Loudoun County's Proposed Budget for Fiscal Year 2025

County Administrator Tim Hemstreet has presented a proposed budget for the Loudoun County government to the Board of Supervisors for Fiscal Year 2025 (FY 2025), which begins July 1, 2024. The proposed budget totals $5.2 billion in appropriations for the county government and Loudoun County Public Schools (LCPS).
Proposed Budget
The proposed budget has been prepared at a real property tax rate of $0.875 per $100 of assessed value, which is the current real property tax rate and consistent with the Board’s guidance. While the proposed tax rate for FY 2025 is equal to the current tax rate, the proposed rate is three-and-a-half cents above the homeowner’s equalized tax rate of $0.84. This means that while the proposed budget does not include a real property tax rate increase, many homeowners would see an increase in their tax bills due to increased property values.
The proposed budget includes the planned five-cent reduction in the general personal property tax rate from $4.15 per $100 of assessed value for tax year 2024 to $4.10 per $100 of assessed value for tax year 2025. This reduction is part of a strategic effort to ensure a balance between real and personal property tax revenue.
“In accordance with the Board’s guidance, the proposed budget includes resources for employee pay, base budget adjustments, opening of new facilities, Board priorities and department priorities, as well as a sufficient year-over-year increase to Loudoun County Public Schools,” Hemstreet said.
In addition, Hemstreet acknowledged a shift in the types of resource requests that are funded in the proposed budget. While in recent years, the county added a number of front-line positions that provide direct services to the public, many positions included in the FY 2025 proposed budget are focused on internal operations, such as administrative, communications, budget, human resources, and procurement positions. As the population of Loudoun County has grown over the last two decades, the county government has also grown, which now requires additional internal supports that keep the organization operating optimally.
The FY 2025 proposed budget includes:
- $15.7 million in base budget adjustments to continue to provide core services.
- An increase of $41 million for employee compensation to keep Loudoun competitive in the market, which consists of:
- A 5% salary scale adjustment and a 7% merit increase for the general county workforce.
- A 9.4% salary scale adjustment and a step increase for uniformed Fire and Rescue personnel and Sheriff’s deputies, for an average pay increase of 12.4%.
- The addition of 263 positions in 26 departments, including a substantial number of positions associated with opening new facilities over the next two years.
- $7.4 million for affordable housing, which continues the dedication of the equivalent of one-half cent of the real property tax rate to affordable housing needs.
- $40 million for the Revenue Stabilization Fund, created by the Board of Supervisors in 2023 to address fluctuations in tax revenue from data centers.
Reduction Option
At the direction of the Board of Supervisors, Hemstreet also prepared a “reduction option,” which is funded at the homeowners equalized tax rate of $0.84 per $100 of assessed value, which is three-and-a-half cents less than the proposed budget. This tax rate, if adopted, would provide $21 million less revenue to the county government and $31 million less revenue to the School Division, creating a $41 million gap for LCPS.
School Board Budget Request
Loudoun County Public Schools (LCPS) requested a total increase of $131 million dollars in local tax funding for FY 2025. Hemstreet’s proposed budget includes an increase of $121 million in local tax funding over last year but leaves a gap of $10 million from the School Board’s adopted $1.8 billion budget.
The Loudoun County School Board is scheduled to meet with the Board of Supervisors for a FY 2025 budget review Thursday, February 22, 2024, at 5:00 p.m. in the Board Room at the Loudoun County Government Center, 1 Harrison St. SE in Leesburg.
Factors Shaping the Proposed Budget
The development of the proposed FY 2025 budget was influenced by the economic environment, including these significant factors:

Forecasted Economic Conditions: Overall, the economy is currently experiencing robust growth, which is expected to continue in FY 2025, but at a slower rate. The possibility of a recession has lessened significantly. Loudoun County’s rate of job growth has consistently outperformed that of the state, region and nation. The county’s jobs base is expected to grow by 2% in FY 25.

Population Growth: While the number of residents added annually has slowed, population continues to be a primary driver of resource needs presented in the proposed budget. The county’s population is expected to increase by nearly 100,000 new residents through 2050, which will continue to bring new and increased demands on county programs and services.

Real Property Portfolio: The 2024 assessment summary compiled by the Commissioner of the Revenue shows that the value of taxable real property in the county increased by 13% percent during 2023, similar to the previous year. This reflects the slowing growth in the residential market and a growing data center market. The FY 2025 proposed budget’s revenue outlook anticipates continued growth in the real estate market but at a slower pace in the second half of the fiscal year.

Evolving Local Tax Revenue Composition: The proposed FY 2025 budget makes progress toward the county staff’s policy recommendations to bring balance to the General Fund’s tax revenue composition. Under the policy, real property tax revenue should approach 60% of total General Fund local taxes in the coming years. For FY 2025, the proposed budget plans for nearly 55% of General Fund local tax revenue to come from real property tax revenue. A decade ago, more than two thirds of General Fund tax revenue was generated by real property tax. For the past several years, taxes from personal property, especially computer equipment, have been the largest funding mechanism to support the county’s expenditure growth.

Revenue Stabilization Fund: To address fluctuations in data center tax revenue, the Board of Supervisors created a Revenue Stabilization Fund in 2023, with a goal of having in reserve the equivalent of 10% of the annual real estate and business personal property tax revenues attributable to data centers. For FY 25, these combined revenues are projected to equal roughly $900 million. The proposed FY 2025 budget allocates $40 million to the fund.
Capital Improvement Program
The FY 2025-2030 Capital Improvement Program (CIP), which includes both county and school projects, totals approximately $3.5 billion for the six-year planning period. The category with the largest expenditure percentage is transportation projects at 40%, followed by county projects at 32% and school projects at 28%.
New county projects include the Cascades Library and Senior Center complex renovation, funding to begin preliminary design of an Eastern Loudoun Community Arts Center, and an addition to the Purcellville Fire and Rescue Station.
New transportation projects include the Route 15/Hogback Mountain Road Roundabout and Route 7 Improvements: Route 9 to Dulles Greenway.
School projects include the addition of an Eastern Transportation Facility and a school replacement program.
Tax Rates Summary
The proposed budget is balanced at the real property tax rate of $0.875 per $100 of assessed value and a personal property tax rate of $4.10 for the second half of fiscal year 2025. Under the proposed budget, the average homeowner, including all housing types in Loudoun County, would see an average real property tax bill increase of $275, or about $23 per month.
Hemstreet has advertised a maximum real property tax rate of $0.885 to allow the Board of Supervisors flexibility in considering the School Board’s request.
The Board of Supervisors will determine the final tax rates and related budget policy decisions during March budget work sessions with final adoption of the FY 2025 budget expected at the Board’s business meeting April 2, 2024.
Public Participation
There are several ways in which members of the public may participate in the budget process, including Board of Supervisors public hearings, email, voice messages and social media. The Board will hold three public hearings on the proposed FY 2025 budget. All three hearings will be held in the Board Room of the Loudoun County Government Center, 1 Harrison St. SE in Leesburg.

The Loudoun County Department of Parks, Recreation and Community Services (PRCS) is seeking input from county residents to help determine priorities for parks, recreation facilities, program offerings, and special events in the county.
The department has contracted with ETC Institute, a professional research company, to conduct a statistically valid study to measure the preferences of Loudoun County residents through a Community Needs Assessment survey. Information compiled from the assessment will provide key data for PRCS to assist with the department’s commitment to the delivery of quality, accessible and amenity-rich park and recreation spaces and to provide meaningful programs and services.
Surveys are currently being mailed to random households in the county and should arrive this week. The data gathered will be analyzed and ETC will provide the key findings from the Community Needs Assessment to PRCS. The survey methodology and findings report will be made available to the public online. Responses will remain entirely confidential.
“We encourage those residents who receive the survey by U.S. mail to complete and return the needs assessment before March 1,” said Steve Torpy, Director of Loudoun County Parks, Recreation and Community Services. “Even if you do not consider yourself a regular user of our programs or facilities, your input is still very important to this process,” Torpy added.
Online Survey
The department is also seeking input from any resident who did not receive the mail-in survey. An online version of the community needs assessment survey has been launched and should take approximately 12 to 15 minutes to complete. The survey is confidential and individual responses will not be shared.

In 2020 a needs assessment was conducted during the development of the department’s Master Plan and gathered input from residents and businesses in multiple formats. The process was conducted over a 12-month period to create sustainable and meaningful plans that support the community's diverse interests and growing demands for recreation, leisure opportunities and aging services.
The 2024 needs assessment survey results will be compared to the results of the 2020 survey to evaluate shifts in community interests and priorities over the past four years.

Loudoun County Commissioner of the Revenue Robert S. Wertz Jr. recently issued notices of business tax filing requirements to business owners for tax year 2024. The notice provides the necessary account number to enable taxpayers to report by March 1, 2024, their calendar year 2023 gross receipts at loudoun.gov/efile. The license tax or fee can then be paid at loudoun.gov/paytaxes. The filing of receipts and payment of the tax are due by midnight March 1.
Owners of business equipment that was located in Loudoun County on January 1, 2024, must declare it for taxation to the Commissioner of the Revenue at loudoun.gov/efile. The reporting of original cost, year of purchase and item description is due by midnight, March 1, 2024. Semi-annual bills for this equipment will be issued by the Loudoun County Treasurer and will be due in May and October.
Owners of businesses within one of Loudoun’s incorporated towns should contact the respective town regarding local license renewal. The reporting of business equipment is made to the Commissioner of the Revenue for all businesses in the county whether within or outside of an incorporated town.

The Loudoun County Fire and Rescue Fire Marshal's Office is reminding citizens that open burning is restricted in Loudoun County between February 15 and April 30. The regulations, which prohibit open air fires, or open burning as it is commonly referred to, between the hours of midnight and 4 p.m., are enforced by the Loudoun County Fire Marshal and the Virginia Department of Forestry. Known as the “4 p.m. Law,” these restrictions are in place due to the potential for rapid fire spread across woodland and grassland areas as a result of dry outdoor fuels, high winds and temperature increases that are normally present in the late winter and early spring season.
During this period, residents may conduct open burning between the hours of 4 p.m. and midnight, subject to other restrictions. Open air fires for leaves, trees, brush, yard, and garden trimmings generated on site are allowed between 4 p.m. and midnight, except in the town limits of Lovettsville, Middleburg, Purcellville, Round Hill, and subdivisions ("urban or built-up areas") throughout the County and in the Town of Leesburg. Ensure that any permissible outdoor burning is conducted at least fifty feet away from any structure.
Persons conducting open burning must contact the Loudoun County Emergency Communications Center at 703-777-0637 prior to igniting a fire and at the end of the burning. Fires may not be added to after midnight. Those involved are responsible, at all times, to ensure the fire is kept under control and that it is attended to by a competent adult, 18 years of age or older, with provisions immediately available to extinguish the fire.
The Loudoun County Fire Marshal may impose regulations, at any time, based upon complaint, atmospheric or other environmental circumstances, to restrict or extinguish any fire that is otherwise permitted according to these guidelines. Any person who violates the fire code could be convicted of a Class 1 misdemeanor, which carries a penalty of a fine up to $2,500.00 and up to a year in jail. If convicted, a person may be required to compensate the locality for the full costs of fighting a fire.

Loudoun County is offering information sessions in February and March on home improvement program grants available to Loudoun County residents. All sessions are free, but seating is limited and registration is required.
Home Improvement Program Grants
Three home improvement program grants are available to Loudoun County residents, depending on eligibility. The Loudoun County Department of Housing and Community Development team assists residents in assessing eligibility and completing an application.

The Home Accessibility and Repair Program offers a one-time grant of up to $10,000 to homeowner-occupants for repairs and accessibility improvements. The grant amount may be increased to a maximum of $24,999.99 on a case-by-case basis. To be eligible, an applicant’s total household income must be at or below 80% of the Area Median Income (includes gross income of all household members).

The Granting Freedom Program offers grants of up to $8,000 for homeowner-occupants and renters offered on a first-come, first-served basis. Grants may be used for renovations to make homes more accessible to Virginia service members and veterans who sustained a line-of-duty injury resulting in a service-connected disability. Renovations may include installation of ramps, and chairlifts, widening of doorways and sidewalks, remote entry devices, and/or alterations to bathrooms and kitchens.

The Rental Unit Accessibility Modification Program offers grants of up to $8,000 to modify rental units to make them accessible for a specific tenant. Renovations may include installation of ramps and chairlifts, widening of doorways and sidewalks, remote entry devices, and/of alterations to bathrooms and kitchens. To be eligible, an applicant’s total gross household income must be at or below 80% of Area Median Income.

Loudoun County offers ongoing mental health education and substance abuse prevention trainings. All trainings are free, but seats are limited and registration is required, with the exception of Rapid REVIVE! The schedule of upcoming classes for February 2024 is as follows:
Adverse Childhood Experiences Training
Adverse Childhood Experiences (ACEs) training aims to raise awareness of the impact of potentially traumatic events that occur in childhood. ACEs are linked to chronic health problems, mental illness and substance abuse in adulthood. The training teaches that ACEs prevention is a key to improving a community’s well-being. The virtual training presentation lasts about one hour. Discussion and a question-and-answer session will follow the presentation.

Mental Health First Aid
Mental Health First Aid offers training that teaches people how to identify, understand and respond to signs of mental illness and substance use disorders. The training also teaches the skills that someone needs to reach out and provide initial help and support to someone who may be developing a mental health or substance use problem or experiencing a crisis. The trainings are usually held over a two-day period, with the class lasting for about three hours each day.

Adult Mental Health First Aid (In-Person): February 27 & 28, 2024, 9:00 a.m. – 1:30 p.m. each day. The in-person training will be at the Loudoun County Department of Mental Health, Substance Abuse and Developmental Services office, 21641 Ridgetop Circle, Sterling, Lucketts Room.
Opioid Overdose Reversal
REVIVE! is the opioid overdose and naloxone education program for the Commonwealth of Virginia. The training is free and anyone who uses opioids or knows someone who is using opioids is encouraged to attend a training. Loudoun County offers two versions of the program - Rapid REVIVE! and Virtual REVIVE!
Rapid REVIVE! is a shortened format that allows individuals to complete the training in six minutes. After watching a short video and then providing their contact information, participants receive free naloxone nasal spray. They may choose to receive naloxone by mail or arrange pickup. Rapid REVIVE! is available anytime. No registration is required.
Virtual REVIVE! is a one-hour, scheduled training session that requires registration. Participants who complete the training are also eligible to receive free naloxone nasal spray. They may choose to receive naloxone by mail or arrange pickup.

Suicide Prevention Training
Question Persuade Refer (QPR) training helps people recognize the warning signs of a suicide crisis and how to refer someone for professional help. The suicide prevention training teaches three simple steps that anyone can learn to help save a life from suicide; Question, Persuade and Refer. The virtual training presentation lasts about one hour. Discussion and practice opportunities will follow the presentation.

Loudoun County Commissioner of the Revenue Robert S. Wertz Jr. has scheduled free information sessions to familiarize residents who are age 65 years or older, or are totally and permanently disabled, with the county’s generous real estate and vehicle tax relief programs.
Loudoun County residents who are age 65 or older, or are disabled, and have income and wealth below established limits may benefit from a reduction in the amount of property taxes they pay. Program participants saved over $9 million in real estate and vehicle property taxes in tax year 2023.
Anyone interested in learning about the tax relief program is encouraged to attend one of the free sessions being offered throughout the county. No appointment or RSVP is required. All sessions begin at 10:30 a.m. The schedule is as follows:

The Loudoun Clerk of the Circuit Court is hosting a Black History Month Program that will highlight many of the county's records containing information about enslaved individuals in Loudoun County. “Records of Loudoun’s Enslaved Community, 1757-1865,” will be held Saturday, March 2, 2024, 1:30 – 4:30 p.m., at the historic Charles Hamilton Houston Courthouse located at the intersection of King and Market Streets in downtown Leesburg.
The exhibition will include wills, deeds of trust, judgements, bill of sales and other historic records documenting some of the names and experiences of Loudoun’s enslaved community. The Black History Committee of the Friends of Thomas Balch Library, Morven Park and Oatlands will be joining the Clerk and his historic records team to highlight other resources and projects focused on Loudoun’s enslaved individuals.
“I am pleased to offer this educational program as we celebrate Black History in Loudoun County,” said Clerk of the Circuit Court Gary M. Clemens. “I am also honored that some of our historic preservation and interpretation partners are joining us and sharing information from their collections.”

Loudoun County offers residents opportunities to get involved in local government by serving on a variety of boards, committees and commissions.
Board of Zoning Appeals
Loudoun County is seeking applicants to serve on the Board of Zoning Appeals (BZA). There is one opening for a member whose term would begin immediately.
The duties of the BZA include hearing and deciding:
- Appeals of administrative decisions and notices of violations made in accordance with the Loudoun County Zoning Ordinance.
- Applications for variances as authorized by the Loudoun County Zoning Ordinance.
- Appeals from the decisions of the Loudoun County Zoning Administrator regarding interpretation of the zoning map where there is uncertainty as to the location of a zoning district boundary.
- Applications for special exceptions when buildings or structures have inadvertently encroached into a setback.
The BZA has five members and two alternates who are appointed by the chief judge of the Loudoun County Circuit Court for staggered terms of five years. BZA members must be residents of Loudoun County.
The BZA meets approximately once a month for a public hearing.

The Loudoun County Art Advisory Committee will present Details Matter February 5, 2024, through March 1, 2024, featuring an exhibition by Bob Friedenberg and Terri Parent. The artwork will be on display in Gallery One, which is located in the lobby of the Loudoun County Government Center, 1 Harrison Street SE in Leesburg.
In Details Matter, Friedenberg’s detailed pen and ink drawings depict a variety of science fiction and fantasy-related themes ranging from naturalistic scenery to devices and mechanical objects. Similarly, Parent’s photographs show an array of imagery centering on small details primarily in black and white. The artwork is available for public viewing during regular business hours (Monday – Friday, 8:30 a.m. – 5:00 p.m.).
Gallery One exhibits are coordinated by the Loudoun County Art Advisory Committee, which is appointed by the Loudoun County Board of Supervisors. The committee is responsible for exhibiting work by Loudoun artists and maintaining and exhibiting the county's permanent art collection. On August 14, 2023, Loudoun County launched LandMARC (Land Management, Applications, Research, Coordination). LandMARC is the county's online land management system. More information about LandMARC can be found here.
Stay Informed
Beginning September 26, 2023 there will continue to be twice-weekly updates to share the progress in processing permits. These updates will be posted online at Loudoun.gov/bdpermits. Approval of Consolidated Agenda: At the beginning of the consolidated public hearing, the Chair will announce the individual items proposed for the consolidated agenda. After a call for public speakers has been made, the BOS may act on each item, without voting to suspend its rules. If there are speakers for an item on the consolidated agenda, the item will be removed from the consolidated agenda and placed on the standard public hearing agenda. To qualify for placement on the consolidated agenda, an item must have unanimous support from the BOS, as well as a recommendation of approval from county staff and the planning commission. “New” or “returning” items may be added to the consolidated agenda if the above criteria are met.

Homeowners and residential contractors can submit their completed application form and supporting documentation, including drawings and plats, in PDF format for most residential construction projects to the Department of Building and Development online. To identify which entity responsible for maintaining your road/street, Loudoun County made an online color coded mapping system which helps residents determine who to contact when work needs to be done.
