Maintaining a property so it is not detrimental to other properties nearby or does not adversely affect public health, safety, and welfare, is a homeowner’s responsibility. Homeowners are not permitted to build walls around utility easements, such as pole lines, so the City crew can access the utility facilities for maintenance and in case of emergency. It is also the responsibility of the homeowner, not the utility, to maintain this portion of the property. A utility easement is a portion of private property granted to the City to access electrical or water facilities for operation and maintenance purposes.
Yard areas visible from the public right of way or neighboring properties shall be maintained free of trash, debris, dead vegetation, cast-off items, including household appliances and indoor furniture, and inoperable vehicles. Lawn and turf areas on private property and adjoining parkways shall be regularly cut and trimmed to maintain a height of no more than six inches. Homeowners who do not maintain their property, adjoining parkway, or easement may be cited for violating Azusa Municipal Code Section 34-235.
