Adopted B-engrossed Ordinance No. 882 Overview

B-Engrossed Ordinance No. 882 was approved in a 4-1 vote by the Washington County Board of Commissioners on Jan. 30. Commissioner Roy Rogers, District 3, was the dissenting vote. See meeting recording.


The ordinance sets the stage for City of Tigard and Washington County planners to further study future transportation needs and solutions in three Refinement Areas within and adjacent to the City of Tigard’s proposed River Terrace 2.0 community, which is expected to include up to 4,500 new housing units.


In 2021, the City of Tigard proposed a 500-acre Urban Growth Boundary (UGB) for the proposed River Terrace 2.0, which is made up of two separate areas. One is located along the west side of Roy Rogers Road between Scholls Ferry and Bull Mountain roads. This is the area included in the Refinement Areas identified in B-Engrossed Ordinance No. 882. 


The UGB expansion was approved by Metro and acknowledged by the state Department of Land Conservation and Development in 2023. It is one of several UGB expansion areas along the urban-rural boundary in Washington County. Altogether, these UGB expansion areas are expected to accommodate as many as 34,000 new residential units providing homes for about 75,000 people. The Refinement Areas outline locations where emerging and future transportation needs and new connections will be studied to meet the increases in travel resulting from development in River Terrace 2.0 and other urban growth areas. This study could eventually lead to a transportation plan amendment that could identify specific street alignments. Significant public involvement and city and county comprehensive planning would be required before possible alignments could be adopted.

Tile Flat Road Extension


This area would be studied by the County for a potential future extension of Tile Flat Road, from Scholls Ferry Road to Vandermost Road, to serve new residential and commercial development and to create connectivity for the area. This area is outside the future City of Tigard boundary.

Tile Flat Road/Mountainside Way Extension


This area would be studied by the County and City for the extension of Tile Flat Road/Mountainside Way, from Vandermost Road to Bull Mountain Road and Roy Rogers Road. This area is in the future City of Tigard boundary.

Mountainside Way Southern Extension


This area would be studied by the County and City for a north-south roadway, south of Bull Mountain Road west of Roy Rogers Road, connecting to Roy Rogers Road within the refinement area. Part of this area is in the future City of Tigard boundary and part of it is outside.
