In December 2023, the U.S. Bureau of Economic Analysis (BEA) released a report showing that in 2022, Loudoun County's economy experienced a remarkable growth of 6.3%, with a GDP valued at $33.8 billion. The county's GDP increase was the highest in the Mid-Atlantic region and outpaced the national average county GDP growth of 1.9%. The report also highlighted that the transportation and professional, scientific and technical services industries were the driving force behind this growth, with impressive growth rates of 34% and 11%, respectively.

Greetings Ashburn/Lansdowne!
As many of you are aware, PJM, the regional transmission organization (RTO) that coordinates the movement of wholesale electricity in all or parts of 13 states and D.C., recently announced the selection of NextEra (rather than Dominion) to build a 500 KV transmission line through the heart of western Loudoun County. This line will connect to the north/south transmission corridor. The western line is proposed to run through conservation areas, wetlands, and the historic village of Waterford.
To be clear, the Board of Supervisors (BOS) has little or no authority in the siting or approval process for overhead transmission lines. PJM must approve each project proposed by individual power companies (e.g. Dominion, NextEra, etc.) then those power companies must submit the project to the SCC for final approval.
I recently got some indications PJM may be very open to the idea of relocating the western line into the existing north/south right of way, and I plan to follow up on that conversation. I will also be looking into how best the BOS can coordinate the effort to influence the decision-making process. One new development, however, suggest there may be more complications affecting the decision.
The U.S. Department of Energy (DOE) has just completed the first phase of what they project will be a two-year process to establish focused National Interest Electric Transmission Corridors (NIETC) throughout the country. Once established, any transmission line projects proposed in these corridors will receive DOE support and backing which could preempt any state approval authority.
Obviously, there are a lot of moving parts to this issue, and we are still awaiting Dominion’s submission of the Rte. 7 transmission line proposed routing to the SCC sometime this quarter. I will provide regular updates through the Flyer, so please stay tuned.

We will continue to provide updates about this proposal as we become aware of new information. Here are the latest details:
Dominion Energy has developed proposals for a project named “Aspen to Golden,” a potential transmission route that calls for the construction of new transmission lines that will run from a future Leesburg substation (Aspen) to a future Ashburn substation, near Loudoun County Parkway (Golden). During their virtual and in-person meetings on January 9th and January 11th, Dominion announced updated proposed routes along Route 7 and Loudoun County Parkway. Next Steps:
Dominion Energy is required by law to provide electricity to its customers and is responsible for submitting potential transmission routes to the SCC, as well as engaging with the community for feedback on their proposals. The State Corporation Commission (SCC) is the legal authority in Virginia that makes the final routing decisions for all transmission routes. In addition, the SCC will hold public hearings for those proposals, during which county officials, local organizations and members of the public will be able to offer comments.
While the Loudoun County Board of Supervisors has no formal role in the approval process, the county will serve as a “referral agency” for any proposals within the county. This includes a review by Loudoun County to evaluate proposals for conformance with the land use, environmental and heritage resources policies of the Loudoun County 2019 Comprehensive Plan.
Supervisor Turner continues to encourage his constituents to speak out against powerlines on Route 7 at public input sessions during BOS Business Meetings. Final guidance outlines a four-phase process to assist DOE in independently identifying potential NIETCs. During the four-phase process, DOE plans to:
- Collect information on narrow geographic areas where NIETC designation may be particularly valuable.
- Publish a preliminary list of potential NIETC designations and collect more detailed information and feedback concentrated on the preliminary list.
- Complete any needed environmental and other reviews, conduct robust public engagement, and publish one or more draft NIETC designation reports and environmental documents.
- Conclude by publishing one or more final NIETC designation reports and environmental documents.
The initial window for public submission for information and recommendations on NIETC designation will remain open until February 2, 2024. Submissions can be made by emailing NIETC@hq.doe.gov. The public will also have an opportunity to submit information in response to DOE’s preliminary list of potential NIETC designations, which it expects to release in Spring 2024. DOE anticipates re-opening the NIETC designation process after each publication of the triennial Needs Study or as determined by the Secretary.

Loudoun County election officials remind voters that early voting for the March 5, 2024, presidential primary election begins Friday, January 19, 2024. Both the Democratic and Republican parties are participating in the primary election. All registered voters are eligible to vote as Virginia does not register voters by party affiliation. At the polls, voters will indicate which ballot they would like to receive.
Early voting begins Friday, January 19, at the Office of Elections and Voter Registration, 750 Miller Drive, Suite 150, in Leesburg. Early voting hours are Monday through Friday, 8:30 a.m. - 5:00 p.m. (Note: The office will be closed Monday, February 19, 2024.)
Expanded Early Voting Hours at Satellite Locations
Additional early voting sites at Carver Senior Center in Purcellville, Claude Moore Recreation Center in Sterling and Dulles South Recreation Center in South Riding will be in operation beginning Saturday, February 24. The Loudoun County Electoral Board approved expanded early voting hours at its meeting January 17, 2024. The early voting hours at the satellite locations have been expanded to include weekdays, Monday, February 26 through Friday, March 1. Early voting ends Saturday, March 2. Exact dates, times and locations are posted at loudoun.gov/VoteEarly.
Voter Registration Deadline
The deadline to register to vote in the March 5 election or to update current voter registration information is Monday, February 12, 2024. Voters may register after February 12, 2024, and vote a provisional ballot. Information about Same-Day Voter Registration is available from the Virginia Department of Elections.

During its January 16, 2024, meeting, the Loudoun County Board of Supervisors authorized the distribution of more than $1.6 million in grants from the county’s share of the federal American Rescue Plan Act (ARPA) funding, which financially supports local communities as they address the negative impacts of COVID-19 and lay the foundation for recovery. The Board approved grants for three separate programs: Child Care Fee Reduction, Community Support Services and Tourism.
Child Care Fee Reduction Nonprofit Grant Program
Following the Board’s direction for utilizing ARPA funds, the county accepted requests in October and November 2023 from nonprofit organizations to help create a child care supplementary reimbursement program to support families who are experiencing hardship as an ongoing result of the COVID-19 pandemic. The Board allocated $1,000,000 to a nonprofit that serves Loudoun (PDF):

The Loudoun County Combined Fire and Rescue System (LC-CFRS) is honored to announce the graduation of 87 first responders who successfully completed various levels of fire and emergency medical services (EMS) training.
On Thursday, January 18, 2024, the graduates were joined by friends and family, along with members of LC-CFRS leadership, Loudoun County Administration and the Loudoun County Board of Supervisors at a ceremony recognizing these individuals who have committed to honorably serve their communities. Clerk of the Circuit Court Gary Clemens was on hand to officially swear in the graduates. Deputy Chief of Training Nicole Pickrell emceed the event and introduced those in attendance to include Loudoun County Board of Supervisors Chair Phyllis Randall, Supervisor Michael Turner, Supervisor Sylvia Glass, Supervisor Kristen Umstattd, and County Administrator Tim Hemstreet.
49 of the students completed the Emergency Medical Technician (EMT) course, 27 students completed the Firefighter I-II course, and 12 students graduated from the Advanced Emergency Medical Technician (AEMT) program. In addition to their full-time jobs, schooling, and family obligations, the graduates dedicated countless hours over the last six months to their training and have achieved Loudoun County, Commonwealth of Virginia, and National Certifications.
It is tradition for LC-CFRS instructors to designate one individual as the “top student” for each graduating class that exemplifies leadership, dedication, academic success, and the ability to motivate others. The top students recognized include Richard Ganey for AEMT, Sarah Lindquist for Volunteer Fire School Class 23-2, Samantha Wahl for Fall EMT, and Tanner Hubbard for Summer EMT.
“This is a proud moment for the men and women of our fire and rescue system,” said System Chief Keith Johnson. “These individuals will make valuable contributions to our fire and rescue family and to the Loudoun County community. I am extremely proud of all their hard work and dedication and thank them for their commitment, courage, and willingness to serve.”

The Loudoun County Sheriff’s Office (LCSO) is proud to announce the graduation of twenty-one of its sworn and civilian members from the 57th Basic Crisis Intervention Training (CIT) program.
The CIT program aims to equip first responders and partner agencies with the necessary knowledge, skills, and strategies to compassionately and effectively respond to individuals experiencing acute emotional, psychological, or situational crises. The training aims to minimize harm, provide immediate support, and facilitate the path toward recovery, promoting the well-being and safety of the individual in crisis and the surrounding community. Crisis intervention training emphasizes de-escalation techniques, active listening, empathy, and culturally sensitive approaches to ensure that those in distress receive timely and appropriate assistance.
Loudoun’s CIT training program is a collaboration among the LCSO; Loudoun County Mental Health, Substance Abuse & Developmental Health Services (MHSADS), The Arc of Loudoun, Friends of Loudoun Mental Health; the National Alliance on Mental Illness – Northern Virginia; and the Loudoun County Commonwealth's Attorney's Office.
This class of graduates included representatives of the LCSO, graduates included representatives of Loudoun County Animal Services; Fort Belvoir Police Department; Leesburg Police Department; Loudoun County Fire Rescue Dispatch; Loudoun County Government Administration; and Mental Health, Substance Abuse & Developmental Services (MHSADS).
The week-long training program is taught by professionals from Loudoun MHSADS, certified CIT Sheriff’s Deputies, and other experts in the field. It includes a discussion of medical, social, psychological, and legal aspects associated with mental illness.
In 2019, the LCSO partnered with MHSADS and held the first-ever three-day advanced CIT training in the Commonwealth of Virginia. The LCSO was also Virginia's first law enforcement agency to conduct Advanced Crisis Intervention Training (CIT) for School Resource Officers. This advanced training focuses on residents with intellectual and developmental disabilities, especially children.

Loudoun County will soon begin collecting fees for the use of electrical vehicle (EV) charging stations at the two county-owned and operated Metrorail parking garages: the Ashburn South and Loudoun Gateway garages. The service has been free since the garages opened in 2022.
Beginning February 19, 2024, the county will charge $2.10 per session. A session begins when the vehicle is plugged into the EV charging station and ends when the plug is removed or the charging process is complete. Payment can only be made at the charging station through a mobile app, which is connected to a credit or debit card.
Fee collection will enable the county to recover the ongoing costs of operating the 68 EV charging stations at the two Metrorail garages, including maintenance costs for software, hardware, labor and electricity.
Loudoun County also offers EV charging stations at its Harmony Park and Ride lot, located at 39464 East Colonial Highway, just east of Hamilton. Fees for EV charging at the Harmony location were previously established in 2011 at $1.44 per session. On February 19, the fee at Harmony will increase to $2.10 per session to align with the fees at the Metrorail stations and to cover current electricity costs.

Join Loudoun County Parks, Recreation and Community Services (PRCS) to celebrate Loudoun County’s cultural diversity at the 2024 International Festival.
The International Festival will be held Sunday, February 4, 2024, from 12:00 p.m. to 5:00 p.m., inside the Claude Moore Recreation and Community Center (CMRCC). The festival is free, and it is your passport to experience international-themed entertainment, children’s activities, dance demonstrations, food trucks (food for sale, located outside CMRCC), exhibit booths, merchandise vendors and much more!

The Loudoun County government and the Loudoun Soil and Water Conservation District (LSWCD) are partnering in a program to provide funding to homeowners interested in implementing water quality improvement projects on their property or in their neighborhood. They will be hosting an informational meeting about applying for grants for the projects on Tuesday, February 6, 2024, at 6:00 p.m. at Rust Library, 380 Old Waterford Road NW in Leesburg.
Subject matter experts from the Loudoun County Stormwater Management Program, LSWCD and the Virginia State Department of Forestry are scheduled to speak about the grant application process for eligible projects. The projects include:

Tree Planting: Both riparian (streamside) and upland areas are eligible for funds to plant native species to reforest non-forested areas. These plantings help filter nutrients, trap sediment, provide shade and provide important habitats while reducing mowing and maintenance costs associated with turfgrass. Planting areas can be as small as one-quarter of an acre or as large as three acres for any individual project.

Pet Waste Stations: Pet waste stations are designed to encourage pet owners to pick up after their animals in public places to prevent waste from being transported off-site by stormwater runoff. Pet waste stations typically include a covered waste can and bags for picking up the waste. Grants support regular maintenance fees to keep the cans empty as well as installation costs.

Livestock Exclusion Fencing: Fencing helps to keep livestock out of waterways and prevents nutrient runoff from agricultural operations into the water. Farms under five acres that are not eligible for the state of Virginia’s cost-share programs can access this funding.
In addition, information will be available about the Virginia Conservation Assistance Program (VCAP), a water quality improvement cost-share program administered by LSWCD. VCAP funds projects to reduce erosion and runoff through actions such as rain gardens and conservation landscaping.
Private residential, industrial, commercial and homeowner associations in Loudoun are eligible to apply for funds for the projects.
Loudoun County and LSWCD have often partnered in past years on water quality projects in the county. This year’s effort has been enhanced with additional grant funding from the county and the addition of pet waste stations as an eligible project.
Supporting local projects that enhance watershed conservation and promote watershed stewardship is part of the Environment and Energy Work Plan approved by the Board of Supervisors.

Native plants are sometimes seen as "messy" and "wild" which can dissuade gardeners from adding more native plants to their garden. Utilizing just a pair of pruners, Chelsea Ruiz will teach you how horticulturalists garden in public and private gardens to maintain high standards of aesthetics while caring for and respecting native flora and fauna. We will be going over the four cuts: deadheading, cutting back, the Chelsea chop (no relation, I swear!), and staggering bloom times. Each mode will be explained to determine why, how, and when they are done and what plants can receive this care so you may better enjoy your native plants in your home gardens. We will also review other strategies to help you choose the best plants for your space to minimize future intervention.

Speaker Bio:
Chelsea Ruiz is a horticulturist and garden writer based in Virginia. She received her bachelor’s from the University of Wisconsin-Madison and trained in fine gardening at the Chicago Botanic Garden and Longwood Gardens. With a background in plant trials and research evaluation, she trialed native plants for a wholesale native plant nursery. Her experience in garden writing came from necessity - the need to communicate truth over tropes to nursery customers on how their plants grow in various challenging settings. Her garden writing aims to provide facts and realistic experiences to empower gardeners to make informed decisions in their landscapes. She communicates her work as a guest writer for native plant blogs and has been featured in trade publications. Currently, Chelsea is a historical estate gardener with her husband and their dog on a 5,000-acre property with woodland, grassland, and estuary. In addition to caring for 10 acres of formal garden space, she is beginning the lifelong work of converting degraded pasture back to native grasslands.

The Loudoun County Sheriff's Office (LCSO) is proud to announce the commencement of its 51st Citizens’ Police Academy on March 7, 2024. This session will begin our 26th year of fostering community engagement by helping citizens better understand law enforcement operations in Loudoun County.
Since its inception, over 1,200 members of our community have graduated from the LCSO’s Citizens’ Police Academy. Participation is open to Loudoun County residents over the age of 18, and classes are purposefully small to promote interaction. Registration is free, and available on a first-come, first-served basis. One of the highlights of each session is the opportunity for class members to participate in a ride-along with a deputy, offering a first-hand experience of the challenges and rewards of keeping Loudoun safe.
The upcoming session will meet every Thursday from March 7 through May 23, beginning at 7:00 PM. Each class will be approximately 2.5 hours in length and locations will vary.
This is the first of two Citizens’ Police Academies to be sponsored by the LCSO this year, with the next one beginning this Fall.

Description: Luck Stone Leesburg Plant is a Zoning Concept Plan Amendment (ZCPA) Application to amend proffers and development conditions to allow for expansion of mining operation in quarry B, on the east side of Goose Creek, underneath the current processing plant, resulting in the processing plant and point of sale to move to the west side of the property. On the west side of Goose Creek, the application is amending the development conditions to allow for Stonewater Lane to be used for shipping mined materials off-site and to rezone a portion of Luck Stone’s property to allow for data center uses. According to Luck Stone, if this application is approved, the timing of the relocation of the point of sale to Stonewater Lane and the expansion of mining operations in quarry B is subject to several variables but is not currently anticipated for approximately 25 years.

The information about this potential application comes from a pre-application conference, which is a standard meeting between applicants and staff from multiple county departments for an initial review of development concepts.
