Ashwaubenon Updates Local Ordinance on Bicycles, Electric Bicycles, Electric Scooters, and Other Motorized Devices

On July 22, the Ashwaubenon Village Board approved a new ordinance updating local rules for bicycles, electric scooters, mopeds, and similar vehicles. The changes aim to improve public safety, encourage responsible use of public spaces, and align with state law.

Photo Square.jpg

Key highlights:

  • Registration Required: Electric bicycles must now be registered with the Public Safety Department, just like traditional bicycles.

  • Electric Scooter Restrictions: Electric scooters must follow the rules of the road, are prohibited on roads with speed limits over 30 mph (unless a bike lane is present). Electric scooters are prohibited specifically on Oneida Street and Holmgren Way. Rental scooters are prohibited in the Village.

  • Sidewalk and Trail Use: Bicycles, electric bicycles and electric scooters may be used sidewalks and trails but must exercise due care, yield to pedestrians, and give an audible signal when passing.

  • Helmet Rule: Children under 16 must wear helmets when using bikes, scooters, skateboards, or rollerblades in public.

  • Vehicle Limitations: Mopeds, ATVs, and similar vehicles remain prohibited on sidewalks, trails, parks, and public property.

  • Low-Speed Vehicles: Neighborhood electric vehicles and low-speed vehicles are not allowed on public roads in the Village.

It’s also important to note that not all electric-powered bicycles or scooters sold today meet Wisconsin’s legal definitions. Only those that meet the specific requirements under state law are allowed to be operated in the Village. Devices that fall outside those definitions are not permitted for use on public roads, sidewalks, or trails.

Enforcement may include warnings, citations, or fines, depending on the situation and the individual’s age.

Ashwaubenon is full of events happening throughout the Village, with road closures expected during special events for certain periods.
