2018 Election Results
After the withdrawal of one of the candidates for Treasurer,
all 2018 officer positions were uncontested. At the July 2017 Board of Directors meeting, CLSA Secretary, Annette Hovorka cast a unanimous ballot for the 2018 Officers, President Ron Nelms, President-Elect, Annette Hovorka, Secretary Keith Spencer, Treasurer Rob McMillan, Immediate Past President Ian Wilson.

CLSA Past President (1978), Michael K. Welch, PLS 3485 Passed Away

Born March 6, 1938 in Detroit Michigan. Died July 19, 2017 in Fountain Hills, Arizona.
Michael built a successful business, M. K. WELCH SURVEYS. Led many a volunteer organization and stood up for what he believed in. Mike fought fires as a Santa Maria Volunteer Firefighter 1965-70, led local schools during the "60s" as the President of the Santa Maria Elementary School Board. Left a legacy by building, bulldozing and surveying a new Camp Wantala for campfire boys and girls, bettered his community as President of Noontime Rotary, and as President California Land Surveyors Association 1978. He worked to launch the Surveyors Historical Society and became their first treasurer 1977-87, if you needed a volunteer -- ask Mike.
He spent the last years of his life in Scottsdale, Arizona where he built a beautiful home, enjoyed his friends and his beloved dog Millie. Thank you to Fountain View Village staff for their loving care.
Died with his boots on, a country boy to the end.

2017-18 CLSA Webinar Schedule
The next CLSA webinar will take place on Wednesday, August 30th from 11:00 AM to 12:00 PM. The topic is the Good Neighbor Fence Act of 2016 (AB 1404) presented by James Anton, Esq. of the Law Office of James A. Anton.
Description:
Adjoining landowners are now statutorily equally responsible for shared fences and boundary fences pursuant to California Civil Code Section 841 which took effect January 1, 2014.
Landowners who desire to replace an existing common boundary fence, must give each affected adjoining landowner written statutory notice of an intent to incur costs for a common boundary fence. The statutory "Notice of Intent" must including specific language and wording to become effective under the new law.
A landowner who wishes to repair or replace a fence will have to sue to enforce the statutory presumption if adjoining neighbors object. Objecting landowners have a right to dispute the new statutory obligations, but the burden of proof is on the objecting neighbors. The presentation will explain how the new law applies, the applicable form and timing of the statutory notice, the presumption and methods of resolution.
