ITB's for Small to Medium Business (SMB’s)

The capital portion of Canada's Defence budget is slated to grow from $4B/yr to $10B/yr over the next decade. Government policy requires that 15% of this value be directed to Small to Medium Businesses. This means Defence contractors will be looking for up to $1.5B/yr of input from small companies.

  • GIFAS (French Aerospace & Defense Association), NAFAN (North American French Aerospace Network), to present on the French Aerospace Industry/Opportunities and the Paris Air Show, and;

RFP Announcements

Canada will acquire 360 combat support Light Armoured Vehicles (LAV) from General Dynamics Land Systems-Canada
From the news release:
The Honourable Harjit S. Sajjan, Minister of National Defence, announced that the government will acquire 360 combat support Light Armoured Vehicles (LAV) from General Dynamics Land Systems-Canada (GDLS-C). Funds for the purchase are in the approved budget for Canada’s defence policy, Strong, Secure, Engaged. The Government of Canada also intends to provide a repayable loan to GDLS-C. To maximize the economic benefits of this project for Canadians, the supplier will reinvest an amount equal to the value of this contract – dollar-for-dollar – back into the Canadian economy to create jobs and opportunities for innovation. In addition to the almost 1,650 jobs at the General Dynamics Land Systems (GDLS) plant in London, there are close to 8,500 jobs across Canada that help to supply necessary parts and equipment for the construction of light armoured vehicles. A Request for Information (RFI) for the Royal Canadian Navy (RCN) Intelligence, Surveillance, Target Acquisition and Reconnaissance (ISTAR) Unmanned Aircraft System (UAS) Project was recently published on BuyandSell: https://buyandsell.gc.ca/procurement-data/tender-notice/PW-QD-029-27364
 
The ITB Policy will apply, and this procurement falls within Canada’s Key Industrial Capabilities (KICs), including Remotely Piloted Systems and Autonomous Technologies, In-Service Support and Training and Simulation.
 
The target date for the RFI to close is August 29 th . The current timeline for RCN ISTAR UAS is as follows:
  • Open Request for Information: June 2019 – Jan 2022
  • Potential industry one-on-one meetings: Summer/Fall 2019
  • RFP issued: Spring 2021
  • Contract award: Winter 2022
 
The RFI for the Next Generation Fighting Vehicle (NGFV) project has been posted on BuyandSell and will be a multi-tactical vehicle for CANSOFCOM.
 
The Halifax Class Combat Systems Equipment Group (HCCS EG) in Service Support RFP has been released. The RFP scheduled for November 9, 2019.
 
REQUIREMENT:
The contract consists of the provision of in-service support (ISS) for the Royal Canadian Navy (RCN) for six Halifax-class Combat Systems (HCCS) called the HCCS Equipment Group (EG). The HCCS EG is an integral component of the Halifax-class ships and will require In-Service Support.
 
  • The HCCS EG comprises the following systems:
  • 3D Radar System SMART-S (OEM: Thales, Netherlands);
  • 2D Radar System SG-180 (OEM: Saab, Sweden);
  • 2D Radar System SG-AMB (OEM: Saab, Sweden);
  • Navigation Radar NSC-26 (OEM: Raytheon, Germany);
  • Fire Control System CEROS200 (OEM: Saab, Sweden);
  • Identification Friend or Foe System MK XIIA (OEM: Telephonics,USA); and,
  • Associated Test Equipment and Training Aids.

Delivery Date: Above-mentioned
 
On July 23, 2019  Canada released the formal RFPs  to eligible suppliers and invited them to demonstrate how they can meet Canada’s future fighter capability requirements. Eligible suppliers have until early 2020 to submit their proposals to Canada.
The following suppliers have until spring 2020 to submit initial proposals to Canada:

  • Sweden — SAAB AB (publ) — Aeronautics
  • United Kingdom and Northern Ireland — Airbus Defense and Space GmbH (with MBDA UK Limited, L3 Technologies MAS and CAE Canada)
  • United States — Lockheed Martin Corporation (Lockheed Martin Aeronautics Company) (with Pratt and Whitney)
  • United States — The Boeing Company (with Peraton Canada Corp., CAE Inc., L3 Technologies MAS Inc., GE Canada and Raytheon Canada Limited Services and Support Division)

An amendment has been published regarding the current  LOI  out for OCFC2. 
The release of the RFP has been delayed for another 2 to 3 months.
