Introducing the Trends, Challenges and Opportunities-Alternative Marine Fuels Symposium
On November 19th, 2024 the Maritime Association of the Port of NY & NJ (MAPONY/NJ) will be hosting a Symposium to discuss the demand, supply, regulations and next steps with implementing a strategy to supply Alternative Marine Fuels in the region.
MAPONY/NJ recognizes a critical transformation in the maritime sector: The urgent shift from traditional fossil fuels to innovative carbon-neutral and zero-carbon alternatives. This transition is not just a trend, it is essential for the sustainability of our industry. Achieving this ambitious goal requires a united effort among all port stakeholders. Together, we must build a comprehensive and resilient network of port and bunkering infrastructure.
The Alternative Marine Fuels Symposium will serve as a vital platform for uniting fuel consumers, producers, and suppliers, all focused on enhancing the Port of New York and New Jersey's capacity to embrace alternative marine fuels. Stakeholders will collaborate to share insights and strategies, positioning our port for a greener, more efficient future.

Work Stoppage Operational Plan
As we are sure everyone is aware, an agreement has not been reached between the ILA and USMX as of the release of this newsletter. In preparation for a resolution not being reached in the coming days, the Port Authority of NY & NJ has released an Operational Plan in the event of a work stoppage.
The release below lists the gate hours of container terminal operators and intermodal rail providers.

Update on Corbin Street Ramp
On Monday September 16th, as part of the Port Street Corridor Improvement Project, the Corbin Street Ramp was taken out of service. The ramp is expected to be out of service for a year-long duration.

Updated Safety Zone to the Hudson River Tunnel Project
As reported in last month's newsletter, the Hudson River Ground Stabilization (HRGS) project will fortify a section of the riverbed to enable tunnel boring machine operations for the future Hudson River Tunnel.
The Hudson Tunnel Project will conduct marine surveys from July 1, 2024 – January 20, 2025.

The New Jersey Economic Development Authority (NJEDA) will auction up to $20 million in corporate and insurance premiums tax credits through the Food Desert Relief Tax Credit Auction. Applications for the auction will open on August 28, 2024. The auction proceeds will fund programs aimed to improve and increase access to healthy and affordable food throughout New Jersey’s 50 Food Desert Communities (FDCs).
Eligible bidders must be New Jersey Corporation Business Tax or Insurance Premiums Tax filers. Companies do not need to be in a food desert or in the food industry to buy tax credits through the auction. Companies can bid for tax credits at a discount of up to 15 percent.
Companies bidding DO NOT need to be food-related, but they do need to have an NJ CBT or Insurance Premiums tax obligation large enough to use the minimum purchase of $500K in credits.
Applications will open on August 28, 2024, and close on September 27, 2024.

The U.S. Coast Guard is accepting applications to fill nineteen (19) vacancies on the National Navigation Safety Advisory Committee (Committee). This Committee advises the Secretary of Homeland Security via the Commandant of the U.S. Coast Guard on matters relating to maritime collisions, rammings, and groundings; Inland Rules of the Road; International Rules of the Road; navigation regulations and equipment; routing measures; marine information; and aids to navigation systems. Individuals currently holding these appointments must re-apply if they wish to continue as Committee members.
Applications are due by September 30, 2024.

NOAA’s Office of National Marine Sanctuaries published a notice in the Federal Register to temporarily suspend, for two years, requirements for special use permits for the continued presence of commercial submarine cables in new national marine sanctuaries. The pause does not apply to existing sanctuaries that have already been designated.
With this action, NOAA is also seeking public comment for 45 days on its policies and guidance for this category of special use permits. During this temporary pause, NOAA will review public input and consider implementing modifications to the permit category for submarine cables, including the fee structure.

The U.S. Coast Guard is accepting applications to fill eleven vacancies on the National Merchant Marine Personnel Advisory Committee (Committee). This Committee advises the Secretary of Homeland Security via the Commandant of the U.S. Coast Guard on matters relating to personnel in the United States Merchant Marine, including the training, qualifications, certification, documentation, and fitness of mariners.
Complete applications must reach the U.S. Coast Guard on or before October 1, 2024.

The permit applicant, Athens Aggregate, has requested Department of the Army authorization to install two (2) commercial mooring buoys in Upper New York Bay, in the Bay Ridge Flats (Anchorage 21-A), in Kings County, City of New York, New York.

NOAA announced the FY26 Brennan Matching Fund opportunity. This notice invites non-Federal entities to partner with the ocean and coastal mapping programs of NOAA's National Ocean Service on jointly funded projects of mutual interest. It establishes selection criteria and submission requirements for such projects under the NOAA Rear Admiral Richard T. Brennan Ocean Mapping Fund program.
Applications are due by October 11, 2024.

The Coast Guard is requesting applications to fill ten vacancies on the National Offshore Safety Advisory Committee (Committee). This Committee advises the Secretary of the Department of Homeland Security on matters relating to activities directly involved with, or in support of, the exploration of offshore mineral and non-mineral energy resources, to the extent that such matters are within the jurisdiction of the Coast Guard.
Applications are due by October 15, 2024.
