In addition to cooking, praying and decorating, some Muslims around the country are preparing for the holy month of Ramadan, which begins Sunday night, in a solemn new way: active-shooter training.

The Council on American-Islamic Relations in Florida reports more than 100 mosques in Florida have received active shooter training in the past years.
CAIR Florida's Wilfredo Ruiz says the bombings in Sri Lanka and the shooting at a synagogue in California have only increased the fear of a threat of violence. That’s why Ruiz says mosques’ security committees are adding security details and even alarm systems-to protect worshipers during Ramadan.

"It's a very beautiful month. Every single dinner, many Mosques will have free dinners for the whole community, everybody is welcome, rich or poor, Muslim or not Muslim, everybody is welcome to come and break fast with us," said Hassan Shibly with CAIR-Florida.
This year, it's also a time of concern. "There has been a dramatic increase in hate crimes and threats against the community. We saw the horrific shooting in New Zealand and we've seen now multiple Jewish Synagogues being targeted, we've seen even some churches targeted. It's a really scary time for people of faith unfortunately," said Shibly.

Wilfredo Ruiz, communications director at the Council on American-Islamic Relations (CAIR) Florida, said mosques, schools and other Islamic centers in the region have strengthened their surveillance systems, hired more police officers and adopted other security measures for Ramadan.
“The Muslim community is highly concerned, not to the extreme of considering forgoing its Ramadan rituals, but convinced that it has to take decisive measures for its personal security,” Ruiz said. “Sadly, the situation in Florida is not very good or comfortable. The bomb threats, the harassment, the hate crimes and incidents are always present.”

It goes too far. As they pointed out, some of its provisions confuse anti-Semitism with criticism of Israel. That has profound constitutional problems, as the bill is plainly meant to be enforced throughout Florida’s public schools, colleges and universities. The staff report on HB 741 remarked on the constitutional issue, noting that “the United States Supreme Court has emphasized that the First Amendment right to free speech includes a right to make hate speech.”
