The Bipartisan Infrastructure Law (BIL) established the new Safe Streets and Roads for All (SS4A) discretionary program with $5 billion in appropriated funds over the next five years. In fiscal year 2022 (FY22), up to $1 billion in funding is available for local agency initiatives to prevent roadway deaths and serious injuries.
The program provides funding for MPOs, towns, transit agencies, and multijurisdictional groups through two types of grants.

Action Plan Grants which develop, update or support a comprehensive safety action plan for submitting agencies, or
-
Implementation Grants which implement projects identified in a safety action plan.
Safety action plans are similar to Local Road Safety Plans recently introduced to Kentucky by KYTC and FHWA and supported by UK/T2. These plans, which must meet specific requirements established by the program, serve as the
basis for project identification and prioritization to direct implementation funding. Once developed, the Safety
Action Plan may be used to pursue funding through the SS4A program or the KYTC Highway Safety Improvement Program (HSIP).

on September 15, 2022.
