Sumner Parade & Ice Cream Truck

Mark your calendars. The 4th annual Sumner Parade is back!


On a late Saturday morning, an ice cream truck will lead a small-scale walking parade through Sumner, about 0.7 miles. At the end of the parade (the SAN Lot), the ice cream truck will stop and distribute FREE ice cream to everyone present. Additional fun (music, games, face-painting, mingling) will ensue.

When: Saturday, August 2, 2025. 11:00 – 12:30am

Where:

  • Parade Start: 87th and Going Street. Meet at 11:00am!
  • Parade in Motion: 11:10 – 11:30am
  • Parade Ending: SAN Lot, 11:30 – 12:30ish

Party On Portland! (POP)

This summer, Safe Blocks invites you to bring the party to your neighborhood! From August 1 through August 14, 2025, neighbors all across Portland will be hosting block parties to connect, celebrate, and build stronger, safer communities.


These neighborhood events are a great way to:

  • Meet your neighbors;
  • Discover local resources;
  • Strengthen community bonds; and
  • Celebrate safety and unity.

Neighborhood Garage Sale - Friday-Sunday, August 1st through 3rd: Clean out your house and/or find some new treasures at our annual neighborhood garage sale. The event is scheduled for the first weekend in August which means this newsletter is the last time it will be mentioned outside of our social media accounts. You’re following us, right?

Vision Zero Research Study

In 2016, Portland released the Vision Zero Action Plan, an ambitious plan to reduce traffic fatalities to ultimately zero deaths. Since then, however, little progress has been made towards Vision Zero objectives. In 2023, Portland's traffic death toll peaked at 69 deaths. Portland saw a decrease in traffic deaths last year, but not everywhere saw improvement. East Portland saw no change in its death rate. 71% of traffic deaths occurred on Portland’s 30 “high crash” intersections, a majority of which are east of 82nd Avenue. As of this writing, BikePortland’s fatality tracker, which compiles data on where, when, and how people are killed on Portland roads into a simple table; has recorded 15 traffic deaths in 2025.


If you’re interested in going deeper and learning more about this issue, we encourage you to apply to join our Vision Zero Study Committee. 

The committee will study the effectiveness of current strategies and evidence-based alternatives that could help Portland move closer to its safety goals. Among other questions that may arise in their research, they will address:

  • How does the current implementation of the Vision Zero plan affect traffic fatalities? Are these policies effective, sufficient, and enforced?
  • What policies would improve Portland’s Vision Zero approach, or hasten the results? Are there more aggressive or effective policies that could be adopted?
  • How should Vision Zero balance other transportation objectives, such as environmental concerns, public safety response times, and freight mobility?

Members from all backgrounds are encouraged to apply. No special expertise is required for research studies. The success of our studies is due to the critical thinking and engagement of our participants willing to learn and have open dialogues.

Virtual Meeting Invite: Amending City Noise Code

Staff from the city’s Noise Program and the Noise Review Board have launched a project to amend Portland’s Title 18 Noise Code. To achieve improvements with the Noise Code we need input and guidance from stakeholders, experts, and most importantly the community. To better engage with the residents of Portland, we have been hosting Community Meetings and Listening Sessions around the city.

We are inviting all Community members in District 1 Neighborhoods to join our upcoming Virtual Meeting for an open discussion about Noise and improvements to the Noise Code. City Staff from the Noise Program want to hear from you and about your experiences, thoughts, and opinions regarding the current Noise Code. Your input is vital to the success of this project.

When: August 12th, 2025

Where: Zoom - Online Virtual Meeting

Time: 6:00 - 7:30 PM

How to Attend: You will need to register in advance online here: https://forms.office.com/g/vjPsZ0aE9yAfter you have registered, within a few days, you will receive a zoom link and instructions for joining the meeting in August.

If you are unable to attend the meeting, you may also share your insights by taking our survey here or by submitting written comments to noise@portlandoregon.gov and please use the email subject line "My experience with the Noise Code" when sending your feedback. We value your input and look forward to hearing from you.

Examples of community feedback that would be beneficial could include:

  • Do you perceive noise as a significant issue in our city, and in what ways do you believe the Noise Code has succeeded or fallen short in addressing noise impacts?
  • What specific measures or amendments would you suggest to better regulate and mitigate noise disturbances, ensuring a quieter and more harmonious urban environment for all residents?
  • Are there specific challenges or frustrations you have encountered in complying with the Noise Code? If so, what are they, and how did they affect your experience?

Metro Community Placemaking

Community Placemaking applications open Aug. 15

Metro will accept applications for the 2026 grant cycle beginning August 15 through October 3 at noon. Up to $450,000 will be awarded in grants ranging from $5,000 to $15,000 and no matching funds are required. Community Placemaking grants support community-led, equity centered, arts and culture-based efforts that strengthen people’s connections to each other and places they care about.

Proposals that are a good fit for

this grant are:

  • Arts and culture-based projects led by community
  • Can be fully accomplished by receiving the Metro grant money
  • Take place within the boundaries of the Metro greater Portland region: https://www.oregonmetro.gov/library/urban-growth-boundary/lookup
  • Contribute to community stability, equitable outcomes, provide leadership opportunities for community members and involve multiple partners.

Applicants are eligible for these grants if they fall into one of these categories: (Businesses and individuals without a nonprofit partner are not eligible.)

  • Nonprofit organization with tax-exempt status
  • Community group or individual(s) partnering with a tax-exempt nonprofit fiscal sponsor
  • Public agency, institution or Tribe

TERRAIN: An annual Land Art exhibit featuring Oregon-based artists

August 15-17 and 22-24 at Building 5, 2516 NW 29th Ave, Portland

Terrain is a community driven environmentally centered art oasis bringing wild nature through artistic responses to the surrounding landscape and its history. Terrain artists created unique works fostering greater environmental awareness both in the artists themselves and audiences.
