ESG-CV Application for Emergency Shelter Eligible Activities Now Open
In response to the novel coronavirus pandemic (COVID-19), the U.S. Congress passed the Coronavirus Aid, Relief, and Economic Security Act (CARES Act), Public Law 116-136, in March 2020, which provided a supplemental appropriation of Homeless Assistance Grants under the Emergency Solutions Grant (ESG) Program (24 CFR 576). These funds (ESG-CV) must be used to prevent, prepare for, and respond to COVID-19 among individuals and families who are homeless or receiving homeless assistance and to support additional homeless assistance and homelessness prevention activities to mitigate the impacts created by the virus.

KHC will accept applications from nonprofit organizations and governmental agencies for eligible activities under the Emergency Shelter component (24 CFR 576.102) of the ESG Interim Rule. ESG-CV funds may be used to support eligible activities in existing emergency shelter facilities, facilities used on a temporary basis during the COVID-19 pandemic, and for hotel/motel vouchers. If applicants meet certain threshold requirements, funds can be requested to reimburse costs incurred since March 6, 2020, the date of Kentucky's State of Emergency Order.

This application is for Emergency Shelter activities only. It is not for Street Outreach, Prevention, or Rapid Rehousing activities. Applicants will be permitted to request funds to support HMIS and administrative activities.

Application materials, including the Notice of Funding Availability (NOFA), which will contain submission instructions, have been posted on the ESG page of the Kentucky Housing Corporation's (KHC) website. Per the NOFA instructions, applications must be submitted by 5 p.m. ET Monday, September 14, 2020.

A webinar will be held at 10 a.m. ET Wednesday, August 26, 2020, to discuss the NOFA and to answer applicant's questions. Participation is optional, but registration is required. A recording of the webinar will be posted to the ESG page for applicants unable to participate live.  
Mainstream Voucher Training for KY BoS Referral Agencies
KHC's Housing Contract Administration (HCA) will be hosting a required Mainstream Voucher Program "Housekeeping" training for all Kentucky Balance of State Continuum of Care (KY BoS CoC) referral agencies from 1 to 2:30 p.m. ET tomorrow Thursday, August 27, 2020. The training will be an update on the Mainstream Voucher referral packet,offer clarifications on forms and address issues that HCV staff  are seeing that may require further clarification. Kentucky Renter Help Portal from KEJC
The Kentucky Equal Justice Center (KEJC) has launched the Kentucky Renter Help online tool to help renters, lawyers, and allies in Kentucky take action to help prevent evictions.   
 
Persons facing eviction can use the tool to: 
  • Get connected to their local legal aid organization for more help;
  • Get the contact information for their local court clerk;
  • Get more information about eviction and helpful links; and
  • Generate a document to demand a jury trial (those won't begin until October 1, at least) and other documents to help renters work with their landlord to avoid eviction and contest the eviction in court if they don't have legal assistance.
Attorneys can use the tool: 
  • Sign up to help people facing eviction, or
  • If they have clients facing eviction already, they can use this tool to generate an Answer and Jury Demand, spot issues, and create letter and pleading templates.
The Kentucky Renter Help Portal also provides resources for Kentuckians  who want to help people facing eviction during a global pandemic and economic crisis.
