Dear Chamber Members,


Most bad regulations do not begin with bad intentions. They begin with an idea that sounds perfectly reasonable in a conference room. Then someone tries to apply it to an actual business.


At our July Legislative Advocacy Forum, Howard Pechter, owner of Clean Threads Laundry, discussed proposed microfiber filtration requirements for washing machines. Reducing pollution is a worthwhile goal, but applying those requirements to commercial laundromats raised serious questions involving equipment compatibility, infrastructure, maintenance, cost, and daily operations.


Those details matter. A modest sentence in a bill can become an expensive and disruptive mandate once it reaches a business floor.


Howard and other laundromat owners worked through their industry association to explain the practical consequences. They gave policymakers information that would have been difficult to find in a bill analysis or committee report. Commercial laundromats were ultimately excluded from the mandate.


That is effective advocacy.


Business owners understand how regulations interact with payroll, equipment, customers, leases, insurance, utilities, and permitting. Their experience becomes influential when it is organized, supported by evidence, and delivered through a credible association.


This is why chambers of commerce and trade associations matter. An organized industry can correct assumptions, offer workable alternatives, and help prevent unintended consequences before they become permanent costs.


The Simi Valley Chamber works to provide that voice for our local business community. Through legislative tracking, coalition participation, direct engagement with elected officials, and our monthly Legislative Advocacy Forum, we connect the people writing public policy with the people expected to implement it.


Government makes better decisions when business owners are involved early, speak clearly, and bring receipts.

Chamber Advocacy Updates

AB 2564, Surveillance Pricing, Oppose

The Chamber joined Californians for Consumer Affordability and the California Retailers Association’s coalition opposing AB 2564, which could make it more difficult for businesses to offer loyalty rewards, digital coupons, and personalized discounts. The Chamber supports protecting consumers from unfair pricing practices, but raised concerns that the bill’s broad requirements could create legal uncertainty, increase compliance costs, and cause retailers to reduce the savings programs California families use every day. Export-Import Bank Reauthorization, Support

The Chamber joined a nationwide U.S. Chamber of Commerce coalition urging Congress to approve a robust, long-term reauthorization of the Export-Import Bank of the United States. EXIM financing helps American manufacturers and small businesses compete for international contracts, strengthen domestic supply chains, expand exports, and support American jobs. The coalition called for a 10-year reauthorization and targeted reforms to help U.S. businesses compete against foreign companies backed by government export financing.

SB 1036, Mitigation Fee Act, Support

The Chamber welcomed the signing of SB 1036, which requires local agencies to account for a property’s existing use when calculating development impact fees. The new law helps ensure that businesses and property owners are charged only for the additional impact created by a new project, reducing unnecessary development costs.

 

AB 1883, Workplace Surveillance, Oppose

The Chamber opposes AB 1883, which would restrict a broad range of workplace technologies and could apply to ordinary security cameras and biometric safety systems. The bill may conflict with existing workplace-safety requirements and expose employers to penalties of $500 per employee for each violation, creating substantial compliance and liability risks.

 

California Film Tax Credit Delivers Results

California’s expanded Film and Television Tax Credit is already producing results. During its first year, the program awarded 170 projects expected to generate $6.6 billion in production spending, nearly 35,000 cast and crew jobs, and more than 6,600 filming days across the state.



The Simi Valley Chamber was an early and aggressive advocate for expanding the credit, quickly becoming a recognized leader in the statewide effort to keep production, jobs, and investment in California. That advocacy continues here at home through the Chamber’s Film Simi Valley committee, which works with local government, studios, property owners, and industry partners to support productions and bring more filming to Simi Valley. The Simi Valley Chamber Legislative Advocacy Forum (LAF) meets on the fourth Wednesday of each month to discuss current legislation and its impact on businesses. Staff from the U.S. Congress, CA State Legislature, County of Ventura, City of Simi Valley, Education and Utilities attend these meetings.

At the July Legislative Advocacy Forum, Howard Pechter, owner of Clean Threads Laundry, joined us as our featured guest speaker to discuss the realities of building and operating a small business in Simi Valley.


He shared insights on rising utility costs, changing regulations, industry advocacy, and the importance of staying involved in the local business community.
