2017 CoC Competition Scoring and Ranking Criteria Public Meeting
The Kentucky Balance of State Continuum of Care (KY BoS CoC) Advisory Board will hold a public meeting on Friday, August 18, 2017, at 1:30 p.m. ET, to discuss the 2017 CoC Program Competition local scoring and ranking criteria for renewal, new, and expansion project applications. The Board intends to approve the scoring criteria at this meeting unless significant revisions are required. The criteria will be used to determine which projects will be included in the KY BoS CoC's Consolidated Application to the U.S. Department for Housing and Urban Development (HUD) for the 2017 competition. Scoring will be used to determine the order in which projects will be prioritized by the local CoC for HUD's consideration.

The meeting will be held via webinar, and registration is required. Individuals in the Frankfort area are welcome to attend in person at Kentucky Housing Corporation's (KHC) U.S. 127 office, 1047 U.S. Hwy 127 South, Frankfort, Kentucky. Public comment is welcome.

Draft scoring and ranking criteria will be available on KHC's website under Specialized Housing, Continuum of Care prior to the meeting.

CoC Region 3 Meeting
CoC Region 3 will hold its annual meeting on Thursday, August 17, 2017 from 2-4 p.m. ET.

CoC Region 3 includes the Northern Kentucky and KIPDA (excluding Jefferson County) Area Development Districts. A map of all CoC regions is included on KHC's website under Specialized Housing, Continuum of Care.

All CoC and Emergency Solutions Grant (ESG) funded agencies in the Region 3 area are required to send one representative to this meeting. The meeting is open to the public. Topics to be discussed include the 2017 CoC Application, Coordinated Entry, advocacy opportunities, and election of a regional representative for the Kentucky Balance of State Continuum of Care (KY BoS CoC) Advisory Board.

CoC Coordinated Entry Grant Recipients Announced
On April 7, 2017, KY BoS CoC released a Notice of Funding Availability (NOFA) for Coordinated Entry Projects. The purpose of this NOFA was to seek applicants from the KY BoS CoC to implement coordinated entry projects funded through KHC 2015 and 2016 CoC Supportive Services Only grants for coordinated entry. KHC was awarded $125,488 each year for program years 2015 and 2016.

KHC received applications and requests for over two times the amount that was available, with all applicants deserving of funding. After considering factors such as persons to be served and number of counties and agencies in the Local Prioritization Community, three agencies were chosen to receive $41,025 per program year and 25% match.

Updated HOME TBRA Subsidy Worksheet
The HOME Tenant-Based Rental Assistance (TBRA) Subsidy Calculation worksheet on the Housing Contract Administration (HCA) Help Desk has been updated. The new form is to be used effective immediately. Please note:  It is not recommended to download forms from the HCA Help Desk and save for future use because changes to forms occur on a regular basis and downloading a form does not allow one to obtain the most up-to-date version from the HCA Help Desk. Not using the most current form could jeopardize an agency's compliance with program requirements.
Construction Start-Date Reminder 
Current KHC policy requires all projects receiving HOME/AHTF funding (including GAP and Houseworks) to have activities approved prior to starting construction or rehabilitation. This single point-of-failure could create lengthy delays in your project and could possibly result in the eventual denial of a project. If KHC determines that construction began before we approve(d), you will receive a denial and/or cancellation for the activity, which will require you to submit a new activity for approval. 
2017 CoC Competition Intent to Apply Deadlines Reminder
KHC is accepting intent to apply forms for current projects eligible for renewal through the 2017 CoC Competition, new projects, and existing projects wishing to expand through this funding round.

Renewal Projects
All CoC and Shelter Plus Care (S+C) projects eligible for renewal, including direct grantees, with grant terms set to expire during calendar year 2018, must complete and submit the 2017 CoC Renewal Project Intent to Apply Form. Eligible renewal projects not intending to renew in 2017 must also complete this form.

The deadline to submit the 2017 CoC Renewal Intent to Apply Form is Friday, August 11, 2017.

New and Expanded Projects
New project applicants and renewal projects intending to apply for an expansion of their existing CoC project must complete the 2017 CoC New/Expanded Project Intent to Apply Form.

The deadline to submit the 2017 CoC New/Expanded Project Intent to Apply Form is Friday, August 18, 2017.

The forms and instructions for completing both forms are available on KHC's website under Specialized Housing, Continuum of Care, within the 2017 CoC Application section. Applicants are expected to read the instructions prior to completing the forms. 
KCADV Training Institute Webinar 
New leasing protections for survivors of domestic violence, dating  violence, stalking, and sexual violence became law on June 29, 2017. The Lexington Fair Housing Council and the Kentucky Coalition Against Domestic Violence (KCADV) are offering three free webinars about the new state law in August and in September. The 90-minute webinar will review the legal rights of protected tenants under this new law, as well as additional federal protections already available to victims living in all kinds of federally subsidized housing under the Violence Against Women Act (VAWA).

VAWA Lease Addendum 
All leases with the Continuum of Care (CoC), Emergency Solutions Grant (ESG), HOME Tenant-Based Rental Assistance (HOME TBRA), and Housing Opportunities for Persons With AIDS (HOPWA) programs should include U.S. Department of Housing and Urban Development (HUD) Form 91067. This document is the Violence Against Women Act (VAWA) Lease Addendum and is located on the Housing Contract Administration (HCA) Help Desk . This is not one of the forms that is available in the CoC, ESG, or HOME TBRA toolkits. This document indicates that it expired on June 30, 2017. However, it is recommended that this form be used until Kentucky Housing Corporation (KHC) has been notified by HUD of a new form to replace this one.
 
For HOME TBRA, this lease addendum is in addition to the HOME TBRA Lease Addendum. So, agencies administering HOME TBRA will have two (2) addendums for that program until these documents have been combined.
