At-Large Community Weekly Update
Week of 22 July 2019



At-Large APRALO leaders led panel discussions during APrIGF in Vladivostok, Russia this week.



Highlights
  • The ALAC Leadership Team (ALT Plus) held a Meeting to provide updates on key policies and projects, including ATLAS III, the At-Large Review Implementation and the Board Seat 15 Election process. 
  • The ALAC are currently developing responses to(5) public comments, and developing an additional (2) responses to informal requests for comment.
  • The Board Seat 15 election process has launched with a call for members to the Board Candidate Evaluation Committee (BCEC) and the Board Member Selection Process Committee (BMSPC). 
At-Large Advisory Committee (ALAC)
The  ALT-PLUS Meeting on 24 July featured a debrief and review of  At-Large Action Items from ICANN65 , including the ongoing At-Large Universal Acceptance (UA) Pilot in collaboration with the UASG, ARIWG and ATLAS III next steps, an update on Board Seat 15, as well as planning for ICANN66.

Staff have worked with the ALAC Chair and the Chairs of the two At-Large WGs, the  BCEC and the  BMSPC , that work on the Board Seat 15 election process to set up the workspaces. The Board Seat 15 election process timeline has been finalized and the call for WG members launched this week. Each group will be regionally balanced with two members from each RALO as well as an Alternate. 

The ALAC has selected 5/5 of the ALAC Delegates to the NomCom for the 2020-2021 term. The vote for the remaining two regions (AF and LAC) closed this week.

Working Groups (WGs)
The weekly  Consolidated Policy Working Group (CPWG)  meeting on  24 July  featured a presentation and extensive discussion on SubPro, as well as an update on the EPDP Phase II, the ALAC Hot Policy Topics Document in development, and discussion on current ALAC statements. The CPWG is developing statements regarding (5) ICANN public comments, and developing an additional (2) responses to informal requests for comment.

The  At-Large Technology Taskforce is preparing the agenda for their meeting on Monday, 05 August.

Regional At-Large Organizations (RALOs)
Cross-RALO
RALO Chairs were informed of the BCEC and BMSPC calls and their role in selecting members. 

AFRALO
The August monthly AFRALO Meeting was cancelled due to many AFRALO members being on holiday. 

APRALO
The APRALO Monthly Newsletter for was posted (see:  APRALO Newsletters 2019 ). Satish Babu, the Chair of APRALO, is checking with Chinese-speaking ALS representatives whether ZH interpretation is still needed on APRALO monthly calls. 

EURALO
EURALO members, who are leading the At-Large activities at the 2019 IGF agreed to the promotional/informational materials to be produced.   

LACRALO
Plans for a temporary mediator to assist with the LACRALO ROPs are being made. 

NARALO
The NARALO Monthly Newsletter was posted (see:  NARALO Newsletters Archives ). Several Members of NARALO participated in the IGF USA being held in Washington, DC this week.

The APRALO Leadership Team are considering re-evaluating the application and criteria process for membership.

At-Large Projects
ATLAS III

A call of the Program Committee was held on 22 July. The  agenda  included a further discussion on the EDPD phase 1 case study that will form the basis for the ATLAS III sessions. They agreed on the 7 SOACSG groups that will be represented during the break outs. The group also agreed to hold a preparatory webinar in early October as well as prepare readings for all participants. Staff held a discussion with ISOC staff on their sponsorship of a lunch during ATLAS III. Additional communication with potential sponsors, including .brands, also moved forward. These sponsors will likely contribute to ATLAS III networking events. Another Program Committee call with David Kolb, the facilitator, is planned for next week. More ATLAS III information is available at:  At-Large Summit III Home . The ATLAS III Organizing Committee met on 25 July. The  agenda included a review of progress in the Program, travel, sponsorship and next steps. A note on expectations and commitments for supported travelers is being finalized. 

At-Large Review Implementation

The  At-Large Review Implementation Working Group (ARIWG) Interim Report 1 was submitted to the Board Organizational Effectiveness Committee (OEC) in early June, and endorsed by the ALAC during the ICANN65 Policy Forum. A formal response from the OEC is expected shortly.  More information is available at the  At-Large Review Plan Development workspace .

ICANN66

Planning for ICANN66 programming continued to move forward. Discussion with Maureen Hilyard, ALAC Chair, focused on scheduling of the ALAC Development session (likely to be held Thursday, 7 November in the evening or morning).
