~ INTERPRETIVE OPINION ~
DCAB Docket 2020-01
Section 103-50, Hawaii Revised Statutes, authorizes DCAB to issue interpretive opinions. An Interpretive Opinion clarifies an accessibility guideline, which then becomes applicable to all projects covered by §103-50, HRS. The Standing Committee on Facility Access took action on the following in fiscal year 2020-2021.

INTERPRETIVE OPINION 2020-01: At residential dwelling units with mobility features, is an exterior balcony/lanai/patio considered a room and therefore subject to the turning space requirement in ADAAG 809.2.2?

RULING: ADAAG Section 809.2.2 Turning Space
Where balconies/patios are provided at residential dwelling units with mobility features, the portion(s) of the balcony/patio which is/are below an overhang supported by fin walls or columns/posts shall be considered an exterior room/space and the requirements of ADAAG 809.2.2 shall apply. Where the door(s) leading to the balcony/patio is intended for user passage, the applicable requirements of ADAAG 404 shall apply. [Ruling: 09/03/2020](Auth and Imp: HRS §103-50)

DCAB's doors are open, with visitor protocols in place.

Visitor Protocol Reminders

To ensure everyone is healthy and safe, we will continue to adhere to the visitor protocols presently in place. If you plan to visit the office, please observe the following protocols:

  • Masks are required upon entry into the Kamamalu Building and DCAB office.
  • Appointments are encouraged.
  • Sign in with security in the lobby before entering our office.
  • For walk in assistance, sign in on DCAB's visitor log sheet.
  • Temperatures will be taken upon arrival into our office. (For the safety of others, any person with a temperature of 100.4°or higher will not be allowed to remain in the office.)
  • Be seated in the waiting area located in the lobby for further assistance.
  • Social distancing of 6 feet between one another.
  • Visitor Protocols are subject to change as we monitor the COVID-19 pandemic.

Panel Discussions:
Self-Service Transaction Machines (SSTMs)

The U.S. Access Board hosted panel discussions on access to self-service transaction machines (SSTMs) as part of its virtual Board meeting on May 19. One panel addressed usability issues and barriers that people with sensory, cognitive, physical, or multiple disabilities encounter using kiosks, point-of-sales machines, and other SSTMs. A second panel discussed efforts by research and industry to improve access to SSTMs.
