Safe Streets and Roads

US DOT Grant Program for

Local Governments

The Bipartisan Infrastructure Law (BIL) established the new Safe Streets and Roads for All (SS4A) discretionary program with $5 billion in appropriated funds over the next five years. In fiscal year 2022 (FY22), up to $1 billion in funding is available for local agency initiatives to prevent roadway deaths and serious injuries.

The program provides funding for MPOs, towns, transit agencies, and multijurisdictional groups through two types of grants.

Action Plan Grants which develop, update or support a comprehensive safety action plan for submitting agencies, or
Implementation Grants which implement projects identified in a safety action plan.

Safety action plans are similar to Local Road Safety Plans recently introduced to Kentucky by KYTC and FHWA and supported by UK/T2. These plans, which must meet specific requirements established by the program, serve as the

basis for project identification and prioritization to direct implementation funding. Once developed, the Safety

Action Plan may be used to pursue funding through the SS4A program or the KYTC Highway Safety Improvement Program (HSIP).

The deadline for applications is 5:00 p.m. EDT

on September 15, 2022.

Chainsaw Safety

Chainsaws are widely used

throughout the world. They’re used

in a variety of industries such as commercial, residential, arborist, road maintenance, property maintenance, ground operations, and bucket truck operations. Chainsaws can be very useful, but it is important to remember they can be very dangerous.

Every year, numerous chainsaw operators and bystanders are seriously injured and killed due to chainsaw accidents. A majority of these accidents could have been prevented by learning and practicing proper chainsaw safety.

During this presentation, we will discuss chainsaw maintenance procedures, how to select and properly use personal protective equipment, and how to safely operate the chainsaw to reduce the risk of injury.

This course is intended for individuals who perform flagging and temporary traffic control activities on Kentucky’s roadways. Individuals seeking qualification as Traffic Control Technicians and Supervisors are encouraged to take this course prior to taking the Technician and Supervisor Courses.

Individuals performing flagging operations on any Kentucky roadway should be trained and qualified every two years. Those who successfully pass the test will be qualified and their results will be provided to the Kentucky Transportation Cabinet.

The course also fulfills a requirement for the Roads Scholar Program.

This workshop takes participants through the various types of plans used at road departments.

Participants discover how to read and interpret the different types of standard symbols and abbreviations.

This course discusses features and details contained within plans, how to define the types

of scales, and how to identify dimensions found on plans.

KTC Research:

Utilization of LiDAR Technology - When to Use It and Why

LiDAR stands for Light Detection and Ranging, and is a popular remote sensing technique used for measuring exact distance of an object from the Earth's surface.

KTC research partnered LiDAR technologies to see if they can assist transportation agencies during the design, construction, and maintenance phases of transportation projects.

While LiDAR has numerous applications, successfully deploying LiDAR technologies is only possible if agencies have a solid understanding of their use cases and potential limitations.

This report offers guidance the KYTC Cabinet can use when making decisions on how to employ LiDAR technologies in highway contexts.
