New Mandatory Form for US Imports Of Live Poultry as of December 4, 2024


Starting December 4, 2024, all shipments of live poultry and birds (including hatching eggs and pet birds) from the United States (US) must present a Highly Pathogenic Avian Influenza (HPAI) control

zone routing addendum issued by a USDA-APHIS Accredited Veterinarian at the time of entry into Canada.

The HPAI control zone routing addendum will be required for all shipments of live poultry and birds (including hatching eggs and pet birds) from the US whenever there are active control zones due to HPAI detections in the country.


The addendum must include:

  • A map of the intended route of transit.
  • A statement attesting that the consignment has not traveled a route that transited any control zone for HPAI. Example: “[Insert Commodity Type, e.g. Hatching eggs] covered by certificate(s) [Insert health certificate number] will travel in a closed conveyance via the following route. To the best of my knowledge, this route does not transit any restriction areas established due to detections of Highly Pathogenic Avian Influenza (HPAI) in poultry.”
  • Commodity being exported and certificate numbers associated with the shipment.
  • Signature of the accredited veterinarian and date of signature.


The Automated Import Reference System (AIRS) will be updated on December 4, 2024 to reflect this new requirement.

2024 Avian Flu Temporary Measure


The Board appreciates that everyone is working hard to keep the industry moving forward and continuing to arrange placements on farms. There is an obligation for all parties to work with the hatcheries to find a home for the chicks if they cannot be placed.

The onus is on the grower to find and arrange barns or quota

leases and work with your hatchery in doing so.

The Board will do its best to be flexible and accommodate the needs of industry, but please ensure that you communicate your

intentions as far in advance as possible.

These measures only apply to those impacted by HPAI

and can be found here.
