Greetings Ashburn/Lansdowne!
Data centers and their growth continue to be a hot topic in Loudoun County, so I thought now would be a good time to update all of you on the measures I’ve spearheaded, and the Board of Supervisors (BOS) implemented over the past two years to address this issue. First, it’s important to understand some basics.
Data centers first came to Loudoun County when the original AOL campus was built in 1997, and the first mention of data centers in our zoning ordinance was in 2003. Loudoun’s Department of Economic Development (DED) crafted an award-winning strategy to attract data centers here because of the extensive, underground fiber-optic network originally built by a number of private companies who formed the Metropolitan Area Exchange-East (MAE-East) based on research by the Defense Advanced Research Projects Agency. (DARPA). This fiber-optic network yields a very low latency rate (time it takes for data to move from point A to point B).
Growth continued at a rapid but not unreasonable or unmanageable pace until the pandemic. During the pandemic, the worldwide demand for data exploded. At the same time, as data centers responded to their market, they accelerated an already established practice of buying up any land that allowed data centers to be built “by right.” "By right" is a land application that does not require approval from the Board of Supervisors. The approval or denial of applications for "by right" developments are managed administratively by county staff and must conform to the current zoning ordinance.
By May 2022, this unrestrained and largely unmanaged “by right” data center growth had become a real concern for several of us on the BOS. Thus, I, as the Transportation and Land Use Committee (TLUC) Chair, made a motion asking staff to develop a recommendation for TLUC and the BOS about how to manage continued data center growth, particularly “by right” growth. Over the course of three meetings (two meetings in June and one in July 2022), and relying on a map of parcels of existing data centers and allowed data centers commissioned by Algonkian Supervisor Juli Briskman some years earlier, the staff brought forth a strategy that:
- Updated the current and projected data center map,
- Recommended changes to our Comprehensive Plan (called a CPAM: Comprehensive Plan Amendment), and
- Recommended changes to the corresponding Zoning Ordinance Amendment (ZOAM) to support the CPAM.
Since the TLUC meetings in 2022, I have worked very hard to reassert BOS managerial control over all data center development, establish more stringent performance standards for both existing and new data centers, and ensure BOS visibility over every data center built in Loudoun County going forward. Please understand, when you suddenly try to slow a bullet train travelling at 120 MPH to 60 MPH, it takes some time for those changes to take effect. Nevertheless, we on the BOS are working hard to slow this train down. These are the actions I and some of my fellow Board members have taken and plan to take:
- During our Zoning Ordinance Rewrite discussion in the Fall of 2023, I proposed a motion requiring a Special Exception (SPEX) application for data center construction on Office Park zoned land. A SPEX application will require those applicants to come before the BOS for a decision. Supervisor Briskman made a similar motion for the Research Development Park zoning district. Additionally, data centers were completely removed as a use in the Town Center zoning district and the Route 28 Corridor District under Corridor Business and Corridor Industrial. These changes were adopted by the BOS on December 13, 2023.
- The BOS voted to include several performance standards in the new Zoning Ordinance, particularly for those data centers on land located next to residential neighborhoods. These standards require increased setbacks, building appearance, noise mitigation, natural screening, etc. All applications submitted after December 13, 2023, for data centers must now meet these updated standards.
- During the Zoning Ordinance Rewrite process, it became clear we cannot change the Comprehensive Plan and the Zoning Ordinance separately regarding data centers because the urgency to make more changes is just too high. Consequently, the BOS opted to do a follow-on combined CPAM/ZOAM update specifically regarding data centers within the next 12-18 months. However, Supervisor Briskman and I felt two parts of that update were especially urgent and should be addressed immediately. Supervisor Briskman introduced a motion to have the Comprehensive Plan data center map updated again, and I introduced a motion to make the remaining three zoning districts allowing data centers “by right” to now require a SPEX application. We expect these two CPAM/ZOAMs to come back to the BOS sometime this summer or next Fall.
- The remainder of the data center CPAM/ZOAM will include significant changes to data center performance standards beyond those approved in the Dec. 13, 2023, Zoning Ordinance Rewrite.
- And of course, data center growth leads to higher demands for power which leads to more overhead transmission lines. I am actively and assertively involved in all aspects of Dominion Energy’s transmission line construction along Rte. 7 and through western Loudoun County to advocate for the least intrusive option. Please understand, the explosive growth of data centers and of each individual data center’s demand for power make these two lines a near certainty. The data center growth captured in our three TLUC meetings in 2022 confirmed what PJM, the northeastern U.S. power authority, had identified in February, 2022: Dominion Energy’s transmission infrastructure in Loudoun County was seriously deficient. A week after these meetings took place, Dominion Energy informed the data center community in “data center alley” it would face major power constraints until new lines could be built. As a utility, Dominion is required by law to deliver power to its customers, yet even those two new lines won’t be built until at least 2027. My goal is to ensure we begin seriously limiting the need for more transmission lines beyond these two. This is a tall order, but I believe it’s essential to preserve our quality of life.
My apologies for the long intro, but this topic will be front and center for the foreseeable future, and I thought a “how we got here” primer might be helpful.

We will continue to provide updates about this proposal as we become aware of new information. Here are the latest details:
Background: Dominion Energy has developed proposals for a project named “Aspen to Golden,” a potential transmission route that calls for the construction of new transmission lines that will run from a future Leesburg substation (Aspen) to a future Ashburn substation, near Loudoun County Parkway (Golden). During their virtual and in-person meetings on January 9th and January 11th, Dominion announced updated proposed routes along Route 7 and Loudoun County Parkway. Routing decision: Dominion chose the south side of Route 7 for most of the corridor. In part this decision was made because there are two applications for data centers on the south side of Route 7 and it is more practical to keep the lines on the same side rather than cross back and forth from the north side. Dominion Energy is required by law to provide electricity to its customers and is responsible for submitting potential transmission routes to the SCC, as well as engaging with the community for feedback on their proposals. The State Corporation Commission (SCC) is the legal authority in Virginia that makes the final routing decisions for all transmission routes.
During its April 2, 2024, meeting the Loudoun County Board of Supervisors voted in favor of filing a “notice of participation” in Dominion Energy’s application to the State Corporation Commission (SCC) for construction of a new substation and new transmission lines that, if approved, would run along Route 7 in Loudoun County. The Board’s action will allow Loudoun County to join the case that is before the SCC and to provide input on the proposed power project.
Provide Input to the SCC
The SCC has published the application for Dominion's "Aspen-Golden 500-230 kV Electric Transmission Project" and is now allowing the public to provide comments online.
Additionally, the SCC has scheduled two public hearings for this application.

While the Loudoun County Board of Supervisors has no formal role in the approval process, the county will serve as a “referral agency” for any proposals within the county. This includes a review by Loudoun County to evaluate proposals for conformance with the land use, environmental and heritage resources policies of the Loudoun County 2019 Comprehensive Plan.
Supervisor Turner continues to encourage his constituents to speak out against powerlines on Route 7 at public input sessions during BOS Business Meetings. Stay Informed:
Active State Legislation: Currently there is legislation (SB 708) that requests that a portion of the transmission Line running along Route 7 be undergrounded as a pilot project. This bill was continued to the next legislative session in 2025. Loudoun County sent a letter to the committee strongly supporting this legislation.

During its April 16, 2024, business meeting, the Loudoun County Board of Supervisors adopted a resolution in opposition to a proposed new electrical transmission line route that would cut through western Loudoun.
NextEra Energy, Inc. (NextEra) proposes new 500kV transmission lines running from a new substation near the West Virginia border through western Loudoun County to the Aspen substation located near Cochran Mill Road east of the Town of Leesburg (Western Loudoun Route).
Regional Electrical Planning
On December 11, 2023, the Transmission Expansion Advisory Committee of Pennsylvania-New Jersey-Maryland Interconnection, LLC (PJM) approved NextEra’s proposal, known as “Proposal 853,” for consideration. PJM is a regional transmission organization operating under the Federal Energy Regulatory Commission (FERC) that coordinates the movement of electricity in all or parts of thirteen states and the District of Columbia.
While NextEra’s proposal is only a preliminary routing plan, the identified route through western Loudoun would run through mountainous, rural, historic, environmentally sensitive and productive agricultural areas. It would also pass near the villages of Waterford and Paeonian Springs, and the towns of Hamilton and Leesburg. The Board’s adopted resolution states that the proposed western Loudoun route would “negatively impact natural, environmental and heritage resources, local businesses in the agricultural, equine, hospitality, and tourism sectors, National Historic Landmarks and National Register of Historic Places, agricultural and forestal districts, open space and conservation easements, and residents” living in the area.
Potential Alternate Route
Loudoun County has proposed an alternate western Loudoun route that relies on existing electrical transmission rights of way that connect the Woodside substation to the Doubs substation (south of Frederick, Maryland), and then south across the Potomac to the Aspen substation. The alternative route would use the existing Pepco right-of-way in Maryland and existing Dominion Energy right-of-way in Loudoun County.
Approval Process
Loudoun County is closely monitoring the process conducted by the Regional Transmission Organization (RTO) PJM Interconnection, which has included consideration of proposals to improve a portion of the nation’s power grid to prepare for growing demand in Virginia and Maryland. PJM is the RTO charged by the FERC with coordinating the sale and movement of electricity in designated states, including Virginia.
In Virginia, the State Corporation Commission (SCC) must approve any proposed high-voltage transmission lines prior to construction. While the Loudoun County Board of Supervisors has no formal role in the approval process, the county will serve as a “referral agency” for any proposals within the county. In addition, the SCC will hold public hearings for those proposals, during which county officials, local organizations and members of the public will be able to offer comments.
In a separate action, on April 2, 2024, the Board voted to file a “notice of participation” in Dominion Energy Virginia’s application to the SCC for new transmission lines along Route 7 in eastern Loudoun. The Board’s action will allow Loudoun County to join the case that is before the SCC and to provide input on the proposed power project.

Loudoun County election officials remind voters that early voting for the June 18, 2024, primary election begins May 3, 2024.
Both the Democratic and Republican parties are participating in the primary election. All registered voters are eligible to vote as Virginia does not register voters by party affiliation. At the polls, voters will indicate which ballot they would like to receive.
Voters will choose the Republican nominee for the United States Senate and the Democratic and Republican nominees for the U.S. Representative from the 10th Congressional District. Incumbent U.S. Senator Tim Kaine is automatically the 2024 Democratic nominee for the U.S. Senate as no one else filed to run in the primary.
Early voting begins Friday, May 3, at the Office of Elections and Voter Registration, 750 Miller Drive, Suite 150, in Leesburg. Early voting hours are Monday through Friday, 8:30 a.m. - 5:00 p.m. (Note: The office will be closed Monday, May 27, 2024.)
Additional Early Voting Hours at Satellite Locations
Additional early voting sites at Carver Senior Center in Purcellville, Claude Moore Recreation Center in Sterling and Dulles South Recreation Center in South Riding will be in operation beginning Saturday, June 8, and will continue the following Tuesday, Wednesday, Thursday and Saturday. Early voting ends Saturday, June 15. Exact dates, times and locations are posted at loudoun.gov/VoteEarly.
Voter Registration Deadline
The deadline to register to vote in the June 18 election or to update current voter registration information is Tuesday, May 28, 2024. Voters may register after May 28 and vote a provisional ballot. During the March 19, 2024, business meeting, the majority of the Loudoun County Board of Supervisors voted to reconsider its previous vote on March 13 to deny a residential development application known as Tillett’s View (LEGI-2023-0031, Tillett’s View). As a result, the Board may approve or deny an amended application on the same project. The proposal is scheduled to be heard again during the Board’s May 15, 2024, public hearing.
“I heard the concerns from the surrounding community regarding this application,” said Broad Run District Supervisor Sylvia R. Glass, in whose district the proposed project would be located. “After the Board’s vote to deny, the applicant reached out and offered to improve the application by reducing the density of the development by 40 units to a total of 357 units on the 50 acres, which addresses some of our concerns and prompted the Board’s willingness to reconsider the application.”
About the Application
The proposal for Tillett’s View that the Board previously considered requests to rezone approximately 50 acres of land near Waxpool Elementary School to allow the construction of 397 homes, including detached units, townhouses and multifamily units. During the March 13 public hearing, the majority of the Board voted to deny the application based, in part, on incompatibility with existing residential development and concerns about the traffic impacts to the surrounding road network.
The Tillett’s View applicant, Pulte Home Company LLC, has informed members of the Board of an intent to replace a type of multifamily residential unit known as a two-over-twos with townhouses, resulting in a reduction of 40 homes. The details of an amended application, including any associated proffers, must still be finalized prior to the May 15, 2024, public hearing at which time the Board will consider an amended application.
New information regarding the application will be posted on the county’s website in advance of the public hearing at loudoun.gov/bosdocuments.
Public Hearing
The application is currently scheduled for the Board’s public hearing on Wednesday, May 15, 2024, at 6:00 p.m., in the Board Room at the Loudoun County Government Center, 1 Harrison St. SE, in Leesburg. Members of the public may sign up in advance to provide input to the Board. More information about providing public input is posted online at loudoun.gov/signuptospeak.

Volunteers hit the ground running with two workdays at Goose Creek Pointe Park.
Last weekend, volunteers gathered at the soon-to-be-open Goose Creek Pointe Park to install a new trail. This is the second of two workdays at the park which brought together 13 trail enthusiasts to rake, dig, and move obstructions to create a 1.75-mile loop. Finalized trailblazing and mapping is underway with an expected opening at the end of May.
In addition to clearing a new trail, the volunteers removed invasive plants like garlic mustard and multiflora rose while appreciating the ephemeral wildflowers in the scenic peninsula.
The new Goose Creek Pointe Park will be accessed at the trailhead and parking area at nearby Edgar Tillet Memorial Park by the Beaverdam Reservoir Trail. The future trail connection is in partnership with NoVa Parks and Loudoun Water. This park is currently not open to the public.
Volunteers have been making a big impact within Linear Parks and Trails. In addition to trail building, the Trail Rangers Program collects information from hikers, bikers, and equestrians who are regular users of Loudoun’s trails. Trail Rangers can report problems to staff who can quickly address felled trees or abandoned property.

About LPAT: Loudoun County is developing an interconnected, countywide linear parks and trails system. The comprehensive system will provide a variety of functions and benefits, including recreation, alternative transportation, wildlife habitat, water quality protection, flood hazard reduction, aquifer recharge, erosion prevention, property value enhancement, economic development, and scenic beauty.

The Board’s action is in response to an increase in the number of pump and haul requests for large-scale operations and addresses concerns about environmental risks associated with them. The adopted interim policy excludes low-volume temporary pump and haul applications for new construction with sewage volume of less or equal to 1,000 gallons per day.
What is a Pump and Haul System?
Pump and haul systems are used when an existing sewage system has failed or is not available. They can be used for residential or commercial properties. Wastewater is stored in a tank until a truck can remove it and haul it to a wastewater treatment facility.
Such requests are permitted under the Virginia Administrative Code. Loudoun has approved 95 permanent pump and haul applications over the years, compared to 12 in Fairfax County, five in Prince William County and two in Clarke County. Fairfax and Clarke counties do not allow the use of permanent pump and haul operations for new construction.
The state permits three types of pump and haul systems:
- Emergency: Approval less than 12 months when an existing on-site sewage system has malfunctioned and is being repaired.
- Temporary: Approval for less than 12 months for construction and connection to an on-site sewage system or sewage treatment plant.
- Permanent: Approval for more than 12 months.
The Loudoun Health Department can issue emergency and temporary pump and haul approvals, while the Board of Supervisors must approve permanent pump and haul systems.
Rise in Large-Scale Requests
Historically, the Loudoun Board has typically approved applications for permanent pump and haul systems where public infrastructure is imminent, and with relatively low sewage volume of between 750 and 1,500 gallons of wastewater output per week, or in instances where an existing onsite system has failed and there is no alternate repair or replacement option. The County has received applications with volumes as high as 420,000 gallons per week.
Environmental Risks
Properly installed permanent pump and haul systems still pose an environmental risk based on multiple points of potential failure. There is the potential for overflow if there is a surge in volume or if the system alarm fails.
In addition, hauling wastewater presents a spill risk that increases with volume. For example, a 420,000-gallon per week system could require as many as 118 pump truck visits per week.
Permanent pump and haul operations are only intended as a last resort method to address an existing public health risk. County staff has consistently recommended that construction approvals should align with the pace of utility infrastructure development to prevent development from outpacing infrastructure availability. The pending permanent pump and haul applications to serve new construction do not address public health risks and are not supported by the wastewater policies of the 2019 Comprehensive Plan.

The Loudoun County Fire and Rescue Fire Marshal's Office reminds our residents and visitors that open burning is prohibited in Loudoun County and the incorporated Towns of Leesburg, Lovettsville, Middleburg, Purcellville, and Round Hill, between May 1st and September 30th, 2024.
These regulations prohibit open air fires or open burning with the following considerations:
- Campfires, no larger than three feet in diameter by two feet in height and used for cooking purposes, are exempt from these prohibitions, provided they are not within 50 feet of any structure.
- Portable outdoor fireplaces and chimineas are not considered open burning but must be used in accordance with the manufacturer’s instructions and shall not be operated within 15 feet of a structure or combustible material. Single-family, attached and detached, homes are exempt from the distance mandate but are strongly encouraged to follow this fire safe practice.
- On a year-round basis, open burning (including campfires) is always prohibited in the town limits of Lovettsville, Middleburg, Purcellville, Round Hill, and all subdivisions ("urban or built-up areas") throughout the county.
Fire Marshal Disclaimer: The Loudoun County Fire Marshal may impose regulations, at any time, based upon complaint, atmospheric or other environmental circumstances, to restrict or extinguish any fire that is otherwise permitted according to these guidelines.
Violations and Penalty: Any person who violates the fire code could be convicted of a Class 1 misdemeanor, which carries a penalty of a fine up to $2,500 and up to a year in jail. Further, if convicted, a person may be required to compensate the locality for the full costs of fighting a fire.

Loudoun County Treasurer Henry C. Eickelberg reminds taxpayers that the deadline for payment of the first half personal property tax is May 6, 2024.
Payments received or postmarked after May 6, 2024, will incur a 10% late payment penalty, plus an interest charge of 10% per year on both the unpaid taxes and all late payment penalties. Any personal property taxes that remain unpaid for more than 60 calendar days after the original due date will be charged an additional 15% penalty plus interest at 10%. Taxpayers who are having financial difficulties should contact the Office of the Treasurer’s Collections Team at 703-771-5656 for assistance.
Payments can be made using electronic check (eCheck), VISA, MasterCard, American Express or Discover. Please note that there is a convenience fee added to credit card transactions. There is no fee for eCheck.

The Loudoun County Sheriff’s Office (LCSO) invites all county residents to attend its quarterly public information safety meetings at each of the agency’s four service areas beginning later this month.
Topics will include recent crimes and trends in the area, traffic safety, and other public safety-related concerns.
The meetings will be led by a Loudoun County Sheriff’s Office Captain who represents the service area. Sheriff Mike Chapman or a member of the LCSO leadership team will also be present.

Loudoun County will host a hazardous waste collection event for businesses and other non-residential generators on Thursday, May 2, 2024. Pre-registration is required to participate, and must be received no later than 5:00 p.m. Friday, April 26. The program consists of two collection events a year where eligible hazardous waste generators may deliver toxic, reactive, ignitable and corrosive materials for proper disposal.
The Loudoun County Business Hazardous Waste Program is offered for businesses and organizations located in Loudoun County that are considered “Very Small Quantity Generators” that do not exceed the following thresholds:
- Less than 220 pounds of hazardous waste is generated per calendar month.
- Less than 2.2 pounds of acutely hazardous waste is generated per calendar month.
- Not more than 2,220 pounds (roughly five 55-gallon drums) of hazardous wastes are accumulated on-site at any time.
Hazardous waste disposal through this program typically results in reduced costs for participants as compared to establishing collection service directly with a hazardous waste management company. The business or organization pays for disposal of the material but does not pay for the waste collection or mobilization.

As a nation, we are becoming more and more disconnected from nature, even though spending time outdoors has been shown to provide measurable physical and psychological benefits. For wildlife, the rate at which natural habitats are being conserved is declining, and there is great potential to provide valuable resources within cities and communities. Therefore, the management of public green spaces for both wildlife and humans is a win-win situation. This talk will discuss strategies and ideas for managing trees in public spaces (i.e. parks, recreation spaces, residential areas) for wildlife. Specifically, we will talk about how to promote habitat for birds, bats and pollinators.

She works within the College of Food, Agricultural, and Environmental Sciences in the School of Environment and Natural Resources. She provides a variety of educational programs, workshops, conferences and publications centered on wildlife ecology and biology, habitat management for wildlife and managing nuisance wildlife species.

In recognition of National Historic Preservation Month, Loudoun Clerk of the Circuit Court Gary M. Clemens is hosting a First Friday program, Friday, May 3, 2024, focused on the preservation of Loudoun County’s historic court records. The free program will be held at the Charles Hamilton Houston Courthouse, 18 East Market St. in Leesburg, 6:00 – 8:00 p.m.
Visitors will learn how valuable court papers have been preserved for many centuries, read about historic events reflected in the documents and observe how deputy clerks who specialize in preservation continue conservation and preservation efforts today.
Visitors can observe techniques, such as a spa tank, flat filing processes, mending protocols and other methods used to preserve Loudoun history for future generations.
Court records included in this exhibition include the 1759 Plan of Leesburg, Land Tax Books, 19th-century land tax books, Revolutionary War-era records and more.

The Loudoun County Disability Services Board, The Arc of Loudoun and the Loudoun County Workforce Resource Center will co-host a Disability Resource and Employment Fair, Friday, May 3, 2024, 10:00 a.m. – 2:00 p.m., at Claude Moore Recreation & Community Center, 46105 Loudoun Park Lane, Sterling.
The free event is intended to highlight a wide variety of community resources available to people with disabilities as well as employment opportunities. Participating organizations will include representatives of the Loudoun County government as well as organizations that provide educational, employment and recreational opportunities to Loudoun residents.

Members of the community are encouraged to learn and engage about Loudoun County’s efforts to increase environment and energy sustainability by attending the second annual Energy and Environment Forum Tuesday, May 14, 2024, 5:30 – 8:00 p.m., at the Academies of Loudoun, 42075 Loudoun Academy Drive, Leesburg. The forum is hosted by the Loudoun County Environmental Commission, which advises the Board of Supervisors on policies and practices dealing with the environment, sustainability and the management of energy.
The forum will feature breakout sessions with subject matter experts where members of the public may learn about ongoing activities in the areas of energy and the environment and provide comments. Topics include:
- Electric Vehicles
- Environmental Careers
- Everyday Home Energy Savings
- Invasive Plants
- Solar Energy
- Tree Selection
- Watersheds
- Wildlife Corridors
In addition, the forum will feature a listening session to hear from the community about what Loudoun should be working on with respect to environmental and energy sustainability matters.

The public’s comments will be shared with the Board of Supervisors during the Environmental Commission’s annual update to the Board.

Loudoun County homeowners and small businesses once again have the opportunity to sign up to learn more about solar power options specific to their property through Solarize Virginia.
The program offers free satellite solar assessments, streamlined installation and discounted pricing on solar systems from vetted installers. Solarize Virginia also connects participants with information on the current 30% federal solar tax credit and other incentives, including the Solar Renewable Energy Certificates. Property owners in Loudoun also may be eligible for Loudoun County’s Solar Energy Tax Exemption.
Anyone interested in learning more about solar power is encouraged to register an upcoming virtual information session about the Solarize Virginia program.

Loudoun County will host two pit stops in Leesburg and Sterling for Bike to Work Day on Friday, May 17, 2024. This free annual event celebrates a healthy and fun way to get to work with over 100 different pit stops throughout the Washington Metropolitan area. Participants will bike to a pit stop, pick-up a free T-shirt and giveaways, and enjoy refreshments before beginning their workday.
New and experienced bicycle commuters are encouraged to register online before the event and ride to one of Loudoun County’s pit stops. Both pit stop locations are adjacent to the Washington and Old Dominion (W&OD) Trail:
- Leesburg: Raflo Park, 345 Harrison St. SE, 6:30 - 9:00 a.m.
- Sterling: Just east of Route 28 at 183 Ruritan Road behind Northrop Grumman, 6:30 - 9:00 a.m.
A third pit stop in Loudoun County will be hosted by Full Distance Physical Therapy & Wellness:
- Purcellville: 130 S. 20th St., 7:00 - 11:00 a.m.
Participants are invited to share their photos by tagging Loudoun County social media pages and adding the hashtag #BTWD2024.
Bike to Work Day is coordinated regionally by the Washington Area Bicyclist Association and Commuter Connections and is held rain or shine. The annual event attracts thousands of cyclists throughout the region. The local festivities are planned by Loudoun County Transit and Commuter Services.

Comprehensive Plan Amendments & Zoning Ordinance Amendments

The Zoning Ordinance regulates land use throughout the county and is the primary implementation tool for the 2019 Comprehensive Plan, a policy document that provides a flexible framework and implementation strategy to meet the county’s future land use and transportation needs. Although CPAMs and ZOAMs are frequently undertaken together, not every project requires both.
The priority for this section is to provide our constituents with up-to-date information about any Board initiated CPAMs and ZOAMs that will impact the Ashburn District.

Comprehensive Plan Amendment to Remove the Planned Gloucester Parkway Extension from the Countywide Transportation Plan (CTP)

Description: During the January 10th, 2024 Board of Supervisors Public Hearing, a motion was made by Supervisor Turner, and supported by the Board of Supervisors, that directed county staff to initiate and prepare a Comprehensive Plan Amendment to remove the planned Gloucester Parkway extension from the Countywide Transportation Plan (CTP). This planned extension requires construction of a bridge over the Goose Creek to connect Gloucester Parkway to Crosstrail Boulevard.
Update: The proposed amendment will be referred to the Planning Commission for a future public hearing.

To qualify for placement on the consolidated agenda, an item must have unanimous support from the BOS, as well as a recommendation of approval from county staff and the planning commission. “New” or “returning” items may be added to the consolidated agenda if the above criteria are met.
