Welcome Employment WDB Employment Focused Services Grant Program (EFS) Case Manager Legine Bailey


A little about Legine:

Hi, my name is Legine Bailey! I earned an associate's degree in general studies from MVCC in June 2017. Prior to accepting my employment with the WDB, I worked at an elementary school in a third and fourth grade special education classroom. I am passionate about helping others and making a positive impact in their lives. I am so excited for this new role and working with the team!

Hello! My name is Owen Getti. I earned my associate's degree in Psychology from MVCC in 2021I could not be more excited to be a part of the Re-Entry team. I am very eager for the opportunity to assist the Re-Entry program participants.

Welcome Back, WDB Oneida County Re-Entry Grant Program Credible Messenger Conant Rose!


A little about Conant:

My name is Conant Rose. I earned an associate's degree in human services from Schenectady County Community College in 2012 and I am currently pursuing a B.A. degree in psychology from SUNY Empire. I have worked in a variety of human services settings, including as an intake coordinator for the Schenectady City Mission. I currently work full time at Arc Herkimer in direct support of those with severe intellectual disabilities. In my spare time, I am an advocate for local the local recovery (Twelve Step Program) community.


As a peer advocate, my “credibility” revolves around the fact that I can intimately relate to our target population due to my own extensive involvement with the NYS criminal justice system. I am currently on parole and have been either incarcerated or “on paper” since the age of 19: I am recently turned 54. A lifelong struggle with addiction has led to my negative outcomes; and, along with a compassionate understanding of the pitfalls of institutionalization and the thought processes of marginalized communities, I believe I bring a unique perspective to the privilege of peer advocacy for those newly returned home from prison.


I’m very excited and grateful for the opportunity to working with the WDB again!

Pathway Home 2 (PH2) Grant Success

During my visit to our Rome office, I met M.J., on his way out. He was a bit frustrated because he had lost his job and needed to find some form of training or a job. 


I said, "What's the matter? It can't be that bad." He explained and I told him about the Pathway Home 2 program and asked if he had ever been arrested, and he said yes, but that’s a long time ago. I said, “Great, you can be in our program, and he enrolled in the Pathway Home 2 Program that same day.” 


MJ said he is a hardworking, driven, and physically fit individual who has experience in many areas of factory and warehousing operations. With his loss of employment, he is looking for a career in CDL Trucking. Because he was unemployed, he was eligible for funding from the WIOA/PH2 program to cover the expenses for his CDL training with a local Truck Driving School.


During that time, the Trades Pre apprenticeship program at MVCC came up, and he jumped at the opportunity to earn his OSHA 30, gain transferable and in-demand skills, and interview with employers. He completed this two-week program and received his certificate.


MJ completed his CDL as a Tractor Trailer TTD 150 Training and within the same week of completion, he was able to obtain a job with a local company hauling freight. As of today, June 30, 2025, MJ is still employed with the same company and is doing fantastically. 


MJ said he has found his passion and wanted to thank the Pathway Home 2 program for giving him this opportunity and training, and he was glad I stopped him that day.

WDB Building Pathways to Infrastructure Careers

Grant Program Success

16 participants successfully completed the BOCES Electrical course, which ran from February through June. Throughout the program, the participants demonstrated dedication and steadily built foundational skills, preparing them for a career in the electrical trade. Now, they are taking the next big step in their careers — six participants are currently in the process of joining the Union. We’re proud of their hard work and excited to see them continue to grow in this high-demand field!"
