Happy Holidays and New Year from our staff to yours!
SEEC staff (not all of us, but most of us) were able to find some time to have some fun at Rough Cut Social - Fargo, ND and learn how to throw some axes... after signing waivers of course! It was a great team-building day and a little competitive! Plus we were also able to get a bit of Hammerschlagen in, too!

Meet Justin Fryer, SEEC Governing Board Lead Administrator
Mr. Fryer is the superintendent for Lisbon public schools and has recently stepped into the Lead Administrator position on the SEEC Governing Board.
Prior to his position in Lisbon, Fryer was the superintendent of the Solen School District where he made some noteworthy changes: he worked diligently to receive $5.5 million in grant funds that, in combination with the district's building fund, was utilized to build a brand – new school that replaced the 80-year-old facility. To note a few of his career achievements include increasing the graduation rate of students from 10 percent to 70 percent, increasing elective offerings with the help of suggestions from his students and administration, and establishing after-school programs that assisted students with essential skills that allowed them to flourish through their studies.

We know school districts are anxious to receive more detailed information about requirements and supports around House Bill 1388. This legislation adds requirements to North Dakota Century Code for ALL educators and administrators who teach kindergarten through grade three at a school district or nonpublic school, and each principal of a public or nonpublic school with kindergarten through grade three to receive training in instructional practices aligned with research that reveals the science of how the brain learns and engages in reading and to utilize scientifically-based instructional materials and approaches.
The public comment period for the law, 67-31-01, Professional Development for Grades Kindergarten Through Three Reading, to create the administrative rules for this legislation, closed on December 13, 2021 and a draft of the administrative rules was recently finalized. In March, the Administrative Rules Legislative Committee will review and approve the final set of rules to go into effect in April 2022. A copy of the draft can be found here. The Department of Public Instruction recently released guidance to address frequently asked questions on the legislation.
Finding the training you need…
As you know, one of the challenges around this new legislation is the timeline of implementing these expectations before the 2022-23 school year. To achieve meaningful change in teacher practice to improve student reading scores, we know that effective implementation requires a systematic and long-term approach. The messaging received by the Regional Education Associations (REAs) is that the intended goal is for districts to create their plan for this professional development and use of instructional materials and to be on the road to implementing it by next fall.

Brain food: North Dakota schools serving up North Dakota beef
Excerpt from Tri-State Livestock News article by Carrie Stadheim
Many students around the state of North Dakota will soon have the chance to try beef produced in their own backyard. The Independent Beef Association of North Dakota spearheaded a project to provide at least 12 different North Dakota schools (including Medina, Valley City, and Central Cass) with donations of North Dakota ground beef, which has started the schools thinking about buying more in the future.

Oakes Public School to make playground more inclusive for visually impaired students
Excerpt from article by Alexandra Hardle, Aberdeen News
A donation of $2,500 from the Larson family and Starion bank will go towards giving students as much independence as possible.
Having several blind students enrolled within the district led the school to want to focus on making the playground more inclusive. While children are accommodated in school, it might be difficult for them to do things like using the playground.

|
On Jan. 17, nearly 100 individuals from around the state (30+ from SEEC region) jumped online to learn how they all play a part in modeling responsible behavior and contribute to students’ success.
