The PBHMD Customer Account Portal is available when you need it, where you need it.  With this new online account access, you can now:

Landscape Irrigation
manicured_yard.jpg As  the weather warms up, the District's residents will begin to irrigate their landscaping.  The District wants to remind you that it has a Water Demand Management Strategy in place to help it meet the increased water demands that come with landscape irrigation.  The District requests that residential and commercial landscape irrigation be limited to three days a week based on your street address as follows: 
  • Odd-numbered street addresses:  Tuesday, Thursday, and Saturday
  • Even-numbered street addresses:  Wednesday, Friday, and Sunday
Additionally, the District's Rules and Regulations states, "Irrigation systems, either manual or automatic, shall only be operated during off-peak energy usage periods (10:00 p.m. through 10:00 a.m.)."

August 17, 2017 Regular Meeting

The next Regular Meeting of the Board of Directors will be on Thursday, August 17, 2017 7:00 PM at the District's Administration & Maintenance Building, 2017 9985 Towner Avenue, Falcon.  All meetings are open to the public.
Meeting Notices & Agenda Posting Locations
With the move to the District's Administration & Maintenance Building, the District has changed the locations where Meeting Notices are posted.  The new posting locations are:
  • District Administration & Maintenance Building, 9985 Towner Ave., Falcon
  • North Manchester Park, Northeast Corner of Litchfield St. & Londonderry Dr.
  • Drayton Green Park, Northwest Corner of Carrington Dr. & Rockingham Dr.
Labor Day Office Closure
close_sign_shop.jpg The District's offices will be closed on Monday, September 4, 2017 in observance of Labor Day.  Please call 719-495-8188 and select option 9 for a water or sewer emergency.
Change Address on Your Online Bill Pay 
Please remember to change the District's mailing address to 9985 Towner Ave., Falcon, CO 80831 when paying your bill using your bank's online bill payment service.  Your bank mails a check to the District.  Online bill payment services are not electronic funds transfers.
Board Vacancy
The resignation of Director Douglas A. Burrer was accepted by the Board of Directors at its July 20, 2017 Regular Meeting.  Burrer was appointed to the Board on April 22, 2010, and was subsequently elected to four-year terms to the Board on May 8, 2012 and May 6, 2016.  He had served as the Board's treasurer since June 24, 2010.

A vacancy now exists on the Board.  Please see the Notice of Vacancy for details.
Director Olney Elected Board Treasurer
Director Chris Olney was elected to the office of Board Treasurer by the Board of Directors at its July 20, 2017 Regular Meeting.  Director Olney takes over as Board Treasurer following the resignation of former Director Douglas Burrer, who was previously the Board's Treasurer.
In his role as Treasurer, Director Olney will oversee the District's finances and development of the District's Annual Budget.  He also holds the office of Assistant Secretary.
South Manchester Park Gazebo Construction
After several months of delays getting El Paso County approvals and the building permit, the construction of the gazebo in South Manchester Park will begin this month.  Copestone General Contractors will be constructing the twenty-foot wide hexagonal gazebo.

The project will be funded by the District's Conservation Trust Fund.  The Conservation Trust Fund is a restricted fund that is can only be used for parks, open space, and trails projects and maintenance.  The Fund receives quarterly distributions from the Colorado State Lottery.
 
South Manchester Park was designed as a family recreation area.  The addition of gazebo will enhance the use of the park by providing a space for small family gatherings and a shelter from which parents may watch their children enjoying the play structures.  The District will also continue to have a portable toilet placed in the park during its higher-usage months for the convenience of its visitors.
 
Progress on the gazebo construction will be posted on the District's Facebook page.
Real Estate Development Update
Filings 13B, 13C & 13D
Excavation and installation of a sanitary sewer main.
Contractors for the Eagle Development Company  have begun the next phase of infrastructure construction in Filing 13D (west of the electric transmission lines).
 
A total of 253 residential lots will be developed within the three filings.  The District will benefit from additional open space that is being donated by Eagle Development.  Eagle Development will also be paying for the rehabilitation of two existing wells that have been non-operational for at least ten years.  They will also construct an additional well. In addition to the wells, Eagle will cover the cost of constructing the new pump houses required for these wells.
 
Londonderry School
The site excavation and utilities infrastructure construction are underway for the Falcon School District 49's new Londonderry School.  There will continue to be intermittent closures of Towner Avenue while the water service connections are being completed.
