As you’re enjoying the waning days of summer, don’t forget that there are a number of programs that are open now for consideration in meeting your organization’s goals. Alternative and Clean Energy (ACE) Program |
The Pennsylvania Department of Community and Economic Development (DCED) provides grants and loans to promote the development of alternative and clean energy projects, infrastructure associated with compressed or liquified natural gas, and energy efficiency and conservation projects. Businesses, economic development organizations, and municipalities, counties, or school districts are eligible to apply, but projects must not begin before the approval of funding.
Funding is available through grants and loans; alternative energy production or clean energy projects can receive loans up to $5 million or 50 percent of total project cost, whichever is less, and grants up to $2 million or 30 percent of total project cost. There is a matching investment requirement of at least $1 for every $1 of program funds awarded. There is a $100 non-refundable application fee due at the time of submission made payable to the CFA. There is a one percent commitment fee on all approved loans.
Applications are accepted on a rolling basis as loan funds are repaid.

Nonprofit Security Grant Fund Program |
The Pennsylvania Commission on Crime and Delinquency (PCCD) has opened the solicitation for the FY 2024-25 Nonprofit Security Grant Fund Program. The program awards grants for security enhancements designed to protect the safety and security of the users of a facility located in the Commonwealth that is owned or operated by a nonprofit organization.
Eligible organizations are those that serve individuals, groups, or institutions that are included within a bias motivation category for single bias hate crime incidents as identified by the FBI’s Hate Crime Statistics publication.
Grant awards range from $5,000 to $150,000 with a match required for awards over $25,001. The deadline to apply is Tuesday, August 27, 2024 at 11:45 PM.

Wildlife Crossings Pilot Program |
The Pennsylvania Department of Transportation (PennDOT) has launched a competitive grant program which funds construction and non-construction projects to reduce Wildlife Vehicle Collisions (WVCs) by improving habitat connectivity.
Applicants include metropolitan planning organizations (MPOs), units of local government, regional transportation authorities, and special purpose districts or public authorities with a transportation function. Funding may be used for both construction and non-construction projects which address WVCs. Applications must be received by September 4.

Act 152 Blight Remediation Program
The Act 152 Blight Removal Program provides funding for demolition and blight remediation planning. Eligible applicants include municipalities, public authorities, Council of Governments (COGs), land banks, and private developers. While no local match is required for the program, it is encouraged. Individual awards will be capped at $250,000. The program continues to enforce lead-safe demolitions.
Evaluation criteria includes demonstration of a well-defined reuse plan, clustered sites within a maximum of one mile (priority criteria), demolition of any residential, commercial, institutional, or industrial structures within Allegheny County that meets three of the nine blighted conditions as defined by the Commonwealth of Pennsylvania, multiphase blight removal/demolition feasibility plans within areas of high need, and reuse feasibility studies on blighted properties that are included on a municipalities’ demolition list where the municipality shows a significant need for demolition or large-scale development
The deadline to apply for funding is September 13.

Community Development Block Grant (CDBG) Program
The county’s CDBG funding program provides dollars for eligible economic development, municipal public improvements, recreation projects, housing development projects, and programs. Pre-applications and full applications are available on the county’s application portal at https://funding.alleghenycounty.us/
September 13 is the deadline for all public-improvement pre-applications for local units of government, COGs, operating agencies, and non-profit organizations. November 15 is the deadline for full applications from local units of government, COGs, operating agencies, non-profit and for-profit organizations.

Gaming Economic Development Tourism Fund (GEDTF)
Allegheny County Economic Development will be opening the GEDTF application period on August 19. Applications for the program will be accepted until 11:59 PM on August 30. The funding facilitates economic development projects within the county. The program is open to municipalities, authorities, councils of governments, and both non-profit and for-profit businesses.

All proposed projects must adhere to Pennsylvania prevailing wage requirements, specific insurance requirements, and certain procurement guidelines. Applicants will be notified of their award status and the total grant amount awarded with contracting beginning in December, following the Commonwealth Finance Authority (CFA) Board meeting for final approval.
