Edwin King Speaks with WKMS 91.3
KHC's Executive Director, Edwin King, spoke with Murray State's
National Public Radio station, WKMS, about housing investments
in
Kentucky, especially in the western part of the state. Edwin addressed the lack of partners in that region, as well as the need to do more programs like Scholar House and Recovery Kentucky to strengthen the Commonwealth. Both programs provide housing with another component - education in the case of Scholar House, and care for addiction for Recovery Kentucky - that allow for participants to become self-reliant.
Edwin said, "Recovery Kentucky was formed to help people recover from substance abuse which we found leads to chronic homelessness... Those programs throughout the state were really designed to reduce the state's drug problems and resolve some of the state's homeless issues." Edwin explained that he wants KHC to look for innovative ways to solve housing problems while solving other issues related to housing. He also said he wants to use Recovery Kentucky and the Scholar House programs as the framework for improvement, and look at some new areas of focus to help youth aging out of foster care.

KCADV Training Institute Webinar
New leasing protections for survivors of domestic violence, dating violence, stalking, and sexual violence became law on June 29, 2017. The Lexington Fair Housing Council and the Kentucky Coalition Against Domestic Violence (KCADV) are offering three free webinars about the new state law in August and in September. The 90-minute webinar will review the legal rights of protected tenants under this new law, as well as additional federal protections already available to victims living in all kinds of federally subsidized housing under the Violence Against Women Act (VAWA).

All leases with the Continuum of Care (CoC), Emergency Solutions Grant (ESG), HOME Tenant-Based Rental Assistance (HOME TBRA), and Housing Opportunities for Persons With AIDS (HOPWA) programs should include U.S. Department of Housing and Urban Development (HUD) Form 91067. This document is the Violence Against Women Act (VAWA) Lease Addendum and is located on the
Housing Contract Administration (HCA) Help Desk
. This is not one of the forms that is available in the CoC, ESG, or HOME TBRA toolkits. This document indicates that it expired on June 30, 2017. However, it is recommended that this form be used until Kentucky Housing Corporation (KHC) has been notified by HUD of a new form to replace this one.
For HOME TBRA, this lease addendum is in addition to the HOME TBRA Lease Addendum. So, agencies administering HOME TBRA will have two (2) addendums for that program until these documents have been combined.

Public Comment Period
The annual 2017 Consolidated Action Plan for Kentucky's Block Grant Housing Programs and the 2017 Housing Trust Fund Allocation Plan are available for public comment through Tuesday, August 15, 2017.
The Consolidated Action Plan is the Commonwealth's application and distribution plan for the U.S. Department of Housing and Urban Development (HUD), Office of Community Planning and Development (CPD) Programs (HOME, ESG, CDBG, HTF, and HOPWA). Kentucky Housing Corporation and the Department for Local Government are the agencies responsible for submission of the plan to HUD. The Housing Trust Fund Allocation Plan is the Commonwealth's application and distribution plan specifically for Housing Trust Funds. Kentucky Housing Corporation is the agency responsible for submission of the plan to HUD.
Kentucky has drafted the annual Consolidated Action Plan and the Housing Trust Fund Allocation Plan and is receiving written comments to obtain public input. Written comments will be accepted and where applicable, will be incorporated into the document. The plans cover the time period of July 1, 2017 to June 30, 2018.
