Asset Management Bulletin 2022-4: Tenant Certifications

Subject: Section 811 PRA Program – Monthly Tenant and Voucher reporting requirements, Tenant Certifications & TRACS

As the Grantee of the Section 811 PRA Program, it is HMFA’s responsibility to ensure that owners are in compliance with HUD’s requirements regarding tenant certifications and the submission of monthly vouchers, utilizing the HUD Systems which should include Tenant Rental Assistance Certification System (TRACS), and Enterprise Income Verification (EIV)
 
Effective, October 1, 2022, all Section 811 participating owners are responsible for the following:
1.   Verifying tenant’s income and employment through the use of Enterprise Income Verifier (EIV), and annually recertify the income;
2.     Verifying information related to Social Security numbers of perspective tenants;
3.     Computation of the amount the Section 811 PRA payment for each eligible tenant;
4.     Conducting criminal and background checks, if required by the owner;
5.     Conduct an annual recertification of tenant’s income; and
6.  Submission of all tenant information electronically in compliance with TRACS standards.
 
Owners must submit 811 tenant certifications and monthly vouchers to HMFA by the 10th day of the month proceeding the month of which the owner is requesting payment.
 
All referrals as well as owner screening of tenants must comply with the grantee’s Affirmative Fair Housing Plan (HUD-92243-PRA) and all HUD Fair Housing and Equal Opportunity requirements.
 
Following is comprehensive information regarding various software required to comply with HUD’s requirements. These include Tenant Rental Assistance Certification System (TRACS), and Enterprise Income Verification (EIV).
» TRACS: The Tenant Rental Assistance Certification System (TRACS) is the system used to process subsidy contracts, tenant rental assistance information, and owner requests for payment (vouchers). TRACS accepts vouchers and authorizes payment for subsidy programs.


» EIV: The EIV system is a web-based application that provides owners with employment, wage, unemployment compensation, and Social Security benefit information for tenants participating in HUD's assisted housing programs. Information in the EIV system is used by owners to verify employment and income at the time of recertification, and to reduce errors in subsidy payments. Access to the EIV system is provided by HUD and requires a secured password. Please consult HUD’s portal to obtain authorization to use the EIV system.
