As of May 9, 2023, the regulations have been updated to allow the submission of a simple exemption notification.

How to determine if you are eligible for an exemption

-Do you spray apply coatings to motor vehicles & mobile equipment?

-If so, check your MSDS/SDS sheet for these 5 target metals:


  • Cadmium (Cd)
  • Chromium (Cr)
  • Manganese (Mn)
  • Nickel (Ni)
  • Lead (Pb)


Sometimes they will appear as a compound such as strontium chromate

If your final product applied has less than 0.1% of cadmium, chromium, nickel or lead and less than 1% of manganese, you may be exempt and can file an exemption. If you are over the thresholds, you may need to get a permit.
