4-H Volunteers
This National Volunteer Week, VCE Loudoun expresses gratitude for the volunteers who serve Loudoun County as Master Gardeners, Master Food Volunteers and 4-H Volunteers. In 2022, over 500 VCE Loudoun volunteers contributed over 15,000 volunteer hours. Beyond the human impact, their efforts generated over $450,000 in value for Loudoun County.

Master Gardeners

Over 140 Loudoun County Master Gardeners provide Loudoun County residents with gardening and natural resource conservation expertise through their programs: Help Desk, Garden Clinics, Demonstration Garden, Healthy VA Lawns, Site Assessment, Children’s Education, Trainings, Lectures and Community Events.

This past year, VCE Loudoun Master Gardeners received five awards at the local, state and national level. The recognition included a resolution from the Virginia House of Delegates spotlighting the impact of the Master Gardeners’ Pond, Stream, and Site Assessment program. Also, the Demonstration Garden won a 2022 Signatures of Loudoun Design Excellence Award in the “Legends” category, having served Loudoun County over the past 30 years.

Master Food Volunteers

Established in 2018, the small but impactful group of six Loudoun County Master Food Volunteers teach healthy food skills with programs such as “Cooking on a Budget” and a “Cooking Challenge,” along with community outreach through programs such as the ‘Healthy Plate Club.” Last year, Master Food Volunteers partnered with organizations such as Loudoun Hunger Relief, Sterling Elementary School and Inova to teach people cooking skills, meal planning and healthy eating. Their efforts reached more than 800 Loudoun County residents.

4-H Volunteers

Over 380 Loudoun County 4-H Volunteers created experiences to promote youth development, offering a range of programs including 4-H Clubs, Embryology, 4-H Junior Camp and local competitions. The embryology program, in partnership with Loudoun County Public Schools, reached over 17,000 students and exposed students to the life cycle with cute chicks. 4-H Junior camp offered youth 9-13 a chance to challenge themselves and have fun, all while fostering leadership development in the teenage camp counselors. See 4-H youth in action at the Loudoun County Fair July 25 - 29, 2023, where they will compete for prizes and auction their animals.
As proclaimed by the Loudoun County Board of Supervisors, the week of April 16-22, 2023, has been designated as National Volunteer Week in recognition of the hundreds of dedicated volunteer members of the Loudoun County Combined Fire and Rescue System (LC-CFRS) who selflessly donate their time, talent, and energy to serve our community and protect our citizens. 

National Volunteer Week was established in 1974 and is an opportunity to honor the impact of all those who perform outstanding service in our communities and inspire others to make a difference and improve the world. The highly trained volunteers of LC-CFRS, our neighbors, are summoned to a wide array of emergencies across the county every day including fires, emergency medical incidents, natural disasters, hazardous materials incidents, water rescue emergencies, and other public service calls. When these volunteers respond to emergencies, they are often mistaken for career first responders, because they have the same level of training, skills, and professionalism. 

“We are proud to have so many volunteers in Loudoun County, our dedicated neighbors and volunteer first responders make a profound impact and are a critical part of the Loudoun County Combined Fire and Rescue System,” said Fire Chief Keith H. Johnson. “During National Volunteer Week, let us celebrate all of our volunteers for their efforts.” 

Chief Johnson also encouraged residents to go to their local fire station or visit OpenNewDoors.org to learn about the many ways residents can contribute and volunteer with the Loudoun County Combined Fire and Rescue System.
As proclaimed by the Loudoun County Board of Supervisors, the week of April 9 – 15, 2023 is designated as National Public Safety Telecommunicators Week. Throughout the week, the Loudoun County Combined Fire and Rescue System, the Loudoun County Sheriff’s Office and Loudoun County Animal Services will join forces to honor our local 911 call-takers, dispatchers, and communications professionals. 

National Public Safety Telecommunicators Week is observed annually during the second week of April and celebrates the men and women who respond to emergency calls, dispatch emergency professionals and equipment, and render life-saving assistance to the world’s citizens.

Across the nation in times of intense personal crisis and community-wide disasters, the first access point for those seeking all classes of emergency services is 911. Public safety communicators who receive these calls are the first and single point of contact for persons seeking immediate relief during an emergency and often mean the difference between life and death. 

The importance of celebrating the hard work of these dedicated professionals is immeasurable. Please follow us on social media throughout the week using the hashtags #HeadsetHeroes and #NPSTW2023 as we recognize public safety telecommunications personnel from the Loudoun County Combined Fire and Rescue System, Loudoun County Sheriff’s Office and Loudoun County Animal Services for their service and dedication to our community.

Celebrate our planet at the Loudoun County Parks, Recreation and Community Services (PRCS) annual Earth Day Extravaganza on Saturday, April 22, 2023, from 10:00 a.m. to 2:00 p.m. at Banshee Reeks Nature Preserve. 
 
Residents are invited to learn about environmental issues through hands-on activities and nature-themed crafts, participate in educational demonstrations and enjoy guided tours and family-friendly festival music and games while discovering ways to live more sustainably.  

The Banshee Reeks Nature Preserve is located at 21085 The Woods Road, Leesburg, and is a designated Virginia Treasure. Only a short drive from downtown Leesburg, the preserve is nestled alongside two miles of Goose Creek, a State Scenic River. The preserve’s 695 acres of forests, succession fields, ponds, and streams provide residents the chance to explore and experience the exceptional beauty of Loudoun’s natural habitats, wetlands, and waterways. 

The Earth Day Extravaganza will be hosted rain or shine. In the case of severe weather, a cancellation notice will be posted on the Loudoun County website at loudoun.gov/prcs and PRCS social media accounts. Available parking is limited; consider traveling as a group to the event.

The Loudoun County Sheriff’s Office, Leesburg Police Department, Middleburg Police Department, and the Purcellville Police Department have once again partnered with the Drug Enforcement Administration (DEA) in the “Take-Back” initiative that seeks to prevent increased pill abuse and theft. The service is free and anonymous, no questions asked.

Loudoun County residents can discard potentially dangerous expired, unused, and unwanted prescription drugs for destruction on Saturday, April 22, 2023, at seven sites in the county:

Since the inception of the DEA take-back program in 2010, over 17,000 pounds of unwanted and unused prescription medications have been collected in Loudoun County. 
Loudoun Offers Mental Health Education & Substance Abuse Prevention Programs in April and May
Loudoun County offers ongoing mental health education and substance abuse prevention programs. All programs are free, but seats are limited and registration is required, with the exception of Rapid REVIVE! The schedule of upcoming classes for April and May 2023 is as follows:

Mental Health First Aid

Mental Health First Aid offers training that teaches people how to identify, understand and respond to signs of mental illness and substance use disorders. The training also teaches the skills that someone needs to reach out and provide initial help and support to someone who may be developing a mental health or substance use problem or experiencing a crisis. The trainings are usually held over a two-day period, with the class lasting for about three hours each day.  

The next training of Adult Mental Health First Aid will be held: 

  • May 8 & 9, 2023, 12:00 p.m. – 4:30 p.m. each day. The in-person training will be at the Eastern Loudoun Services Center at 21641 Ridgetop Circle, Sterling

Opioid Overdose Reversal

REVIVE! is the opioid overdose and naloxone education program for the Commonwealth of Virginia. The training is free and anyone who uses opioids or knows someone who is using opioids is encouraged to attend a training. Loudoun County offers two versions of the program - Rapid REVIVE! and Virtual REVIVE! 

Rapid REVIVE! is a shortened format that allows individuals to complete the training in six minutes. After watching a short video and then providing their contact information, participants receive free naloxone nasal spray. They may choose to receive naloxone by mail or arrange pickup. Rapid REVIVE! is available anytime. No registration is required.


Virtual REVIVE! is a one-hour, scheduled training session that requires registration. Participants who complete the training are also eligible to receive free naloxone nasal spray. They may choose to receive naloxone by mail or arrange pickup. 
The next scheduled training will be held: 

  • April 28, 2023, 12:00 – 1:00 p.m.

Suicide Prevention Training

The Question Persuade Refer program offers training to help people recognize the warning signs of a suicide crisis and how to refer someone for professional help. The suicide prevention training teaches three simple steps that anyone can learn to help save a life from suicide; question, persuade and refer. The virtual training presentation lasts about one hour. Discussion and practice opportunities will follow the presentation.

Disability Resource Fair Set for May 12 at Rust Library
The Loudoun County Disability Services Board and The Arc of Loudoun will co-host a Disability Resource Fair, Friday, May 12, 2023, 10:00 a.m. – 4:00 p.m., at Rust Library, 380 Old Waterford Road NW in Leesburg. 

The free event is intended to highlight a wide variety of community resources available to people with disabilities. Participating organizations will include representatives of the Loudoun County government as well as organizations that provide educational, employment and recreational opportunities to Loudoun residents.   

The Loudoun County Disability Services Board advises the Board of Supervisors on issues of importance to people with disabilities, their families and caregivers. 

The Arc of Loudoun, based in Leesburg, advocates for, educates, serves and supports people with disabilities and their families.

Loudoun County Latino Festival to be Held May 7 in Leesburg
Join Loudoun County Parks, Recreation and Community Services (PRCS) for a free community festival hosted by the Douglass Community Center to celebrate and showcase the Latino culture throughout Loudoun County and the region. 

The Loudoun Latino Festival will be held Sunday, May 7, 2023, from 12:00 to 5:00 p.m. at the Shenandoah Building, located at 102 Heritage Way, NE in Leesburg. 

The Loudoun Latino Festival features live music and entertainment, food, giveaways, local businesses, nonprofit and commercial vendors, and children's activities, including face painting, crafts, moon bounces, stack cups, and more!

Applications are open now through April 30th for Loudoun Youth’s 2023-2024 Claude Moore Community Builders program (CMCB). Forty high school students will be accepted into this 10-month program which connects teens with meaningful volunteer opportunities at local non-profit organizations.  

Since 2007, with the help of a generous grant from the Claude Moore Charitable Foundation, CMCB has enabled youth to develop important leadership skills while serving their communities. Last year’s participants represented 17 Loudoun high schools, supported 40 local non-profit organizations, and volunteered more than 3,000 hours. 

CMCB participants have described the program as “life altering” because it gave them the ability and confidence to help individuals in their community in ways they didn’t know were possible. Others appreciated the connections they built through the program with one recent participant stating “CMCB…enabled me to make incredible relationships with the other builders and coordinators…find many new opportunities and organizations…and brought me happiness without knowing it.”

The CMCB program, which runs from June-March each year, is open to rising 10th-12th grade Loudoun residents. Volunteer opportunities and professional development trainings take place throughout the county. Students can learn more and apply now through April 30, 2023 at www.loudounyouth.org.
Donate Food for Loudoun Residents in Need
Unopened, unexpired, nonperishable food items will be accepted at all 10 branches from April 22-30. Donations will be distributed by Loudoun Hunger Relief.

"This drive comes at a time when we’re preparing for increased need due to inflation and emergency SNAP benefits shrinking," said Jennifer Montgomery, executive director of Loudoun Hunger Relief. "As we work to give families extra support, food drives like this are crucial to helping us continue filling the gaps."

Loudoun County will host a hazardous waste collection event for businesses and other non-residential generators on Thursday, May 4, 2023. Pre-registration is required to participate, and must be received no later than 5:00 p.m. Friday, April 28. The program consists of two collection events per year where eligible hazardous waste generators may deliver toxic, reactive, ignitable and corrosive materials for proper disposal.  

The Loudoun County Business Hazardous Waste Program is offered for businesses and organizations located in Loudoun County that are considered “Very Small Quantity Generators (VSQGs)” or that do not exceed the following thresholds:

  • Less than 220 pounds of hazardous waste is generated per calendar month.
  • Less than 2.2 pounds of acutely hazardous waste is generated per calendar month.
  • Not more than 2,220 pounds (roughly five 55-gallon drums) of hazardous wastes are accumulated on-site at any time.

Hazardous waste disposal through this program typically results in reduced costs for participants as compared to establishing collection service directly with a hazardous waste management company. The business or organization pays for disposal of the material but does not pay for the waste collection or mobilization.

Loudoun County will host two pit stops in Leesburg and Sterling for Bike to Work Day on Friday, May 19, 2023. This free annual event celebrates a healthy and fun way to get to work with over 100 different pit stops throughout the Washington metropolitan area. Participants may bike to a pit stop, pick-up a free T-shirt and giveaways and enjoy refreshments before beginning their workday.

New and experienced bicycle commuters planning to participate in the event are encouraged to register online before the event to pick up a T-shirt at one of Loudoun County’s pit stops. Both pit stop locations are adjacent to the Washington and Old Dominion (W&OD) Trail: 

  • Leesburg at Raflo Park, 345 Harrison St. SE, 6:00 - 9:00 a.m. 
  • Sterling, just east of Route 28, at 183 Ruritan Road behind Northrop Grumman, 6:30 - 9:00 a.m.

Participants are invited to share their photos by tagging Loudoun County social media pages and adding the hashtag #BTWD2023.

Bike to Work Day is coordinated regionally by the Washington Area Bicyclist Association and Commuter Connections and is held rain or shine. The annual event attracts thousands of cyclists throughout the region. The local festivities are planned by Loudoun County Commuter Services.

Significant By-Right Developments in the Ashburn District
By-right: A "by-right" development is an application that does not require approval from the Board of Supervisors. The approval/denial of applications for by-right developments are managed administratively by county staff and must conform to the current zoning ordinance.

Description: A data center, CyrusOne, purchased the site of the withdrawn “Hyde Park” application and intends to construct a data center. The developer has not yet submitted an application however, our office will continue to provide updates on this potential development as we receive them.
Vantage VA 3
Application Number: STMP-2022-0016
Description: “Vantage VA 3” is a by-right application which plans to build four data center buildings on 89 acres. The underlying zoning is Planned-Development Office Park (PDOP) and Planned-Development Industrial Park (PD-IP). PD-OP and PD-IP allow for data centers to be constructed without approval from the Board of Supervisors.

Online Process for Building Permits, Land Development Applications 

Homeowners and residential contractors can submit their completed application form and supporting documentation, including drawings and plats, in PDF format for most residential construction projects to the Department of Building and Development online. More information about the online submission process and requirements is available here.
