New Improvements to the Property Assessment Notice

Year-end Property Assessment Notice (PAN) mailouts will look a little different as we implement new updates to increase transparency and clearly communicate changes in a property’s assessment. Reasons for the change in assessment were added to the notices for 2022-2023. Now we’ve expanded that list of potential reasons from nine to 14 to improve transparency and clarity. There is also a QR code printed on the notice that allows property owners to immediately access our newly updated website and learn more about what their notice means. PAN mailouts for the 2024 tax year will begin this November. 

MPAC at AMO 2023

In August, staff from our Government Relations and Municipal and Stakeholder Relations departments attended the Association of Municipalities of Ontario (AMO) 2023 conference in London Ontario alongside our president and various department directors from throughout MPAC. It was an excellent event that allowed us to share some updates on the work we have been doing this year and the support we have available to our government partners. 2023 Roll Closure and Year-End Notice Mailouts

We are in full swing preparing for our year-end product delivery and the 2023 roll closure. The keying cutoff period officially began the evening of October 27, 2023. Our system entered read-only mode for the 2023 roll, and we began the process of finalizing our year-end products and extracts. Our system will reflect the 2024 taxation year and be back up for regular business by early November. Notice of assessment changes will be mailed to property owners by mid-November and assessment roll delivery will occur in early December.


Property owners that receive notices may have questions about what their notice means and how they should respond. If you receive questions from any residents regarding recent mail from MPAC, feel free to contact James Harvey for enquiry support. 

Ministry of Finance Announces Review of Property Assessment and Taxation System

In August, the Ministry of Finance communicated that it would be reviewing the property assessment and taxation system in Ontario and that reassessments will continue to be deferred until this work is complete. MPAC will continue to value property according to their fully phased-in January 1, 2016 values. MPAC continues to frequently update our values database by recording in-year changes to properties and capturing new assessment growth for municipalities. Our staff remain prepared to collaborate and participate with the Province as they begin their announced review of Ontario’s assessment system.

Staff from multiple departments attended the 2023 International Plowing Match in Bowling Green Ontario, answering questions and providing support to property owners, municipal stakeholders, and government officials. Our information booth was staffed for the entire week and was able to share assessment resources and other giveaways with attendees. Thanks to all who visited our booth, and we look forward to joining you again next year.

Top 10 Municipalities for Residential Building Permits in 2022

As part of our building permit campaign for 2022, we compiled a list of the top 10 municipalities for residential building permit submissions last year. The City of Toronto topped the list with Brampton and Ottawa falling close behind in the second and third position.
