Highlights from the Provincial Budget

The 2024 Spring Budget mentioned the previously announced review of the property assessment and taxation system. It indicated that consultations will continue with broader stakeholder engagement starting in early spring. As part of this process, the province has committed to pausing a province-wide reassessment until the review concludes.

  

The budget also announced new flexibility to enable municipalities to apply a reduced municipal tax rate on new multi-residential properties. Effective March 26, 2024, Ontario Regulations 140/24, 141/24 and 142/24 introduced a new subclass enabling municipalities to offer reduced property tax rates of 0 to 35 percent on new optional multi-residential properties.

MPAC recently announced a brand-new resource that allows users to review and analyze a decade of Ontario housing data. The Housing Inventory Map is an interactive tool that enables users to see how our residential property inventory has changed across the province from 2013 – 2023.



You can apply filters to the map to discover trends and shifts in your community or review the province-wide trends in the following news release

Constituency Office Tour returns Spring 2024

MPAC’s Government Relations department is planning to resume its tour of each constituency office in Ontario. The tour meetings will include a presentation to constituency staff, covering various topics such as MPAC’s history and mandate, the relationship between assessment and taxation, and providing information to help respond to property-specific enquiries from constituents.



Emails to constituency staff will be sent this week to begin scheduling meetings and planning the tour route. We look forward to seeing you this Spring! 

Resource website for MPPs and constituency office staff

Government Relations has been updating the Support for MPP’s website throughout 2023 and 2024. The new and improved website provides tools to help respond to constituent questions and resources to educate new staff on assessment matters. It also contains links to self-service resources that constituents can use to view their assessment information and interact with MPAC directly.


We’re continuously adding new content to this website including communications resources and property-specific toolkits. Click here to view the page and stay tuned for future updates.

Aligning key areas of our organization

We’ve made some recent changes regarding MPAC’s organizational structure as part of our commitment to growth, innovation and supporting property owners and municipalities. These changes are the result of an independent review to further increase alignment in key areas of our organization.


Notably, we’ve reorganized our Executive Management Group to streamline our operations, enhance efficiencies, and align our resources more effectively with our strategic plan.


All our public and customer-facing teams, including Municipal and Stakeholder Relations, Strategic Communications, Policy and Government Relations, Valuation Experience, and the Customer Contact Centre are now united under the new Public Affairs and Customer Experience Department, led by Jamie Bishop, Vice-President.

  

While these departments will be joining our team under the Public Affairs and Customer Experience umbrella, there will be no changes to the Government Relations department and your one point of contact, James Harvey, remains your dedicated liaison for all MPAC questions and concerns.

First-time Homeowners Hub

First-time Homeowners' Hub

In November 2023, over 713,000 property owners across Ontario received a Property Assessment Notice (PAN), some for the very first time. For many new homeowners, their Notice would have been their first encounter with MPAC, and we understand they may have some questions. To help address common questions from new homeowners, we’ve launched the First-time Homeowners' Hub on mpac.ca. Some common themes explored on the page include:



  • What a Property Assessment Notice is.
  • The relationship between property assessment and taxation 
  • Their 2016 property value. 
  • How we use sales to determine the value of a home.
  • And school support (even if they don’t have school-aged children).

MPAC at ROMA

We were pleased to be both an exhibitor and presenter at this year’s Rural Ontario Municipal Association (ROMA) Conference in Toronto.


During the conference lunch session, “MPAC: Meeting the Evolving Needs of our Partners,” Alan Spacek, MPAC’s Board Chair, was joined by Nicole McNeill, President and CAO, and Carmelo Lipsi, Vice-President, Valuation and Customer Relations and COO, to present a snapshot of our work in 2023, offer highlights on what we’re doing to continue to support rural municipalities, and share more information on the innovation and modernization of our products and services. The well-attended session produced great questions from attendees, and we look forward to continuing our conversations with our rural partners!
