Maritime Association News | Christmas At Sea - On November 18th, Executive Director, Stephen Lyman, joined the Workforce Development Implementation Team for the Annual Port Packing Day event hosted by the Seamen's Church Institute. Last year, over 5,000 gifts of handknit hats and scarves, candy, toiletries and a handmade card were distributed to seafarers calling the Port of NY & NJ over the holidays. The New Jersey Board of Public Utilities ("BPU" or "Board") has released the draft solicitation guidance document (“SGD”) for its third offshore wind solicitation (“Third Solicitation”).
Written comments will be accepted until Thursday, December 29, 2022
| New York City Economic Development Corporation (NYCEDC), has requested US Army Corps of Engineers authorization for port upgrades including construction of bulkhead improvements, new pile supported and floating platforms, new fenders for vessel mooring, and dredging at the South Brooklyn Marine Terminal (SBMT) in Bay Ridge Channel/Upper New York Bay in the Borough of Brooklyn, Kings County, City of New York, New York. | The US Army Corps of Engineers is soliciting comments on maintenance dredging of East River, South Brother Island Channel, NY Federal Navigation Project, with subsequent placement of the dredged material at a Historic Area Remediation Site (HARS). Comments are due by January 7, 2023. | BOEM Seeks Public Comment on Draft Environmental Analysis for Proposed Wind Energy Project Offshore New York. Comments are due by January 17, 2023. |
The U.S. Coast Guard has announced that a Notice of Availability (NOA) and request for comments pertaining to Coastal Zone Area Contingency Plan (ACP) guidance has been published.
This NOA presents a draft guidance document intended to establish a new, nationally consistent architecture for coastal ACPs. ACPs are required by the Clean Water Act and demonstrate the planning for oil and hazardous substance incident response at the local level. Comments are due by January 9, 2023.

NY & NJ Harbor & Tributaries Focus Area
Given the complexity of the NYNJHAT, the vast and populated study area, and the goal of U.S. Army Corps of Engineers (USACE) and non-federal partners to have maximum public engagement and input to the NYNJHAT study, the public comment period has been extended to March 7, 2023.

Harbor Safety, Navigation, and Operations Committee Update |
Captain Robert Flannery received the Certificate of Merit and Captain Andrew McGovern received the Meritorious Public Service Award from the U.S. Coast Guard for their contributions to the port's Harbor Safety, Navigation, and Operations Committee. Most recently, Captain Flannery served as the Vice-Chair of the Harbor Ops Subcommittees and Captain McGovern served as the Chair of the committee for many years.
We thank them for all of their guidance during times of crises and development of comprehensive initiatives to champion inclusiveness of all maritime stakeholders to provide a safe harbor for all users. Their innovative solutions, foresight to ensure resiliency, and expert leadership in developing guidelines has helped grow the ever evolving commercial maritime business in New York and New Jersey.

Since 1873, the Maritime Association has advocated, protected and encouraged trade through the commercial maritime industry in New York and New Jersey.
As a nonprofit trade association, the Maritime Association serves it's members by affecting policy change on local and national levels and promotes the regional industries maritime services at sea and ashore.
Stakeholder engagement is vital to the Maritime Association in order to ensure the security of maritime assets, the sustainability of the marine environment and grow the competitiveness of port services.
