AB: Industry-Wide Closure Spend Requirement for 2024
|
Each oil and gas licensee with inactive wells and facilities is required to meet an individual annual mandatory closure spend quota based on your share of the 2024 industry-wide closure spend requirement of $700 million.
Licensee-specific mandatory closure spends for 2024 will be visible by September 28 within OneStop.

AB: Release of the Alberta Capital Cost Index for 2024
|
On July 31, 2023, the Alberta Energy announced Alberta Capital Cost Index (ACCI). The ACCI will be set at 0.90 effective January 1, 2024. As the drilling and completion costs increased during 2022, the ACCI for 2024 has been calculated to reflect the increase.

SK: Submission Penalties for Corporate Health Test and Inactive Liability Reduction Program
|
July 31, 2023: The Corporate Health Test (CHT) and Inactive Liability Reduction Program (ILRP) obligation penalties went live on June 7, 2023. These penalties will be assessed as per the Financial Security & Site Closure Regulations (FSSCR). The obligations will be shadow billed for a period of one year prior to actual billing.
PNG025 Financial Security Requirements outlines the due date for submission of the following: (1) Corporate Financial Information - June 30th of each year, and (2) ILRP expenditures towards Annual Reduction Target (ART) - 90 calendar days following the program year end.
Each submission that is not submitted by the required date is subject to a penalty of $100 per day to a maximum of $20,000.

SK: IRIS - Update to the Well Completion Drainage Area

Functionality has been added to the IRIS “Drainage Unit/Area” tab of the “Well Completion” screen to allow industry users to Report an update to a well completion’s drainage area. This new functionality will be available for six (6) months after the Initial Completion Date of the wells that fulfill certain criteria described at the link below.

SK: IRIS - MPR Functionality
|
On August 30, 2023, MER implemented the Maximum Permissible Rate project into the Integrated Resource Information System (IRIS).
The Maximum Permissible Rate project brings functionality into IRIS that will authorize routine and non-routine applications thereby automating the approval process. This change will replace the current MPR application in IRIS. Applications for MPR are made and submitted directly in the IRIS.

BC: ERAA replaced the Oil and Gas Activities
|
Effective Sept. 1, 2023, the Energy Resources Activities Act (ERAA) will replace the Oil and Gas Activities Act and expand BCER’s responsibilities to include the regulation of hydrogen, ammonia, and methanol. The Application Management System (AMS) has been updated to reflect that change.

BC: BCER Mandate Expand and New Guide for the Security Management Regulation

On Sept. 1, 2023, hydrogen, ammonia, methanol and expanded powers on carbon storage reservoirs were added to the BCER existing mandate on oil, gas and geothermal activities. This was enabled by the Energy Statutes Amendment Act passed by the B.C. Legislature on Nov. 24, 2022 and through Order in Council 464.
