I want to thank all of you that have contacted me or the 3rd Ward office to provide feedback, voice concerns or offer suggestions regarding issues that are affecting your families, neighbors and loved ones. We are going through unprecedented times having to endure both a deadly public health crisis as well as civil unrest not seen in the country in over 50 years. Many of you have complained about illegal pop up parties, an increase in illegal drug activity, and reckless motorcycle gangs. No matter the present circumstances - this is never acceptable and as the Alderman of the 3rd Ward I will always fight on the side of my constituents.
While I am fully aware of most of the issues that are bought to my attention, understanding specific concerns and details are extremely critical in helping find resolutions or at least workable solutions. Those details are crucial and extremely helpful when I speak to the 3rd Ward District Commanders and other supervisory police personnel to help direct resources, elevate the level of attention, and create a plan of action. Specifically, in response to some of the recent complaints I have received - below find details on the steps currently underway to address those issues.
Motorcycle Gangs Traffic Disruption
- Convened a group of other affected Aldermen (King, Reilly, Hopkins, Smith) to collectively address this public nuisance and safety hazard
- Strategically installed motorcycle license place cameras to identify offending riders
- Advocated to allow CPD to resume impoundment of motorcycles
- Installed license plate reader and surveillance cameras
- Sponsored two City Council resolutions requiring CPD to present a comprehensive plan of action for motorcycle nuisance enforcement to the City Council
- Required Reexamination of CPD policies and procedures including no chase edict
- Sponsoring a second City Council hearing, possibly in September in the Committee on Public Safety, to hold CPD accountable for elements of their comprehensive plan
Illegal Pop up Parties
- Considering legislation to strengthen rules regulating short term rentals (i.e. Airbnb, VRBO)
- Advocating for faster CPD response to parties in progress coupled with more engagement and controlled dispersal
- Monitoring of Social Media sites to identify planned parties and gathering
Illegal Drug Activity
- Continue to provide CPD (anonymously) with intelligence provided to the Ward office.
- Host positive loitering events to problem areas to display community strength and energy.
- Work with private landlords, CHA to identify and evict tenants engaged in illegal activity.
- Advocate for more active and responsive engagement by CPD in addressing problem areas.
As I mentioned in the opening, I know and understand that we are undergoing a period of significant strain. The above is by no means a comprehensive list of the issues facing the Ward, but rather an update of some of the actions that my office has taken towards recently expressed concerns. Chicago Airport Restrictions
O'Hare and Midway International Airports are open only to those with a ticket or with airport business. Only airline passengers, persons assisting passengers, and authorized personnel are allowed to enter the airport. The airport terminals are closed to the general public 24 hours a day, 7 days a week. COVID-19 Rental and Mortgage Assistance
The City of Chicago has added an additional $33 million to assist renters and homeowners struggling to meet their housing payment responsibilities due to the COVID-19 pandemic. To access this program, a
new online portal
has been created. The portal is designed to serve as an all-in-one platform where people can apply for grants through four programs: the Department of Family and Support Services' (DFSS) Rental Assistance Program, the Department of Housing's Covid-19 Housing Assistance Grants, the Department of Housing's Mortgage Assistance Program, and the Illinois Housing Development Authority Statewide Housing Assistance.
Applications will be accepted now through Monday, August 10, 2020 - 11:59 pm. Residents can apply online through the
Chicago Housing Assistance Portal or in person at one of the City's community service centers listed in the link below.
Assistance from all programs is expected to be awarded throughout August and September. Rental assistance funding through the online portal will be awarded by a lottery system. For questions regarding the program, please contact one of the
DFSS Community Service Centers.
Property Tax Virtual Town Hall with Alderman Dowell and Treasurer Pappas
On July 28th, Alderman Dowell held a virtual town hall featuring Cook County Treasurer Maria Pappas where the Treasurer presented
information
on
various property tax relief programs available to Chicago property owners. This included how to
lower your property tax bill, apply for missing exemptions, waive interest
fees on late payments, and postpone the tax sale.
In addition, Treasurer Pappas discussed the disparity between Black and non-Black communities when it comes to properties subject to the annual tax sale of delinquent properties. As a remedy to the problem, Treasurer Pappas created the Black Houses Matter program. Black Houses Matter is an effort to draw people to the Treasurer's website at
cookcountytreasurer.com to apply for property tax exemptions and to find out whether or not they are among thousands of people in the county who are owed tax refunds because they overpaid their property taxes in the past.
If residents are due for a refund, they can apply online and can expect to receive their money in four-to-six weeks.
This is a particularly important tool for seniors who may not realize they can wipe out their taxes by taking advantage of the homeowner's exemption, the senior citizen's exemption or the senior property tax freeze. A full recap of the town hall meeting can be found by clicking here.
Alderman Dowell Hosts COVID-19 Testing at PGS
An excellent turnout for Alderman Dowell's COVID-19 testing event on Monday, July 13th at Paul G. Stewart (400 E. 41st St.). Thanks to Howard Brown Health Center for the testing kits and State Representative Lamont Robinson for co-sponsoring this health event. During the event 245 residents were able to be tested!
1919 Chicago Race Riot Bike Tour Rides
Through Bronzeville
The 2nd Annual Chicago Race Riot 1919 bike tour was held on Saturday, July 25th. Hundreds of participants visited sites in Bronzeville and Bridgeport to remember and discuss the city's worst incident of racial violence. Bravo to the commemorative tour organizers Franklin Cosey Gay, Peter Cole, Syda Segovia Taylor and others. A truly inspiring and poignant event. With everything the city and country are going through right now, it is so important to remember the struggle and lessons learned from the 1919 Chicago Race Riots today as ever.
CPS Releases Preliminary Framework for Reopening Schools
Chicago Public Schools (CPS) released its
Preliminary Reopening Framework that outlines the district's current approach to bringing students back to classrooms if it is safe to do so on September 8th. The district's framework utilizes a hybrid learning model, where most students will learn from home and attend school a limited number of days per week, as long as it is considered safe to do so based on latest data from public health officials. In alignment with guidelines from the Illinois State Board of Education (ISBE), which encourages schools to provide in-person learning opportunities, the district's hybrid approach would allow for a potential return to in-person instruction while limiting the number of people in school buildings to mitigate the spread of COVID-19.  Bronzeville Mural at the ComEd Microgrid
Thanks to Gallery Guichard's Andre and Frances Guichard, artists Sean Warren and Rahmaan Statik for their brilliant and uplifting work on the new mural that adorns the ComEd Microgrid on the 3800 block of South Michigan Ave. Mural installation was completed in late-July.
The ComEd Microgrid is one of the first community microgrids in the country and provides increased reliability and supply of power to residents and businesses within the grid's service boundaries. We innovate in Bronzeville!
Hadiya Pendleton Park Clean Up 
The Hadiya Pendleton Park Advisory Council had a Clean Up the Park Day with Voter Registration and Census Takers at the park (4345 S. Calumet Ave.). Kudos to PAC President Robin Pettit and her team!

 Alderman Dowell Joins Prayer Vigil at 51st St. and Calumet Ave.
Prior to the 4th of July holiday weekend, a prayer vigil was held at 51st St. and Calumet Ave. to proclaim that there will be no blood shed in our community and city over the long weekend. Thanks to Pastors Moodie, Tidwell, and Goggins, and Ministers Thomas L. E. Stovall and Bamani Obadele for the words of comfort and hope. 2nd District Commander Joshua Wallace, Officer Denise Gathings and staff of Acclivus supported this effort with their presence. Community members showed up and the young men on the block did a great job cleaning up. Hot dogs, cookies and water capped off the evening gathering.
Alderman Dowell Co-Sponsors Senior Safety Ordinance
Alderman Dowell was a co-sponsor of the Senior Safety Ordinance which requires: twice a week wellness checks, frequent cleaning of senior buildings, and PPE for all staff for all buildings with 24 or more units that house tenants 55 years of age and older. The guidelines are mandatory during public health emergencies, including COVID-19, declared by the Governor, Mayor or County Board President. Kudos to 49th Ward Alderman Maria Hadden and the Jane Addams Senior Caucus who crafted the ordinance. This ordinance will have a major positive impact on the thousands of senior residents of the 3rd Ward.
MBE/DBE Ordinance by Alderman Dowell Passes City Council
In July, the City Council approved an ordinance authored by Alderman Dowell to expand Minority Business Enterprises/Disadvantaged Business Enterprises (MBE/DBE) reporting to make it easier for companies to choose an MBE/DBE certified business that best reflects the community where the project is located. In short, the ordinance requires the Department of Procurement Services to list the specific MBE/DBE certification of the company (African American-owned, women-owned, Hispanic-owned, etc.) on the MBE/DBE website. Previously, the category of MBE/DBE certification was not listed so there was no way to know if the company hired truly reflected the community.
Alderman Dowell Continues to Address Dangerous Motorcycles
In City Council, Alderman Dowell has approached the issue of dangerous motorcycle riding in a couple of notable ways. First, she authored a resolution concerning the Chicago Police Department and Office of Emergency Management's plans for stopping dangerous high speed and large group motorcycle riders, and the performing of motorcycle tricks on city streets. Second, at Alderman Dowell and her colleagues request, the City Council Committee on Public Safety hosted a hearing on the issue featuring the Chicago Police Department Bureau of Patrol Chief Fred Waller, Commander Sean Loughran and OEMC Executive Director Rich Guidice.
Throughout the warmer months in Chicago, large groups of individuals riding motorcycles swarm area highways and residential streets, speed through the neighborhood, perform tricks and cause large disruptions. This is a safety issue not just for the riders but for other people on the street who are endangered by these practices.
Alderman Dowell Votes No on Fair Notice Ordinance
Alderman Dowell recognizes and agrees that tenants deserve to be given fair notice of lease non-renewal or eviction, and that there is a need for additional protections for renters dealing with the economic impact of the pandemic. To that end she remains committed to providing these additional protections in future ordinances. However, Alderman Dowell could not support the Fair Notice ordinance as presented to aldermen and passed by City Council, because of the detrimental effects it would have on homeowners who rent a small number of units, and the overly long 120 day notice requirement. These small neighborhood landlords work on very limited margins with almost no cash reserves, and forcing them to forgo many months of rental income endangers the entire property, a property many of these landlords also live in. Furthermore, small landlords make up the bulk of rental units in the 3rd Ward, which means the ordinance would have an outsized negative affect on ward residents.
Class L Tax Incentive for Motor Row Hotel Passes City Council
Alderman Dowell shepherded the passage of a Class L tax incentive for the property located at 2300 S. Indiana Ave. in the 3rd Ward. The tax incentive will allow for the long-vacant building to be rehabilitated into a 200-key hotel with first floor retail.
The Class L property tax classification encourages the preservation and rehabilitation of certain historically and architecturally significant buildings, or buildings in historic districts, which will enhance the general character of real estate in the city and contribute to the economic well-being of the city.
Mandatory Arbitration Decision with Police Sergeants, Captains and Lieutenants Handed Down by Judge
As part of the mandatory arbitration process called for as part of the collective bargaining agreement with the police union that represents Sergeants, Captains and Lieutenants, a judge ruled that the following changes to the police contract must occur:
- Ends the ban on anonymous complaints after 40 years
- Ends requirement to destroy disciplinary records
- Broadens the use of disciplinary records
- Allows CPD to recognize officers who report misconduct
- Removes technical barriers to officer interrogations
- Permits investigators to note on record when officers consult with counsel
- Delays disclosure of the identity of the complainant if known
- Puts in place controls and restrictions of second jobs held by police officers for the first time
These are historic changes that can materially change policing in Chicago, especially if these requirements are applied to the union contract with the Fraternal Order of Police. Financial issues with the union were previously resolved in 2019, the bargaining issues in question were solely issues of police conduct, policy and procedure. However, these are precisely the issues that need to be reformed if the City is truly going to change the way policing is practiced in Chicago. The judge's ruling is an important step in the overall police reform process.
Updated information on CN's State St. and CTA Alley Bridge Work
From August 3-9, CN will continue its work on the State Street bridge with the focus shifting to the installation and construction of the new steel spans.
Overall, the work and process at State St will include:
- Monday - Erection of a crane and delivery of bridge span.
- Tuesday - Bridge construction will begin.
- The remainder of the week will be spent installing the span.
- Starting on August 3 at 7:00 AM, both north and southbound lanes will be closed to vehicular and pedestrian traffic.
- Local street/sidewalk closure signs, changeable message signs will be posted throughout the area.
- Access to local businesses and residences will be maintained.
- Vehicular Traffic Detour: Northbound and southbound traffic, and the sidewalks of State Street will be closed to through traffic. Traffic will be detoured at Roosevelt Rd. and 18th Street to Wabash Ave. or Clark St.
After the span construction is complete on August 9th CN will only need outside single lane closures at the State St. location from August 10th to August 30th.
The process at the CTA alley bridge will include:
- The demolition will occur with sporadic interruption to local traffic before August 12th. Limited access to the alley will occur on August 12th from 9:00 AM to 5:00 PM for the steel erection of the new span.
- The only time there will be "no access for traffic" is when the hoisting equipment is driving down the alley from 14th Street (estimated as 2 hours after the truck arrives. Arrival estimated at 9:30-10:00 am). Otherwise, the alley will be accessible from the north or south alley entrance.
- Community notices of these activities will be distributed door-to-door in the area.
47th St. and Princeton Ave. Construction Notification
Crown Castle is working on 47th St. and Princeton Ave. to build up their infrastructure in order to bring advanced fiber technology to the area. Construction will begin Wednesday, August 5th and will end Friday, August 14th, weather permitting. Please call the 3rd Ward Public Service Office at 773-373-9273 if you have questions.
Arterial ADA Ramp Improvements -
Cermak Rd. from King Dr. to Clark St., Clark St. to Halsted Ave.;
Archer
Ave. from State St. to Cermak Rd.
Construction for project listed above began on July 24th (Cermak Rd.) and July 26th (
Archer
Ave.). The start of the layout and marking of the removals is underway. Prior to the start of the demolition portion of the project, traffic control and signage will be set up to warn the public. G & V Construction Co, Inc. is the general contractor for this project and Engineering Services Group is providing resident engineering services for the Chicago Department of Transportation.
Work will include ADA sidewalk improvements, curb and gutter removal and replacement, pavement milling, structure adjustments, asphalt paving and striping.
During construction, temporary "No Parking" signs will be periodically posted as required for each activity listed above. These temporary signs will restrict parking during work hours, while adhering to rush hour restrictions, for the completion of the work. Overall, in the city there are approximate 2000 ramps in total being constructed in this project with the completion date set for Nov 29, 2020.

Divvy Bike Update
In partnership with the City's system sponsor, Lyft, a major expansion and technology upgrade for the City of Chicago's Divvy Bike Program has begun. New Divvy stations are being deployed to cover the Far South Side in 2020 --the first of three phases that will reach all 50 wards in 2021. Starting Wednesday, July 29, Divvy will begin deploying e-bikes that let riders go further and faster, at pedal assist speeds up to 15 mph. New lock-to, dockless technology will give riders more choices and more access to their destinations, whether it's work, school, shopping, or play. E-bikes will be rolled out in small batches, 3,500 will be added this summer/fall, increasing to a total of 10,500 by spring 2022.
Key points about the Divvy program in the 3rd Ward:
- No new Divvy stations are planned for the 3rd Ward this year, but residents will have access to the new black e-bikes.
- The new, black, Divvy e-bikes can dock in the traditional Divvy stations, however they are outfitted with a cable lock that lets them lock at standard bike racks, or anywhere that a bike can be legally parked.
- Residents can call 311 to report misparked Divvy bikes (e.g., blocking sidewalk). The Divvy operations team will be automatically notified, and is required to correct misparked bikes within 2 hours. The fastest way to address any misparked bikes will be to call 311, this also enables CDOT to track issues and hold Lyft accountable.
- To supplement bike parking resources, CDOT is installing hundreds of bike parking racks across the City.
- Divvy is piloting a new, lightweight "e-stations" design in 2020 to provide Divvy parking and mitigate clutter. E-stations will become a new core component for Divvy service, alongside the traditional Divvy stations that you know.
- CDOT recently announced that the e-bikes will have a different pricing structure from the classic pedal bikes, please go to www.divvybikes.com for details.

South Loop Event Parking Restrictions
Parking restrictions are in place for the South Loop from Roosevelt Road to Cermak Rd. from Lake Shore Drive to Clark St. during all Chicago Bears football games and many other Soldier Field events.
Wintrust Arena events have been removed from the parking restrictions. Vehicles parked in the South Loop without a valid South Loop Event Parking Pass, South Loop Event Guest Pass or Residential Permit Parking pass (for Residential Permit Parking Streets ONLY) are subject to ticketing or towing.

City E-Waste Collection Program
The City of Chicago has made its residential electronics recycling program easier and more accessible than ever. Items such as computers, televisions, VCR/DVD players, video game consoles, portable digital music players and more can be recycled at one of the City's drop off locations between April 1st and December 30th. Peoples Gas Bill Payment Assistance Program
Peoples Gas has committed $12 million in additional assistance for customers. The program launched on July 6, 2020 providing residential heating customers who owe money on their Peoples Gas account who also have received a Low Income Home Energy Assistance Program (LIHEAP) or Share the Warmth grant since October 2019 a Bill Payment Assistance Program (BPAP) grant towards their natural gas bill. A credit up to the amount of the customer's debt, or $500 - whichever is less - will automatically be applied to the customer's account.
Eligible customers who have not yet applied for
LIHEAP or
Share the Warmth grants are urged to do so, as they may also receive a BPAP grant. Additionally, a customer whose account remains behind in their payments after all credits have been applied should contact Peoples Gas at 866-556-6001 to set up a payment plan.
CVLS Offers Free Help for Homeowners Who Need Mortgage Relief Under CARES Act
The federal Coronavirus Aid, Relief, and Economic Security Act (CARES Act) allows struggling homeowners who have federally-backed mortgages to pause mortgage payments for at least six months and up to one year. Once payments resume, lenders must review the homeowners for a range of payment options, including loan modifications. The Act also freezes foreclosure actions in court.
A homeowner must ask the bank for this relief while the President's disaster declaration is still in effect. Most people don't know about the program and time is of the essence.
Chicago Volunteer Legal Services has created a simple step-by-step tool to help homeowners find out if they are eligible for this relief and to how to request it. Instructions, form letters, and links to helpful sites and FAQs are free and available to anyone on CVLS' website at

UChicago's Community Programs Accelerator strengthens South Side nonprofit community organizations and leaders through increased capacity building, technical assistance, and access to other University resources. MWRD Accepting Green Infrastructure Project Applications
The Metropolitan Water Reclamation District of Greater Chicago
(MWRD) is accepting project applications for partnership funding opportunities.
MWRD seeks to partner with local municipalities and public agencies to install green infrastructure (GI) throughout Cook County. Submitted applications will be evaluated based on the engineering effectiveness of the GI practices among several other criteria. Responsibilities of selected applicants will be defined through an intergovernmental agreement (IGA) with the MWRD. The submission deadline for the application is August 30, 2020 at 11:59 PM CDT. O'Hare and Midway Concession RFPs
The Chicago Department of Aviation (CDA) has issued two (2) Concession RFP's (Request for Proposals) on their website www.FlyChicago.com.
The first RFP will be for O'Hare International Airport and is seeking to identify qualified businesses to lease, finance, construct and operate: a) Alternative Mobile Electronic Self Ordering and Delivery Service; b) Automated Self-Checkout Micro-Marts; and c) Automated Retail, Food and Services. These services would allow customers to utilize mobile ordering and automated vending to purchase food & beverage and retail products from any and all concessions at O'Hare, both in-person and remotely.
The second RFP is for Midway International Airport and is seeking to identify qualified respondents to install and operate a Luggage Cart Rental Concession for short-term rental by passengers and visitors.

1st Police District Community Beat Meetings will tentatively resume in August starting with the 20 Sector on August 12, 2020 at 6:30 PM. The 30 Sector Beat Meeting will follow on August 18, 2020 at 6:30 PM. Both will be held in the community room at 1718 S State.

7th Police District Community Beat Meetings will be held following CDC guidelines and social distancing requirements. Beat 711 is scheduled for August 25th at 5:00 pm at the Primo Center.
9th Police District Community Beat Meetings will tentatively resume in August. In person attendance will be capped at 20 people and a Zoom link for virtual attendance will be made available prior to the meeting. Contact the 9th District at 312-747-3501 for details. Beat 915 will be held August 11th from 6:30 pm to 7:30 pm at the 9th District Station, Beat 924 will be held August 4th at 6:00 pm at Davis Square Park, Beat 931/933 will be held August 13th at 6:00 pm at Cornell Square Park, Beat 925 will be held August 19th at St. Gabriel's Church, Beat 934/935 will be held on August 18th at 6:30 pm at Sherman Park.
