Governor Parson Visits Smokin' Guns BBQ On Bicentennial Tour
Phil and Linda Hopkins, owners of Smokin’ Guns BBQ, enjoyed the honor of hosting Governor & First Lady Parson as part of his Bicentennial Tour in early July. During his visit, the Governor ceremonially signed Senate Bill 51 - COVID-19 liability, an act that establishes provisions of law relating to liability in COVID-19 related actions. The legislation is designed to protect businesses, health care providers, religious organizations and others from being held liable in COVID-19 exposure civil actions and is welcome news for businesses like Smokin’ Guns BBQ as they reopen and work to keep their business alive.
“When COVID-19 first struck Missouri, health care providers, manufacturers, businesses, churches, schools, and other entities quickly altered their operations to protect public health and accommodate the needs of Missourians, and they should not be penalized for their efforts,” Governor Parson said. “SB 51 will protect those who helped protect us during some of the hardest days of the pandemic, and I thank Senator Luetkemeyer, Senator White, and Representative Wiemann for getting this legislation passed to prevent these unnecessary and frivolous lawsuits.”
The liability law goes into effect on August 28, 2021. For more information on SB 51, click here.

WSKF Architects Leading Team Designing Sioux Falls Public Safety Training Complex
WSKF Architects is leading design on what will be one of the largest and most innovative fire and police training campuses in the central U.S.
The Sioux Falls Public Safety Training and Dispatch Complex covers 42 acres and will include about 100,000 square feet of training facilities to elevate preparedness and performance of front-line fire, EMS, police and dispatch personnel. The project is budgeted at $50 million for development, design and construction of the campus. The project is scheduled for completion in 2023.
The team designing the complex is led by WSKF Architects in collaboration with Abercrombie Planning+Design, PKMR Engineers of Lenexa and local engineering partners in Sioux Falls.
“The City of Sioux Falls is making a remarkable investment in their public safety personnel and preparedness,” says Rick Kuhl, WSKF Architects principal and leader of the project team. “The combination of classroom and tactical training facilities and infrastructure will make this one of the most forward-thinking public safety training campuses in middle America.”
The campus will include:
• Administration/Training/Dispatch Facility (approximately 40,000 sq. ft.) – Houses tech-enabled classrooms and a structurally reinforced dispatch center serving Sioux Falls and Minnehaha County. The facility is also designed to serve as an emergency operations center (EOC) for a multi-agency base of operations in managing the response to natural disasters and other such events.
• Fire Training Structures (approximately 22,700 sq. ft.) – A complex of burn towers and structures replicating local residential and commercial building styles create a realistic and dynamic training ground for front-line fire and police personnel.
• The campus also includes a firearms training building, emergency vehicle operations course covering 13 acres and a storage and maintenance building.

Garney Construction “Champions” High School Intern
For nearly 30 years, Garney Construction has regularly hired college interns and co-op students that work on project sites nation wide and in several offices alongside project management, estimating, and marketing. This summer, they provided an intern experience for Smithville High School student, Sydney Foster, marking the first time Garney has worked with a high school student and had an intern working at their headquarters.
While Sydney has been a lifeguard and worked in retail, this summer she hoped to get some real-life experience in her chosen career path of engineering before entering her Senior year and participating in the Northland CAPS program. With a little help from her father who works at Garney Construction, Sydney was able to make the connections she needed to make that dream come true through an independent summer internship.
Over the summer, Sydney rotated between departmental “Champions” working on various tasks and projects throughout Garney’s headquarters. Part of her experience included developing and executing a community service project for Garney HQ employees. Along with developing instructional materials, Sydney demonstrated and assisted 10 participants in making 5 Tie blankets which were donated to ShelterKC.
Sydney said the experience helped her decide she wants to go into marketing & construction management instead of engineering. She said prior to the experience she felt socially awkward, but now feels more comfortable communicating and interacting in a business setting. And she feels she is better prepared to get the most out of her upcoming CAPS experience.
Sonya Puskas, Project Coordinator at Garney, said the experience helped Garney better understand what to expect and how to prepare a meaningful intern experience for high school students.
Sydney hopes to be able to come back to Garney in January as part of her CAPS experience to focus on marketing and construction management.
