AB: Geothermal Resource Development Rules and Directive 089: Geothermal Resource Development |
Effective as of August 15, 2022, the Geothermal Resource Development Rules and Directive 089: Geothermal Resource Development have been issued to complete the regulatory framework for geothermal resource development. The rules and Directive 089 set out the requirements that industry must follow throughout the entire life cycle of a geothermal development (from initiation through to closure) when developing geothermal resources below the base of groundwater protection.
Manual 012: Energy Development Applications Procedures and Schedules has also been updated with guidance for geothermal applications (wells, facilities, pipelines).

AB: New Edition of Manual 001: Facility and Well Site Inspections |
On August 16, 2022, the AER released a new edition of Manual 001: Facility and Well Site Inspections. Manual 001 is a reference document for AER staff when conducting facility and well site compliance activities. Industry may find it useful as a reference for facility and well site inspections and as a guide to inform their compliance management systems.
The manual is divided into four sections: Gas Facility, Oil Facility, Waste Facility, and Well Site. Within each section, noncompliance statements are provided, along with the relevant regulatory references.

AB: Directive 010: Minimum Casing Design Requirements |
On August 22, 2022, the AER released a new edition of Directive 010: Minimum Casing Design Requirements. This directive sets out the minimum requirements for casing design, developed with input from a technical subcommittee of the Drilling and Completions Committee and the AER’s predecessor (the Energy Resources Conservation Board), which reviewed various technical documents containing information on casing design for sweet, sour, and critical sour wells in the Western Canadian Sedimentary Basin.

SK: Revised Directive PNG034: Saskatchewan Pipelines Code |
On August 3, 2022, a revised version of Directive PNG034: Saskatchewan Pipelines Code came into effect. The revisions require pipeline operators to submit applications for non-routine pipeline abandonments and to notify ER before commencing approved non-routine pipeline abandonment work.
Other changes to Directive PNG034 include:
• New pipeline pressure-testing criteria, including providing ER with two business days’
advance notice prior to a scheduled test;
• A requirement to provide ER with reports on failed pressure test repairs on pipelines;
• The ability for ER to request that oil and gas companies conduct any necessary work
to ensure pipeline integrity

SK: Licensing Requirement for Non-Licensed, Designated Pipelines Pursuant to Reportable Incidents |
On August 5, 2022, Minister’s Order (MRO) 128/22 came into effect. This MRO requires all non-licensed, designated pipelines to be licensed pursuant to an incident reportable under existing rules if certain criteria are met.

SK: Revised Directive PNG017 |
PNG017 establishes a requirement for GOR testing for new non-heavy oil wells within 90 days of a well’s on-production date and annually thereafter. Also qualifying, existing non-heavy oil wells may have their annual GOR testing reduced to once every three years without the need for an application.

BC: Multi-Year Study to Look at Methane Emissions |
The BCOGC in collaboration with the B.C. Government and the United Nations Environment Programme International Methane Emissions Observatory, has initiated a multi-year study to better understand the sources of methane emissions from B.C.’s upstream oil and gas sector. Aerial survey and field work in Northeast B.C. is expected to begin in August 2022 and will survey an area starting south of Tumbler Ridge, extending north to the BC-Northwest Territories boundary.

BC: Participants Sought for Testing Well Decommissioning Submissions |
On August 26, 2022, the BCOGC announced updates to the submission processes for well decommissioning notification and post-job reporting.
The BCOGC is seeking permit holder participation in a test of the enhanced submissions (deadline September 2, 2022).
