Dr. Sean Dugan
|
|
We are excited Dr. Sean Dugan will be joining us for our next advanced course. He brings a wealth of experience. For this course, we will have a special focus on pediatric strangulation and Traumatic Brain Injury. Find out how Dr. Dugan is able to use his diagnosis of a TBI to help victims and prosecutors.
Dr. Dugan is a Board Certified Pediatrician, Fellow of the American Academy of Pediatrics, Credentialed Adult/Pediatric Forensic Medical Examiner, General Child Abuse Pediatrician, and Director of Forensic Services of the Shasta Community Forensic Care Team. He is Medical Director of the California Clinical Forensic Medical Training Center (CCFMTC) and an instructor for both adult and pediatric Sexual Assault Forensic Examination (SAFE) training courses. He has been working full time at Shasta Community Health Center in Redding, CA since 2012. His areas of expertise include Child and Family Maltreatment, ACEs, Physical/Sexual/Emotional Child Abuse and Neglect, Domestic Violence, Strangulation, Traumatic Brain Injury, Elder Abuse, and Human Trafficking.
After taking charge of the pediatric sexual assault medical team in 2016, Dr. Dugan founded the SCAN (Suspected Child Abuse or Neglect) program in 2017. He authored the SCAN policy that was implemented at many hospitals and clinics across the north state. Dr. Dugan expanded the program to include adults in 2019 and is the founder of the Shasta Community Forensic Care Team. He is a founding member of the Children's Legacy Center, the first Child Advocacy Center in Shasta County. He is the Board Chair of Pathways to Hope for Children aka the Shasta County Child Abuse Prevention Coordinating Council. He is the founder of the Strangulation/Domestic Violence Clinic at One Safe Place. Dr. Dugan is a member of the Helfer Society and the Medical Advisory Committee for the Training Institute on Strangulation Prevention. Within the institute he has conducted several nationwide and international trainings on Strangulation and Traumatic Brain Injury. Dr. Dugan also serves as the Medical Director for the Siskiyou, Shasta, and Tehama Sexual Assault Response Teams. In 2021, Dr. Dugan received the Neal Snyder Outstanding Service Award from the California Professional Society on the Abuse of Children.

The Training Institute is excited to offer our Advanced Course on Non-Fatal Strangulation Prevention, Class No. 29, in-person in San Diego, CA! Strangulation has been identified as one of the most lethal forms of domestic violence and sexual assault. This training will be provided by the leading experts in America and will be held August 16-19, 2022 with pre-course homework.
The Advanced Course covers:
- The most current research and emerging case law on domestic violence and sexual assault strangulation crimes
- Stranglers, cop killers, and terrorists
- Understanding lethality and the need for training
- A survivor's perspective
- Lessons learned from San Diego
- Anatomy, physiology, medical signs and symptoms
- Long term consequences, delayed death, and fatal strangulation
- Need for imaging and how to advocate for implementation
- The role of all first responders, including dispatchers, paramedics, and crime scene investigators
- Investigative strategies, report writing, and interviewing witnesses and the suspect
- Clinical documentation and the forensic domestic violence/strangulation exam
- Successful prosecution strategies
- New strategies for advocacy and working with traumatized victims
- Screening for traumatic brain injury and medical advocacy
- Development of local experts
- Use of experts in court, including tips for testifying
- Advocating for victim safety from the time of arrest through probation
- Recommendations for probation
- Understanding and integrating ACES and science of HOPE in your work
- Best practices and developing an implementation plan, including a county-wide protocol
Attendees will have the opportunity to:
- Work together as a multidisciplinary team and in affinity groups
- Conduct a risk assessment and develop and advocacy plan
- Read top research, court cases, and review court transcripts
- Apply trauma-informed investigation and advocacy techniques
- Observe a mock direct and cross examination
- Identify experts, practice developing and expert witness and practice cross- examining
- Bring a strangulation case for review by faculty and experts
- Develop strategies for implementing best practices in local communities
- Practice giving a 5-minute presentation on strangulation
- Network with attendees

Our team will evaluate each application to bring a cross-section of professionals to participate in a learning exchange with other experts and trainers. Submitting an application does not guarantee acceptance to the training. We will notify attendees of their acceptance status on or before August 5th.

Alliance for HOPE International is an approved National provider of BRN credits for nurses (Provider #17052). 25.00 hours of Board of Registered Nursing credits are offered with this training for a fee of $30. Upon completion of this training, nurses will be able to:
- Increase understanding of the signs and symptoms of strangulation. Describe the signs and symptoms associated with non-fatal strangulation
- Increase understanding of internal injuries, delayed death and long-term consequences. List several complications and long term consequences from non-fatal strangulation injuries visible or not
- Improve their identification and documentation. Demonstrate comprehensive documentation on a non fatal strangulation case using a case example
- State several specific discharge considerations in patients who present with non-fatal strangulation
Alliance for HOPE International is partnered with the Relationship Training Institute (RTI) to offer Continuing Education (CE) credits with this training for a fee of $30. RTI is approved by the American Psychological Association to sponsor continuing education for psychologists. RTI maintains responsibility for this program and its content. RTI has been approved by NBCC as an Approved Continuing Education Provider, ACEP#6181. Programs that do not qualify for NBCC credit are clearly identified.
