As economic headwinds force business leaders to rethink strategy, talent acquisition has not escaped unscathed. HR professionals confirmed as much in the 2025 Identity of HR survey.
In the survey, 37% of HR professionals named budgetary constraints as a key challenge in 2024; similarly, 36% of HR professionals also named hiring as one of the biggest challenges faced in 2024.
Budgetary restraints included salary cuts, headcount reduction, hiring freezes and overall fewer resources. Hiring challenges encompassed issues like I-9 documentation, onboarding and recruiting.
Both metrics increased year over year.

That’s why you can’t afford to let perception bias derail HR-related decisions at any point in the employee lifecycle.
“Perception bias is when our view of someone is shaped by assumptions, stereotypes, or incomplete information rather than objective data,” says Jackie Dube, Chief People Officer at The Predictive Index (PI).
Like any form of unconscious bias, perception bias can be a sensitive topic for workplace leaders to confront, Dube notes. But while we’d all prefer to believe we are bias-free, she says unconscious bias affects everyone and requires a deliberate effort to resist.

New research from Bright Horizons, for instance, found that more than three-quarters of working parents said their ability to focus at work during the summertime is directly tied to their kids’ schedules. About one-third have to check out of work periodically to take care of their kids in the summer, and just as many are distracted and worried about their children while they’re working in the summer.

I-9, Employment Eligibility Verification
Use Form I-9, Employment Eligibility Verification, to verify the identity and employment authorization of individuals hired for employment in the United States. All U.S. employers must properly complete Form I-9 for every individual they hire for employment in the United States. This includes citizens and aliens. Both employees and employers (or authorized representatives of the employer) must complete the form.
On the form, an employee must attest to their employment authorization. The employee must also present their employer with acceptable documents as evidence of identity and employment authorization. The employer must examine these documents to determine whether they reasonably appear to be genuine and relate to the employee, then record the document information on the employee’s Form I-9. Certain employers who choose to remotely examine the employee’s documentation under a DHS-authorized alternative procedure rather than via physical examination must indicate they did so by checking the box provided.

The U.S. Equal Employment Opportunity Commission enforces Federal laws prohibiting employment discrimination. These laws protect employees and job applicants against employment discrimination when it involves:
- Unfair treatment because of race, color, religion, sex (including pregnancy, gender identity, and sexual orientation), national origin, age (40 or older), disability or genetic information.
- Harassment by managers, co-workers, or others in the workplace, because of race, color, religion, sex (including pregnancy), national origin, age (40 or older), disability or genetic information.
- Denial of a reasonable workplace accommodation that the employee needs because of religious beliefs, disability, or pregnancy, childbirth, or related medical conditions.

Get Answers to All Your FMLA Questions

The Family and Medical Leave (FMLA) Act comes with a mountain of complexities for employers to navigate. Oversights of even the seemingly granular components of the legislation can snowball into a costly mistake for any employer. With so much at stake, having the right resources to lead your team through the ins and outs of employer requirements helps you avoid missteps. Bukaty Companies’ HR Consulting team has years of experience navigating FMLA obligations. Review these quick-hit questions and answers to some common FMLA inquiries, then gain a greater understanding of FMLA requirements by booking a training session with our team.
How does an employer calculate an employee's eligibility for FMLA? An employee must have worked at least 1,250 hours in the preceding 12 months prior to their requested FMLA leave start date. Check the payroll, and include any compensable hours (travel or training) and overtime.
Does an employer with multiple locations need to count employees across all sites to meet the 50-employee threshold within 75 miles? If an employer has 50 employees for 20 workweeks this year, or preceding calendar year, an FMLA poster should still be posted even if no one is eligible for FMLA.
Can an employer require a doctor’s note or call-in for employees using intermittent leave, after each absence? Yes, an employer can require an employee to follow a call-in procedure. Employers should be careful when asking for documentation or doctor’s notes, as it could be considered a recertification. It’s best practice to wait 30 days before requesting or requiring employees to submit additional medical documentation. Exceptions can occur when there is a frequency of leave that does not align with the designation or approval, if anything casts doubt or if there is a pattern of habitual misuse of leave. To curb misuse, it is best for intermittent cases to be recertified after six months.

David Woods Bartley has seen his fair share of successes and setbacks, from directing a nationally recognized nonprofit to battling the long-term effects of childhood sexual trauma and a life-threatening mental illness. The latter, a brutal knock-down, drag-out fight with clinical depression, led David to a suicide attempt.
Thanks to the support of many people and being shown the necessity of putting one’s self-care on a pedestal, David continues the essential yet challenging journey from the isolation of mental “hellness” to the inclusive space of mental wellness. His life having been saved, David is committed to moving the conversation about suicide, male sexual trauma, and mental illness from the dark shadows where they now live to the forefront of public concern.
In doing so, his mission is to shine a bright light on the crisis we now face and open doors to the possibility of mental health for everyone, everywhere.

When I was 14, I spent most of my free time doing two things that I loved: I ran a lot, and I played a lot of piano, even though by high school it was clear I’d never really excel at either. Once, as a friend and I did the customary prerace walk of a cross-country course, we were so involved in conversation that we realized we were late only when we heard, in the far distance, the bang of the starting gun. And when my piano teacher tried to explain what I was doing wrong, she sometimes imitated my playing in a way that made clear I was not destined for Juilliard.
That year, my freshman year of high school, my brother, who is six years older, came home from college for Thanksgiving break and informed me that he thought I should join the high school newspaper. There was no newspaper, I told him; at some point, it disbanded from lack of interest. I can still picture my brother in the doorway of my bedroom: I longed to return to whatever I was reading (“A Tree Grows in Brooklyn”? “The Clan of the Cave Bear”?), but he stood there for what felt like an eternity, lecturing me about the decline of democracy without a free press, and the apathy of my classmates; the high school had to have a newspaper, and if no one else was going to revive it, he insisted, then I must.
