Texas GLO Posts Amendment 1 to Mitigation State Action Plan for Public Comment

Today the Texas General Land Office (GLO) posted Amendment 1 to the Mitigation State Action Plan for $4.3 billion in Community Development Block Grants for Mitigation (CDBG-MIT) for a federally required 30-day public comment period. Among other changes, the amendment details how an additional $4,652,000 allocated in Federal Register notice Vol. 86, No. 3, page 561 (Jan. 6, 2021) for the 2018 South Texas Floods will be allocated. To further local prioritization of the limited mitigation funds the Regional Mitigation Program is being increased from $500 million to over $1.1 billion. Additionally, the amendment creates the Harris County Mitigation Method of Distribution (MOD) with a program total of $750 million.

The amendment has been published for public comment on the GLO's recovery website at recovery.texas.gov/public-notices. Additionally, the GLO will convene a virtual public hearing to solicit comments on the proposed amendment on September 15, 2021 at 6 p.m., with details on the virtual public hearing to be posted on the public notices webpage. All public comments submitted to [email protected] by 5 p.m. on September 22, 2021, will be considered. Per federal requirements, the GLO will respond to public comments before the amendment is sent to HUD for final approval.
