Texas Passes School Choice; Indiana Goes Universal

After years of effort, the Texas Legislature has approved major school choice legislation. The $1 billion bill establishes education savings accounts funded at more than $10,000 per student. Funds can be used for education-related expenses, including private school tuition. According to Governor Greg Abbott, "When it reaches my desk, I will swiftly sign this bill into law, creating the largest day-one school choice program in the nation."


Meanwhile, Indiana lawmakers have approved legislation that will make all Indiana families eligible for school vouchers starting in the 2026/2027 school year.

Utah Judge Strikes Down ESA Program

A district court judge in Utah has struck down the state's education savings account program, ruling that it conflicts with the state constitution.


“Today’s ruling ignores the text of the Utah Constitution and treats Utah children as mere conduits for channeling money into public school district budgets,” said Institute for Justice Senior Attorney Arif Panju. “Nothing in the Utah Constitution prohibits the Legislature from creating scholarship programs for Utah children. We will immediately appeal to the Utah Supreme Court.”

Trump Budget Proposal Released

The Trump Administration released a budget blueprint for the coming fiscal year that maintains full funding for Title I, while consolidating 18 competitive and formula grant programs into a new formula grant to the states. The proposal also calls for seven IDEA programs to be consolidated into a single grant.


The annual budget proposal represents the president's recommendations to Congress, which ultimately decides which of those recommendations to approve or reject.
