Area Agency on Aging
AAA Recipient of CARES Act Funding
Kerr-Tar Council of Governments Area Agency on Aging (AAA) is the recipient of funding from the CARES (Coronavirus Aid, Relief, and Economic Security) Act. These funds are to support older adults and their caregivers who live in Franklin, Granville, Person, Vance and Warren counties in response to the pandemic. The AAA is available to help with a variety of needs such as access to meals, groceries, cleaning supplies, face coverings, incontinence supplies, assistive technologies, caregiver respite vouchers, emergency home repair (must be COVID-related) and more. Requests for assistance will be considered ONLY if the request comes through a referral agency or professional. Examples include social workers, case managers, Senior Centers, faith community, physicians' practices, DSS, etc. The AAA strives to be responsive to the changing needs of older adults, persons with disabilities and caregivers in our community and can help connect you with other community resources and services. Caregiver Directed Vouchers
Are you a caregiver who is in need of a break or needs a little extra help? Respite care is used to enable caregivers to be temporarily relieved from their caregiving responsibilities. Virtual Caregiver Workshop
The Kerr-Tar Area Agency on Aging is partnering with Dementia Alliance of North Carolina in offering a FREE Virtual Caregiver Workshop. This will be held on August 25th at 3:00 pm. For more information on how to attend, contact Harvey Holmes at 252-436-2040 or at hholmes@kerrtarcog.org.
The Caregiver's Cup
The Caregiver's Cup will meet on Friday, August 14 at 12:00 pm through Zoom. If you are a caregiver, we welcome you to join us for our next meeting! In this social group, you will have the opportunity to connect with other caregivers, learn tips and share ideas to help you in your caregiving journey. 2020 NC Senior Games Silver Arts Virtual State Finals!
The Senior Games State Finals will look a little different this year as they go virtual. Competition will be by age and gender. There are no travel expenses and a very affordable registration fee of $15. Registration will begin August 1st-September 1st. The Virtual Event Dates are September 27th-October 31st. Essential Single-Family Rehabilitation Loan Pool Program for Vance & Person Counties
The Kerr-Tar Regional Council of Governments (“COG”) has been granted Membership by the North Carolina Housing Finance Agency (“NCHFA”) under the 2020 cycle of the Essential Single-Family Rehabilitation Loan Pool Program (“ESFRLP2020”). This program provides Members with funds via a “loan pool” to assist with the essential and critical repairs to single-family homes that are owned and occupied by lower-income households (less than 80% area median income) with one or more older adults (age 62+), disabled or Veteran fulltime household members and/or a child under the age of 6 who is at risk of identified lead hazards in the home.

As an ESFRLP2020 Member, the COG has been allocated an initial set-aside of $190,000 for Vance County as well as $190,000 Person County, which it plans to apply toward the rehabilitation of five or more houses within the County of Vance and/or any of its municipalities. After the demonstrated successful use of the initial set-aside, the COG may access additional funds, depending on availability, on a unit-by-unit basis from the ESFRLP2020 loan pool.

The major requirements to be eligible for ESFRLP2020 assistance are: 
  1. The home must be located in Vance County/Person County.
  2. The home must be owner-occupied. Ownership is defined as having an executed Deed of Trust giving fee simple or 99-year leasehold interest. Rental units are not eligible.
  3. Site built and off frame modular units will be eligible for consideration. Manufactured housing is not eligible for assistance.
  4. The house must have a full-time household member who is an older adult (age 62+), disabled or a Veteran or a household with a child under the age of six whose health is threatened by the presence of lead hazards.
  5. The gross annual household income must not exceed 80% of the area median income for Vance County.
  6. The property cannot have been repaired or rehabilitated with public funding of $30,000 or more within the past 10 years.
  7. The cost of rehabilitation cannot exceed the ESFRLP2020 Program Guideline limit of $30,000.

Homeowners must return: 
1) Their application for the property requested to be rehabilitated, 
2) A copy of the deed for said property, and 
3) Income documentation for all members of the household.  

Applications should be returned as soon as possible, but no later than November 2nd at noon to the Kerr-Tar Regional Council of Governments, PO Box 709, Henderson, NC 27536 or to 1724 Graham Avenue, Henderson.

All activities under ESFRLP2020, including rating and ranking applications, inviting bids, selecting contractors and resolving complaints, will be conducted in a fair, open and non-discriminatory manner, entirely without regard to race, color, religion, national origin, sex, familial status and disability.

New Contract Staff: Frank Frazier
The Planning Department is pleased to announce the addition of Frank Frazier. Frank will be serving as the COG's Zoning Administrator for the Town of Bunn. Frank comes to the COG having worked in local government for 35 years, most notably as Henderson's City Manager. Frank was the recipient of the Outstanding City Manager Award at the COG's 2019 Annual Banquet. If Frank can assist your community with any programs or projects, let us know. Please welcome Frank to the COG!
Fall 2020 Application Training for Funding
Build the skills you need to successfully complete your funding application! The Division of Water Infrastructure in the NC Department of Environmental Quality announces training for the Fall 2020 funding round for those who submitted applications by April 30, 2020 or Letters of Intent to Apply (LOIA) by June 17, 2020. Funding offered this round is available through the Clean Water State Revolving Fund (CWSRF), the Drinking Water State Revolving Fund (DWSRF), the Additional Supplemental Appropriations for Disaster Relief Act 2019 (ASADRA), the State Reserve Program, the Asset Inventory and Assessment grant program, and the Merger/Regionalization Feasibility grant program.

All applications must be received by the division no later than close of business on Wednesday, September 30, 2020. Application training for the following funding programs will be offered virtually August 11-14 on three different dates. Application materials will be available on the division website before training begins, or by going HERE.

All training times will be from 9:00 am through 12:00 pm. Please note the following:

  • Space is limited at each time to 30 slots
  • Please RSVP to Jennifer Haynie at jennifer.haynie@ncdenr.gov (919-707-9173) at least one week prior to the training event you plan to attend. Upon receipt of your RSVP, you will receive a WebEx invitation to the appropriate training. Please do not share this link with others so that we can keep numbers on each session small.

Help North Carolina Stay Connected with Better Broadband
Secretary of NC Department of Information Technology (NCDIT) and State Chief Information Officer Tracy S. Doaks are urging the public to participate in the new North Carolina Broadband Survey, launched by the NCDIT's Broadband Infrastructure Office.

"Reliable internet access is crucial for getting North Carolina back on its feet so that students can learn, teachers can teach, businesses can grow and communities can connect," said Secretary Doaks. "As communities begin to survey their citizens, we will gain a better understanding of North Carolina's internet speeds and need, which is critical for building strategies to achieve affordable broadband access for all."

The five-minute survey was created in collaboration with the Friday Institute at NC State University. The survey can be taken online for users with Internet access or by phone for users without service. This survey is available in both English and Spanish.

Information gathered using the survey will be used to provide context to the state's broadband picture, guiding funding opportunities through North Carolina's Growing Rural Economies with Access to Technology (GREAT) grant program, informing research and policy recommendations, and supporting strategic targeting of additional funding channels.

Residents without Internet service may dial 919-750-0553. Governor Roy Cooper has made expanding broadband access a priority with the goal of affordable access for all North Carolinians.
Don't Plant Unsolicited Seeds
North Carolina residents who have received seed shipments that they did not order are advised not to plant these seeds because they could be a pathway for introduction of invasive species, insects and plant diseases. The North Carolina Department of Agriculture and Consumer Services has been contacted by numerous people who have received the seeds, which are likely the product of an international internet scan known as "brushing."

This type of international shipment of plant material is unlawful and NCDA&CS asks anyone who received one of these unsolicited foreign shipments to save the contents along with all shipping labels and contact the Plant Industry Division at 1-800-206-9333 or email at newpest@ncagr.gov. Plant Industry staff will contact you to gather information and pick up the package.

North Carolina residents are not in violation of any regulations if they received these shipments, but they are the key to identifying and stopping future shipments.
Free Face Coverings & Hand Sanitizer for Farmers
North Carolina Cooperative Extension in Franklin County has face coverings/masks and 8 ounce bottles of hand santizer for farmers and farm workers. If you are in need of these items, please call the Franklin County Extension Office at 919-496-3344 to make an appointment to pick up these items.

Let other farmers know that these supplies are available for free for farmers and their workers. When you call, please provide:

  • Your name
  • Your phone number
  • Number of masks you're requesting
  • Number of bottles of hand sanitizer you're requesting
  • Date and time of pickup

Your kit will be prepared in a bag for easy pickup inside the foyer of the Agricultural Services Center.

The North Carolina Department of Health & Human Services (NCDHHS) is taking further action to prevent and respond to COVID-19 outbreaks among the agricultural workforce, delivering critical personal protection equipment for use by agricultural workers across the state.

Farm workers are deemed an essential workforce and it is imperative that people who cultivate and harvest North Carolina's wide variety of crops are protected. To support prevention efforts that are proved to help reduce the spread of COVID-19, NCDHHS is implementing its plan this week to deliver over 900,000 masks and other infection control supplies to North Carolina Cooperative Extension County Centers across the state for distribution to farms and agricultural operations. In addition to masks, the deliveries included hand sanitizer and cloth face coverings for workers to take home.

Thirty one counties have been selected to receive the first delivery, including: Alamance, Alleghany, Ashe, Avery, Bladen, Columbus, Cumberland, Duplin, Durham, Edgecombe, Forsyth, Franklin, Granville, Greene, Guilford, Harnett, Henderson, Johnston, Lee, Lenoir, Lincoln, Martin, Mecklenburg, Nash, Pender, Pitt, Robeson, Sampson, Wake, Wayne, and Wilson.
Economic Development Training & Resources
A new partnership aimed at providing cities and towns with economic development training and resources has been introduced by the North Carolina League of Municipalities. LEVERAGE NC will provide cities and towns statewide with the tools needed to strengthen local economics and support enhanced business opportunities. A series of educational resources will be scheduled throughout the next year focusing on post-COVID-19 development, funding and partnerships, organizational development, project development post disasters, and strategic development for a new normal. Please reference the PRESS RELEASE for additional information on this new initiative. In order to meet the needs of each community, the League is requesting communities complete a brief survey. The information collected will help prioritize and create meaningful educational content.

LEVERAGE NC was formed as a partnership between the NC League of Municipalities, the North Carolina Department of Commerce, the North Carolina Department of Natural and Cultural Resources, and the North Carolina Downtown Development Association.
NC Schools GO Outside
The North Carolina Schools Go Outside (GO) Grant is open to any NC K-12 school, including private, charter and home schools to offer students opportunities to explore and learn in a hands-on environment. GO Grants allow schools to bring learning outside of the classroom and into the natural environment. Grant applications are available for either on/off campus field trips and on-campus structures or equipment. Grans are reviewed and evaluated by the North Carolina Outdoor Heritage Advisory Council. Schools are eligible to receive one grant per class/grade per year.

KTRPO TAC/TCC Meeting Update
The KTRPO TAC/TCC meeting for July was held on Thursday, July 30th, from 3:00-5:00 p.m, via Zoom. The TAC and TCC approved the final list of highway projects to be submitted for the Kerr-Tar Region for Prioritization 6.0. Projects in all modes will be available for public review on the Kerr-Tar website. The next KTRPO TAC/TCC meeting will be held on Thursday, October 22nd, from 3:00-5:00 pm via Zoom.

Workforce Development
Virtual Hiring Events
The NCWorks Career Center in the Kerr-Tar Region hosted three Virtual Hiring Events the week of July 20th. The career center staff promoted these events on the NCWorks site and on various social media sites. Staff presented information on Mako Medical and Nugget Comfort. These companies are rapidly expanding in our region and have multiple openings. NCWorks created an event on Facebook which included a link to NCWorks' calendar where customers were able to register for the event. The posts were shared many times with the community by followers of the Facebook page.

Seventeen customers registered for the Nugget event and thirty-six customers registered for the Mako event. Six customers followed up to apply at Nugget. Four were interviewed and three were accepted for employment, pending reference and background checks. Several attendees reported that they had applied to Mako after the hiring event.

The career center also hosted our first virtual Workforce Innovation and Opportunity Act (WIOA) orientation on July 23rd with a focus specifically on available CDL trainings. A total of ten customers attended the event. Vance-Granville Community College and Carolina Trucking Academy were two of the partner training providers that were highlighted. Information about the career center and the various other services offered to job seekers and employers was shared by career center staff.

The career center staff guided attendees through the new virtual enrollment process. They were provided with information on what documentation they would need to present to career advisors to complete a WIOA intake. A question and answer portion concluded the session. After customers complete orientation, they will follow up with career advisors to complete their enrollment.

At the Career Center, the implementation of these virtual events has been a success. Not only are these events going smoothly, but the preparation and follow up have been going well. Clients are getting involved with the program and connecting with local employers. The team is looking forward to future implementation of this virtual system to keep assisting job seekers, employers and training providers in the Kerr-Tar Region.

NCWorks Success Story
Often times, community college students are faced with unexpected financial emergencies such as childcare, vehicle repairs and expenses, or healthcare costs that halt or delay their completion of education. On July 12, 2018, Governor Roy Cooper announced the Finish Line Grants program to monetarily assist community college students with these unexpected financial emergencies, who had completed at least 50% of their education/training.

The Kerr-Tar Council of Governments Workforce Development Board received a Finish Line Grant from the NC Division of Workforce Solutions beginning in Program Year 2018 to assist those students with emergency situations at Piedmont Community College and Vance-Granville Community College. From September 2019 through June 2020, this grant has assisted fourteen students, totaling approximately $7,800. This initiative will be continued for the next program year in an effort to serve even more students.

Ms. Kierra Snipes came to NCWorks looking to overcome personal circumstances and to continue her pursuit in nursing at Piedmont Community College. Ms. Snipes was a recipient of the Finish Line Grant which provided her the assistance she needed to complete her degree in nursing. Upon graduation, Ms. Snipes passed the State Board Exam for Registered Nursing and is now employed by Duke Region Hospital as a Registered Nurse in the intensive care unit making over $20.00 per hour. 

Similarly, Ms. Morgan Zizi was also pursuing a nursing degree and needed assistance in order to continue her education. Ms. Zizi was a recipient of the Finish Line Grant as well, which allowed her to continue her education uninterrupted. She also graduated from Piedmont Community College, passed her State Board Exam for Registered Nursing and is now making more than $20 per hour working as a Registered Nurse with Thrive, which is skilled pediatric care. 

Because of funding that NCWorks was able to provide, these two PCC graduates are now working in successful careers in their field of study.

New Staff Member: Beth Davis
Beth Davis is the new Regional Engagement Specialist for the COG. She will be responsible for development of outreach materials and strategies to increase exposure, broaden programmatic reach, and deepen the impact of Kerr-Tar COG’s programs within the region. Beth has much experience in marketing and communications most recently with Roxboro Broadcasting Company as a Sales and Marketing Representative. Prior to working at Roxboro Broadcasting, she served as a 4-H Extension Agent for 12 years. Beth is a graduate of NC State University and currently lives in Person County. Please welcome Beth to the COG!

It's true that 2020 has been a remarkable year in so many ways, and the time has come to recognize the remarkable efforts of our community leaders with the Kerr-Tar Regional Council of Governments Annual Awards. While this year's annual banquet will look quite a bit different, the 2019-2020 year, more than any other year, cast a spotlight on the dedication and commitment of the team in Region K.
